The BRESE project aims to deconstruct barriers, raise awareness, and assess policy frameworks and business support schemes for Social Enterprises by comparing and improving exisiting policy instruments in different European border regions. In doing so, BRESE will take stock of exisiting frameworks and tailored support schemes in the partner regions and improve the regional policy instruments to better respond to the needs of Social Enterprises. Social Enterprises have proven the ability to foster inclusive growth, address societal needs and build social cohesion and inclusion. They also bear the potential to provide innovative solutions to some of the most pressing societal and environmental problems, and to create more and better jobs counteracting the high unemployment and youth unemployment rates that several regions in Europe are facing. These are also some of the objectives of the EU 2020 strategy. Regardless of the great potential that Social Enterprises bear for European regions, the landscape of policy and legal frameworks recognizing the special status of Social Enterprises, as well as suitable business support instruments for Social Enterprises are still very fragmented and insufficient. Although Social Enterprises have a special agenda combining an enterpreneurial and a social element, they often have to compete with "traditional" enterprises on the market. Making use of the existing differences in European border regions, the BRESE project will share experience within an interregional learning process with a partner consortium consisting of the Euregio Rhine-Waal, HAMAG-BICRO, the Ministry of Environmental Protection and Regional Development of the Republic of Latvia, the Slovak Business Agency, Rzeszow Regional Development Agency and the University of Latvia.

Achievements (EN):

In terms of activities, the project has organised a total of 25 policy learning events. It has also identified 12 good practices, produced 5 action plans and led to the increased capacity of 45 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 44,800. 00.

Expected Results (EN):

The BRESE-project's objective is to deconstruct barriers for social enterprises, to compare, enhance and improve business support instruments for social enterprises, and to bring social enterprises on the political and societal agenda. In recognition of the potential of social enterprises to foster inclusive growth, address societal needs, and build social and territorial cohesion, which are often objectives that are especially relevant for cross-border cooperation or regional Operational programmes, 5 policy instruments will be compared and evaluated with regard to social enterprises.This process will illustrate opportunities to better foster social enterprieses by improving the relevant policy instruments. The advisory partner will add expertise in social enterprises and their embedding in tailored policy and legal frameworks. To achieve this, the project aims to: - assess the landscape of social enterprises and the available business support schemes for social enterprises in the different partner regions. - show best-practice approaches from each region to interregional stakeholders and evaluate the different tools in the other regions, - raise awareness of policy makers and other relevant regional actors about the important role of social enterprises and the need for tailored support mechanisms. - elaborate action plans to make the involved policy instruments more supportive and suitable for the promotion of social enterprises and therefore, stimulate innovation through programme level. improvements (e.g flexible partnerships models, business funding schemes, business targeted calls). - initiate a network of cooperation between relevant actors across Europe; both involved project parnteres and stakeholders create a network for sustainable cooperation also in the aftermath of the project. - actively disseminate and promote the project’s results; share the knowledge to the policy platforms and at EU-level as examples for all European regions.

Expected Outputs (EN):

Addressing the thematic objective "Competetiveness of SMEs", the BRESE-project aims to deconstruct barriers for social enterprises (SEs), to compare, enhance and improve business support instruments for SEs, and to bring SEs on the political and societal agenda in order to make them more competitive and established in the economic landscape in European border regions. This will be achieved by comparing the SE landscape with regard to their role in the addressed policy instruments, tailored policy and legal frameworks, available support schemes, and awareness for the potential of SEs with political, economic and societal actors in each region. In doing so, BRESE will also take into consideration the results of existing/previous Interreg Europe projects, explore synergie and add to the set of data. The project's activities and outputs will lead to: - identifying most pressing barriers to SEs in each region and cross-border context; - talomg stock of SE landscape in each region - Identifying / transferring ideas and mechanisms for (business) support of SEs based on best practices identified within the project. These new mechanisms will also play a role in evaluating current strategies. - Enhancing the capacity of participating stakeholders and partners, both with regard to the project's "content" but also with regard to the importance of interregional cooperation. - putting the potential and challenges for SEs on the political and public agenda. - Developing a sustainable network of cooperation between the participating regions. - broadening the strategic focus of the policy instruments involved to better support SEs. The project management will ensure the successful implementation in line with the programme rules, ensure the active engagement of partners and stakeholder in the project and related activities and the timely delivery of outputs. Concrete management outputs will be 1 signed subsidy contract, 1 signed partnership agreement, 6 progress reports and 32 interregional learning events including 5 interregional meeting (including Kick-off) with site visits (sem. 1-5), 1 action plan presentation meeting (sem. 5), 1 high-level political dissemmination event + partner meeting (phase 2), and 25 local stakeholder meetings (one in each region sem. 1-5) The communication activities will ensure the creation of awareness for the project, its topic and interregional cooperation with policy makers, stakeholders and the public. Quantitative outputs: 6 press releases, 1 promotional video, 1 general brochure, 1 best practice brochure, at least 48 general and regional social media or website posts, at least 1 publicly displayed project poster per partner region, 1 roll-up, at least 4 newsletters generated by the LP and dissemminated by all project partners, regular website updates, and 1 communication campaign. Pre-defined output indicators per region will help to monitor the project's outputs.
