Description (EN):

CONTEXT: Address the societal challenge of ageing society combined with decreasing population in rural and other remote areas. There is a dire need for new, accessible and user friendly models, practices and tools for providing different types of high quality health services accessible to all citizens not depending on their age or place of living. Combining technology to the different phases of service processes with emphasis on the customer orientation means re-thinking and re-planning the health services. OBJECTIVE: To improve the implementation of policies and programmes in terms of health technology innovation-driven and customer-oriented health services in the partner regions and influence the ERDF regional OPs or Regional Strategies. PARTNERSHIP: 6 partners (2 public authorities, 1 association, 1 university, 2 research Innovation centres) from 5 countries (FI, HU, MT, FR, ES). When relevant, authorities in charge of targeted policies, as part of stakeholder groups, are fully committed to provide their support. APPROACH: Two-steps approach in Phase 1. Interregional exchange of experiences in that field and subsequent introduction into their policies of innovative technologies and services in e-health sector. Development of 5 action plans benefitting from peer-reviews and with intense dissemination activities in each region to increase the effectiveness of its implementation under Phase 2. MAIN ACTIVITIES and OUTPUTS: 5 policy instruments addressed (1 per region); 3 of them are related to SF programmes. Basis for exchange of experience: State of the art, evaluation against BIKVA model, 5 study visits & 4 thematic workshops. 6 E-newsletters, 5 regional and 1 final dissemination event for an effective dissemination across Europe. MAIN EXPECTED RESULTS: At least 20 good practices identified, 5 targeted policy instruments improved, 30 staff members will transfer new capacities in their intervention fields. Expected attendance of 270 people in dissemination events.

Achievements (EN):

In terms of activities, the project has organised a total of 36 policy learning events. It has also identified 25 good practices, produced 5 action plans and led to the increased capacity of 48 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 222,000. 00.

Expected Results (EN):

The overall objective of INTENCIVE project is to improve the implementation of policies and programmes in terms of health technology innovation-driven and customer-oriented health services in the partner regions and influence the ERDF policies, Regional Operative Strategies and Plans and other selected relevant policies. In operational terms, the project aims to map the innovations in health technology and the good practices of how those are used in the health services in the partner regions. Thanks to the analysis of best practices found and the exchange of experience, each partner region will be assisted in finding the potential new approaches for planning and organizing their health services. Due attention will be paid to one already pre-identified good practice, namely the Bikva-model involving the customers/end-users based on support to the quadruple helix-approach and enhancement of customer oriented planning. Interregional exchange is focused on the role and use of health technologies, and focused on identifying suitable actions tackling all the main challenges identified, in order to reach the following specific sub-objectives: - to promote the exchange of experience and sharing of practices among 5 EU regions, through targeted capacity building and exchange events (i.e. thematic workshops, study visits, bilateral meetings); - to foster the preparation, application and monitoring of 5 Action Plans for integrating and deploying good practices in the health technologies sector within regional policies; - to promote the involvement of stakeholders in the interregional learning process of health technology innovation through the creation of 5 local stakeholders group; - to foster dissemination of project results at regional/national level, with ad hoc communication tools, and EU level, thanks to the participation in the Policy Learning Platform of the Interreg Europe programme.

Expected Outputs (EN):

EXPECTED OUPUTS: Project management: 1 subsidy contract signed. 1 partnership agreement signed by all partners. 6 steering Group (SG) meetings & minutes (4 during phase 1 + 2 SG meetings during phase. 2, including 1 via videoconference). 4 audited progress reports in phase 1. 1 audited progress report and 1 final report in phase 2. Communication and dissemination: 1 communication plan on project level. 1 created and updated project webpage on Interreg Europe website. 1 handout about the project translated into each partner language. 4 eNewsletters published. 5 press conferences (one in each partner region) to launch the Action plans. 5 dissemination events (one in each partner region) to launch the Action plans. 16 press releases issued by the partners (5 in every region to launch the project, 6 related to Sc1 in Finland and each thematic workshop/study visit and 5 in every region in connection to launcing the Action Plans). Exchange of experiences: 5 stakeholder groups created (1 per target policy). 5 stakeholder group meetings in phase 1 in each partner region (total of 25 meetings and minutes). 1 baseline Analysis / state of the art in terms of e-health technologies. 5 summary reports of suggestions for good practises from each region (50 good practises in total). 5 evaluation reports of selected good practices against the Bikva model (20 good practises in total). 5 study visits lasting 1 day long organized, one in each partner country to exchange experience. 1 peer review meeting on draft action plans; 5 technical papers / minutes after each series of study visits / thematic workshop. 4 thematic workshops. 1 guidance paper for the preparation of the action plans. 1 minutes of the peer-review meeting at the end of Phase 1 to discuss draft action plans. 5 action plans produced (1 per target policy). 1 policy recommendation paper. 1 dissemination event in Brussels during phase 2. EXPECTED RESULTS: Project management: - Collaborative and team spirit among the partners maintained during the whole period. - Successful project delivery which effective financial management & accounting => all reports submitted in due time. - No serious conflict among partners and achievement of all assigned objectives. Communication and dissemination: Expected attendance of 250 people in dissemination events launching the Action Plans (average of 40 per regional event + 50 participants in the Final Dissemination Event in Brussels); expected average number of sessions at the project pages per month: 80 (560 per reporting period), 15 expected appearances in press & media. Exchange of experiences: At least 20 good practices identified and used to build the 5 action plans. At least 30 staff members/partner with increased capacity: at least 10 staff members will transfer new capacities in their intervention fields; at least 10 involved stakeholders with increased skills & knowledge from exchange of experience; 5 target policies improved.
