InnoHEIs project aims at enlarging the role of higher education institutions (HEIs) and their research and innovation infrastructure (RII) as key stakeholders for regional innovation development. Fostering entrepreneurship and creativity brings many benefits to HEIs and the regions. InnoHEIS project addresses the challenge to enhance HEIs RII role as an enabler of entrepreneurship discovery process (EDP) which is an inclusive and interactive bottom-up process in which participants from different environments (policy, business, academia, etc) are discovering potential new activities and opportunities that emerge through this interaction. HEIs RII with its infrastructure and human capacities can build partnerships supporting the integration of entrepreneurial knowledge fragmented and distributed over many organisations, companies, universities, clients and users. Thus, InnoHEIs partners look at possibilities to mobilise HEIs RII for regional innovation development removing barriers among different types of HEIs RII, enhance their cross-institutional and cross-sectoral collaboration. The InnoHEIs strategic objective is to create the favourable environment aiming to improve the usage and employment of innovation infrastructure through better involvement of its users and customers and enhanced science, industry and public collaboration. Partners will collaborate seeking to improve performance HEIs’ RII responding to the regional needs and demand using co-creation methods, demand and user-driven, open innovation approaches to solve regional societal challenges. Fifty policy learning events will be organized: 7 Study Visits back-to-back with 7 Interregional Thematic Workshops and 7 Peer Reviews and 42 regional Stakeholder Group meetings. Thorough regional diagnosis in partner regions will be conducted identifying existing good practices. Partners estimate that at least 16 good practices will be analysed and at least 210 people will increase their professional capacities.

Achievements (EN):

In terms of activities, the project has organised a total of 53 policy learning events. It has also identified 20 good practices, produced 7 action plans and led to the increased capacity of 104 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 20,000. 00.

Expected Results (EN):

The InnoHEIs project strategic objective is to enhance the contribution of Higher Education Institutions and their Research and Innovation infrastructure to the regional innovation performance creating the favourable environment for interactive engagement of business and industry and collaboration among Quadruple Helix actors addressing regional societal challenges. InnoHEIs sub-objectives aim at tackling the addressed policy instruments from 3 perspectives: (S1) improve regional R&I policies, ensuring an effective and efficient use of R&I (HEIs) infrastructure using co-creation methods/spaces for business, industry, society/communities and researchers (demand-driven, user-driven, open innovations). Establishment of co-creation platforms and work spaces, test beds, open Living Labs enhance RII performance. (S2) encourage research and business/industry collaboration seeking to improve Entrepreneurial Discovery Process, companies’ innovation performance attracting them to use R&I services, transfer technologies, looking for the solutions to tackle societal challenges. Greater emphasis on RII of HEIs cross-institutional and cross-sectoral cooperation at regional level encouraging collaborative research among HEIs, and between HEIs and industry, across regions is important to exploit complementarities, reach a critical mass and enhance regional knowledge triangles. (S3) enhance HEIs sustainable role in regional innovation strategies improvement and development. Improved of HEIs and RII performance will contribute to regional development and RIS3 successful implementation. HEIs can play a significant role evaluating and improving regional RIS3 policies related to the support for R&I infrastructure and science and business cooperation as well as contribute to the RIS3 implementation.

Expected Outputs (EN):

All seven policy instruments addressed in InnoHEIs are related to the ERDF Programmes. Estimated amount of ERDF programmes/measures which will be influenced by the project is 6,8 M Euro. Policy instruments addressed are regional and national and it provides a good synergy exploiting the different programme levels and implementation approaches. ERDF programmes' size, their governance and partners’ diversity will enable to organize the interregional learning process in very effective way allowing partners benefit from this variety. The impact on the HEIs and RII employment and involvement solving regional needs to respond businesss/industry demand will be significant taking in mind the project participants. InnoHEIs partnership consists of managing authorities and intermediate bodies (ministry, regional authorities, agencies), policy beneficiaries and suporters which are directly responsible for the design and implementation of research and innovation policies. Managing authorities which are not directly involved as partners will participate in the project being active Stakeholder Group (SG) members. Partners set up the targets (mentioned in the indicators table) and estimate to reach them out. The self-defined indicators for the policy instruments addressed shall be monitored and reported by each partner. During the InnoHEIs project implementation 50 policy learning events will be organized: 7 Study Visits back-to-back with 7 Interregional Thematic Workshops and 7 Peer Reviews, 42 regional SG meetings and 1 project meeting in Phase2. Regional diagnosis of partner HEIs’ RII regional performance will be conducted. Peer Reviews’ reports and summary will be prepared. At least 210 people will increase their professional capacities due to their participation in interregional learning activities and actions at regional level. Partners estimate that a minimum of 16 good practices will be identified, analysed and shared (also in public). In Phase 1 there will be 7 project meetings including Steering Committee meetings organized seeking to identify and explore the good practices that could be transferred, used for the improvement of policy instruments for better RII and HEIs regional use responding regional needs and demand as well as sustainable involvement in regional innovation development. 42 SG meetings will be organized aiming at involving stakeholders into regional Action Plans development. As a result of exchange of experiences and interregional learning process 7 Action Plans will be prepared. The meeting dedicated to exchange of experiences on the monitoring of Action Plans implementation will take place in Phase 2. To ensure effective dissemination, raise awareness of the knowledge collected and maximize the InnoHEIs results and achievements, 1 HL and 7 regional dissemination events will be organized and at least 17 appearances in media will occur. Expert reports will follow every Study visit, Thematic Workshop and Peer Reviews exercise.
