Description (EN):

SCALE UP plans to improve policy instruments supporting SMEs capacity to growth in national and international markets. Main objective of SCALE UP is to contribute to European competitiveness and accelerate regional economic growth through the improvement of 6 policy instruments linked to business growth and robustness. SCALE UP represents six EU regions (plus Advisory partner) with different stages of development in terms of industry SMEs scale up but common needs. The following scale-up key areas have been identified to work in the project: New business collaborative models; Improve collaborative culture between science, technology, innovation & industrial companies; Regional smart specialisation sectors in form of partnerships/networks/clusters; use & adaptation to new technologies and accessing to finance tools. SCALE UP work plan has been designed following a coherent and integrated approach where all the activities are interlinked and framed in a logical path. The approach starts with an analysis of partners’ local situations to identify valuable practices which will be then reviewed (through site visits and peer reviews) in a perspective of transfer and adaptation, to design and implement 6 action plans. These stages are backed up by structured activities and a learning process to improve the level of development of business scaling policies and knowledge of key actors (Interregional Policy Learning Events). Stakeholders Action Groups will be created in each region and main local & regional actors will be actively involved in the whole interregional learning process. Scale-up business is part of the objective of supporting SMEs growth, to support regional authorities to respond adequately to key obstacles that obstruct industry sector on their path to growth taking into account the conditions of the current worldwide markets.

Achievements (EN):

In terms of activities, the project has organised a total of 50 policy learning events. It has also identified 20 good practices, produced 6 action plans and led to the increased capacity of 61 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 257,916. 66.

Expected Results (EN):

The main objective of the SCALE UP is to contribute to European competitiveness and accelerate regional economic growth through the improvement of policy instruments linked to business growth and robustness, including specific measures and tools to support the capacity of SMEs to engage in growth in regional, national and international markets. SCALE UP will contribute, through the implementation of regionall action plans, to the Programmes for Investing for Growth and Jobs and European Territorial Cooperation, increasing the competitiveness of industrial SMEs in the logistics, agrofood, bio-economy and ICT sectors in the participating regions. . Sub-objectives: • To promote the exchange of experience and sharing of practices in the following thematic fields: New business collaborative models; improvement of collaborative culture between science, technology, innovation and industrial companies’ system; regional smart specialisation sectors in the form of partnerships/networks/cluster; use and adaptation to new technologies and accessing to finance instruments . • To promote the involvement of stakeholders in the interregional learning process through creation of 6 Stakeholders Action Groups (SAGs). • To transfer and adopt innovative and successful good practices and lessons learned in the regions to improve regional policy instruments in order to create the adequate regional system to support business scaling. • To foster the preparation, application and monitoring of 6 Action Plans for integrating and deploying best practices in business growth and scaling policies; • To foster dissemination of project results at local, with ad hoc communication tools and EU level, thanks to the participation in the Policy Learning Platform of the programme.

Expected Outputs (EN):

SCALE UP will improve the policy instruments thanks to interregional learning process, identifying BPS and being transferred to other regions through Action Plans. Another important result is the well-coordinated network of actors sharing information on needs, constraints and solutions: this will avoid duplication and overlap, delivery of unused tools, etc. The project outputs have been listed in the work plan (see section D of the application form). Every partner has already pointed out the main expected results in their regions: The Lead Partner will finance new actions in the regional Industrial Agenda and implement measures in the ROP. They will incorporate a new in-house service about business scaling. In Poland, these impacts are expected: diagnose & improve situation in region in companies’ growth and their scale up; raising awareness and stimulating the level of entrepreneurship on national and international markets; and enhancing better ROP LV 2020 implementation. In Hesse, new measures, focussing the special needs of SMEs from the industrial sector will be implemented. This will be in line with the innovation strategy of Hesse as well as with the regional cluster development strategy of the region of Northern Hesse. In Lazio, there is expectation for supporting also companies in their scale up using remaining funds from the LAZIO OP. In Greece, the governance will be improved and new business plans will improve growth potentials for existing SMEs (and also Start-Up businesses) to benefit from a specialized support based on structural ERDF funds. In the UK, the policy tool will include a section on business scale up. As a result of this interregional learning, 18 good practices are identified and 6 are deeply assessed. Peer review exercises. At least, 24 members of partners’ staff will be directly tacking part in this phase 1. Stakeholders meetings will gather 8 persons per region. Resulting a figure of 72 people with increased professional capacity. 6 action plans will be produced. The plan should be based on lessons learnt through the events, exercises, web and media diffusion. In Management field, it is planned: 24 Stakeholders Action Groups meetings; 1 Partnership Agreement; 1 management guideline; 4 Partners meetings; 1 Auditor per region; 3 project reports per partner. Communication: 1 Communication Strategy; 1 press kit; 28 Media appearances; Roll up; 7 Launching Conferences; 4 newsletters; 1 Brochure; 21 internal meetings; 7 Presentations of SCALE UP project (1 per region); 6 APs Local dissemination Events; Co-creation Seminar and Final Conference in Brussels; 2 videos. The impact in terms of people participating in all events and final conference will be more than 300 people Dissemination through the stakeholders’ groups, events and networks is expected to reach more than 3000 people.
