Next2Met is an interregional exchange project with a clear challenge and some proposals for policy related solutions. The challenge is how to increase attractiveness, for knowledge, opportunities and capital, of territories located close to metropolitan areas. These areas have insufficient tools to keep experienced SMEs and well-educated people in the region and the critical mass of RDI is not sufficiently strong compared to the capital region. Proposed solutions can be broken down into 3 parts: strengthening capacity of priority sectors (RIS3) to differentiate regional offer; using innovation in soft digitalisation measures to support capacity of priority sectors to attract knowledge, opportunities and capital; ensuring cooperation along the innovation chain, to develop and apply soft digitalisation measures in priority sectors. Next2Met engages 6 regions that share this challenge and hope to implement proposed solutions, with an expert Advisory Partner to support them. Partners have selected 4 ERDF OP and 2 local instruments, with which these can fund and support strategically proposed solutions. Interregional learning includes partners and the whole regional value chain. They will consider innovation chain engagement related to: digitalisation, application of digitalisation in priority sectors, attracting capital and leveraging funding. Exchange results will lead to improved policy instruments at an early stage and Action Plans building on improvements and taking them further. Next2Met project will create a policy framework in participating regions that focuses financial resources and innovation chain activities on promoting regional attractiveness. It creates the conditions to design, develop and commercialise digitalisation products and services that help regional priority sectors to become the unique selling point of these next to met areas.

Achievements (EN):

In terms of activities, the project has organised a total of 50 policy learning events. It has also identified 13 good practices, produced 6 action plans and led to the increased capacity of 59 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 371,934. 06.

Expected Results (EN):

Next2Met’s overall objective is to ensure that public policy supports increased attractiveness of its territories. Being located close to / surrounding a metropolitan area offers benefits, but also bottlenecks to attracting and retaining knowledge, people and capital. Sub-objectives, designed to achieve this overall goal, relate to use of interregional learning and exchange of Good Practices to design and implement policy measures: 1. define how measures to support funding and application of soft-digitalisation measures can be improved within policy instruments, in terms of implementation, impact and better cooperation across the regional innovation chain; 2. ensure correlation between measures and priority sectors that should be the regions’ unique selling point: • Päijät-Häme: the RIS3 strategy provides the focus of modern, eco-conscious design; modern, digitally linked sports and experience (including culture); circular economy; • Lower Austria: in line with the methodological approach of the RIS3, focus is digital capacity building through collaboration. Some focus areas: IT security, virtual reality, augmented reality, 3D Printing; • Barcelona Province: Smart city, Smart region, Digital innovation, Electronic Administration development; • Eastern and Midland: Agriculture in rural areas of the region, Culture & tourism: e.g. digitising collections; customised app development; VR/AR interfaces) & local event news; Transport: multimodal route / emissions development. • Podlaskie: ICT is a cross cutting theme for: agro-business, metal / machinery industry, shipbuilding, medicine, eco-innovations and environmental science. • Mecklenburg-Vorpommern: ICT as a cross cutting input to priority sectors: mobility, food, health and life-sciences, sustainable production. 3. ensure long-term impact of improved policy, whereby public funding instruments stimulate further public/private investments, thus attracting capital.

Expected Outputs (EN):

The expected result of the Next2Met project is the creation of a policy framework in participating regions that helps to focus financial resources and innovation chain activities on promoting regional attractiveness. Specifically, the improved policy framework should create the conditions for digitalisation products and services that help regional priority (RIS3) sectors to become the unique selling point of these next to met areas. Next2Met will improve policy instruments (4 ERDF / 2 local policies) in 6 European regions, with relative impact as measured by identified result indicators for each region. Each will see projects financed, thus promoting innovation chain involvement and mobilising structural and local funds. There is also potential for management related and strategic improvements. Thus, the mid to long-term result of Next2Met in regions that improve policy instruments thanks to the project, should be a move towards attractive next to met areas, where digitalisation, cooperation and specialisation form the basis of regional growth. These results are achieved through interregional learning to help policy makers address the identified needs and transfer available solutions. This process produces the following outputs: • Reports and documentation from 1 Technical Kick-Off, 12 Policy Learning Events at interregional level over Phase 1 and 2 (6 Next2Met Interregional workshops and 6 transfer events organised in 2 rounds of Bilateral Exchange sessions, during semester 3 and 4); • 6 Regional Stakeholder groups - Next2Met Local Value Chain networks (1 per region), bringing together all the necessary actors to support achievement of project objectives (including 1 workshop per semester in Phase 1: total 30); • 1 set of material related to Level 1 - Digitalisation (cross-sector tools), including documentation describing minimum 12 Good Practices. • 1 set of material related to Level 2 – Application of Digitalisation in Priority Sectors (Sector Specific approach to promoting Attractiveness), including 6 regional analyses, interregional comparison and analysis of GPs for transfer; • 1 set of material on Attracting Capital and Leveraging funding, including 6 regional analyses; • 6 Action Plans, (1 per region) improving the selected policy instruments and detailing follow up and monitoring of policy improvements achieved and reported during Phase 1; • Implementation and monitoring of 6 Action Plans during Phase 2; • Increased capacity in design, implementation and monitoring of policy instruments among total of 50 staff and stakeholders; • Communication Outputs (including: 1 Communication Plan; 1 project website hosted on IE website; minimum 21 media appearances; 1 poster; Flyers / roll-ups); • Management Outputs (1 project management and monitoring system; 6 Steering Group Meetings with report; 1 Subsidy Contract; 1 Partnership Agreement; 6 Progress Reports).
