Description (EN):

Europe needs to accelerate its entry into the era of reuse. The old linear economy equation “produce, use and throw away” is not valid anymore. However, a significant part of reusable home appliances, books, clothes, WEEEs, furniture and food are still being wasted and landfilled. Despite of the waste hierarchy approach in force – Reduce, Reuse and Recycle- and the fact that cities and regions are backing some reuse initiatives, reuse could be much further developed: waste programmes in force include reuse but prioritise recycle, even if reuse is more environmentally and socially friendly. Thus, the project is meant to be an instrument that will help to boost reuse from the public policies, formally shaping an activity that is usually undertaken marginally and partially, and that, properly managed, can promote environmental sustainability as well as employment and solidarity. Unlike previous waste prevention projects, 2LIFES focuses exclusively on reuse and more specifically on reuse promoted by public administrations- something pending as this is usually promoted by the third sector. The project brings together advanced cities and regions in the political backing of reuse in addition to others that are in the process of doing so. The problem of masses of reusable goods prematurely recycled or even landfilled is cross-cutting in the whole of Europe. The main results expected are the development of new channels, infrastructures and protocols for reuse through the instruments in force as well as the awareness-raising of households, businesses and administrations regarding the need to change the consumption patterns. Green jobs around reuse initiatives can also be expected. Interreg Europe framework for stakeholders’ involvement is excellent for 2LIFES, since reuse initiatives require the collaboration of municipal waste services with SMEs, civil society, NGOs, social enterprises and training and employment services.

Achievements (EN):

In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 34 good practices, produced 6 action plans and led to the increased capacity of 45 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 2,520,722. 00.

Expected Results (EN):

2LIFES overall objective is to improve waste management policies of the partner cities and regions for them to enhance reuse and preparation for reuse as priority options for waste minimisation and resource-efficiency. The following sub-objectives are defined: - Exchange good practices and policies on reuse promoted by partner cities’ and regions’ public administrations. - Mainstream the knowledge gained in the project into the waste management policies of the partner regions and cities. - Promote disaggregation of reuse and preparation for reuse targets in the instruments addressed, making both visible, as they are usually aggregated to overall waste prevention and recycling targets, respectively. - Engage the population as well as local SMEs and administrations in the partner territories in reuse initiatives, so that they contribute to accelerate the expected policy improvements. - Foster green employment around local initiatives for reuse, using the stakeholder groups as the arena to bring together local actors. - Disseminate project knowledge to urban authorities and third sector throughout Europe, through a final project event attracting policymakers, stakeholders and media. The project will contribute to the overall programme objective of improving the performance of regional and local development policies and programmes, providing support to public authorities and other players of regional relevance across Europe, to enable them to share experiences and policy learning, thereby finding solutions to improve their strategies and contributing to the reduction of disparities in the levels of development, growth and quality of life in European regions. It will also contribute to the programme´s specific objective of improving the implementation of regional development policies and programmes aimed at increasing resource-efficiency […] and environmental performance management (priority axis 4, investment priority 6g, specific objective 4.2).

Expected Outputs (EN):

Exchange of Experiences process outputs: - 6 Situational Analyses of Reuse Initiatives” in partner cities and regions. - 6 Psychosocial studies on barriers to reuse concerning different population groups and products” in partner cities and regions. - 68 Policy learning events organised during years 1, 2 and 3: 7 interregional events accompanied by Study Visits (1 kick-off meeting, 3 Thematic Seminars and 3 Workshops); 54 Stakeholders Groups Meetings: 9 in each partner city/region; 6 Staff Exchanges: at least 1 per partner organisation, with a view to knowing in situ and in depth transferable initiatives; 1 partners meeting-political dissemination event in phase 2. - A collection of 42 Good Practices promoting Reuse from public policies. - 18 Transfer Opportunities mentored. - 14 Internal Reporting Meetings to extend knowledge gained in the partner organisations: 2 in each partner organisation scheduled. - 6 Action Plans. Communication and dissemination outputs: - 1 website. - Profile/s in social networks. - 7 project posters installed: 1 per partner headquarters, installed in a visible place. - 1 database of 700 contacts for dissemination, each partner providing 100 on average. - 2 different brochures-directories for 2nd hand, at project start and end. - 5 digital newsletters, 1 per semester in phase 1 - 49 press releases, 1 per partner and semester during the 7 project semesters. - 1 video of the project. - 24 communication campaigns (6 in semester 2, 6 in semester 3, 6 in semester 4 and 6 in semester 5) addressing policy-makers and public officials, population groups reluctant to reuse and businesses. - Flyers and radio interventions. - Reused merchandising gadgets. - 2 external events attended. - 1 high-level political dissemination event. Management outputs: - 1 website - 1 profile in social networks - 7 Steering Committees (SCC) - 5 Progress Reports plus 1 Final Report 2LIFES intended results are the following: - Improvement of the 6 policy instruments addressed, so that reuse is much further and better developed in the partner territories on the part of the administrations, developing new reuse channels, infrastructures and targets. - Increased expertise in the planning and development of reuse initiatives acquired by the staff of partner organisations and members of the stakeholder groups. - Raised awareness of households, businesses and administrations about the need to change consumption patterns and replace the old paradigm of “produce, use, discard” with a new one placing prevention and reuse in the centre. - Reuse dignified, people consequently taking a more positive stance towards it. - Reuse increasingly understood as a resource for environmental sustainability, green employment and solidarity. - Local job opportunities around reuse initiatives identified in partner territories. - Knowledge gained in the project communicated throughout Europe.
