Description (EN):

The project´s core challenge is to increase energy efficiency in SMEs. The European Parliament set a binding target of increasing, by a minimum of 35%, the energy efficiency by 2030 compared to the 2005 level, in all Member States. Therefore, the project partners are sharing their good practices to find the best solutions to contribute to the achievement of the target set. Engaging in discussions and exchanging experiences with relevant actors is the best way to find solutions to increase the involvement of the industrial SMEs in energy efficiency improvement. Common barriers to overcome in the regions are the: - the low interest of industrial SMEs participating in energy efficiency policy programmes, - the low number of industrial SME energy efficiency policy programmes. Therefore the project partner will a) improve the energy policies by exchanging and comparing the regional policy instruments in the eight regions, b) jointly develop regional policy action plans supporting the implementation of energy efficiency programmes and thus utilize the potential in the industrial SME sector c) exchange information and experience and by this help the stakeholders supporting the regional action plans set to overcome the barriers. Therefore, our actions will: - increase the interest of industrial SMEs in participating in the energy efficiency policy programmes, - support starting-up effective industrial SME´ energy efficiency policy programmes, - help integrate energy-related policy measures from other sectors in the industrial SME sector. The exchange of experience, workshops and study visits with the stakeholders will help us achieve the project´s objectives. The jointly developed regional action plans will also influence the policies for the next Regional Operational Programme period 2021-2027.

Achievements (EN):

In terms of activities, the project has organised a total of 37 policy learning events. It has also identified 10 good practices, produced 6 action plans and led to the increased capacity of 125 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 200,000. 00.

Expected Results (EN):

Energy efficiency is stated to be one of the most important means to achieve environmental sustainability. However, energy efficiency can be improved, and there is still untapped potential in the SME sector. Therefore, the overall objectives of the project are to: a) improve eight addressed energy policies by 2020 by exchanging and comparing the regional applied policy instruments in the eight regions, b) jointly develop regional policy action plans to utilize this potential in the industrial SME sector by supporting the implementation of energy efficiency programmes, especially in participating regions where results failed to meet expectations due to barriers, c) exchange information and experience enabling relevant stakeholders supporting our regional action plans to overcome the barriers of: - low interest of industrial SMEs participating in energy efficiency policy programmes, - inadequate number of industrial SME energy efficiency policy programmes, - industrial SMEs´ energy efficiency policy programmes depend to a large extent on human coordination, - low policy programme priority supporting industrial SMEs´ energy efficiency improvement. We will therefore, address the objectives by our good practices about: - increasing the interest of industrial SMEs participating in energy efficiency policies, - starting-up new effective industrial SME´ energy efficiency project and policies, - minimizing human coordination factor, - industrial SME´ energy-related policy measures that could be integrated under energy efficiency policy programmes, - non-energy benefits of energy efficiency policies in the industrial SME sector, - communication of energy efficient supporting policies to industrial SMEs, - improving regional energy efficient policies for industrial SMEs, - subsidy programmes supporting energy efficiency measures in industrial SME sector.

Expected Outputs (EN):

The main outputs are the 6 regional action plans which will result in the improvement of five structural fund programmes and one non-structural fund programme. - 2 project partners will improve their policies by implementing new projects (Partner 5,6). - 4 project partners (Partner 2,3,4,7) will improve their policies by changing the management of the policy instruments (improved governance). Project related outputs: - 92 people (project partners and stakeholders) will increase their policy energy efficient professional capacity. - 6 participating regions will have a better understanding of how to improve their energy efficiency policies in the industrial SMEs based on the identified at least 20 good policy practices. - at least 24 stakeholder bodies (listed in B.2) will be asked to fill out a questionnaire to identify additional good practices. - at least 20 good practices will be studied to identify best practices best suited for project partners´ regional strategies and demands (action plans). - 49 number of appearances in the media to disseminate the SMEP2.0+ project´s results. - 41 policy learning events (project partner meetings, study visit+workshops, stakeholder workshops, public workshops). Phase 1: - 1 Kick-off. - 7 workshops+study visits. - 24 stakeholder groups meetings. - 6 regional half-day workshops for the public to present the regional action plans. - 1 final event to review finalized action plans in Frankfurt with the project partners and key stakeholders. Phase 2: - 1 project meeting - 1 high-level political dissemination event - 4 work plan documents (detailed activities for the 4 Semesters). - 84 regional and whole project summary and intermediary reports (stakeholder meeting, workshop+study visit, steering group, progress report etc.). - 1 questionnaire translated and sent out to 6 regional stakeholder groups and 160 industrial SMEs. The results of the 6 regional questionnaires will be used to identify additional good practices. - at least 4 trade fairs participation. - 8 dissemination of results (of workshop+study visit) to the website and newsletters. - One comparative study. Management outputs: - 8 online meeting between coordination body and regional project, financial and communication officers (4 for the financial manager and officers and 4 for communication manager and officers). - 4 online steering group meetings with lead project partners. Communication outputs: - 1 Joint communication strategy. - 2 communication workshops during the kick-off in Semester 1 and Romanian workshop+study visit in Semester 2. - social media presence. - 1 project website established - at least 43 project website updates. - 8 newsletters. - 28 featured news articles and press release. - 21 featured articles in the relevant trade media. - 1 Digital project flyer. - 1 Digital and printed project poster. - 7 Interviews with managing authorities and industrial SMEs. - 2 Videos.
