Description (EN):

The IMPROVE project brings together partners from 8 regions with different background in terms of geographic area, economic development, innovation performance, more or less centralised administration system and responsibility for the management of the addressed policies, with the aim of improving the effectiveness of Structural Funds Programmes dedicated to build up R&D&I policies and support the implementation of Smart Specialisation Strategies. The policy instruments addressed by the project are mainly Structural Funds Programmes, except for 2 Municipal Development Plans, which have the common goal of enhancing a knowledge-based regional/municipal economic growth. Thus, IMPROVE will positively contribute to regional smart, sustainable and inclusive development by strengthening the effectiveness of policies/programmes to support Research, Technological Development and Innovation in the participating regions. IMPROVE is designed to foster the exchange of practices, experiences and knowledge and increase the capacities of partners and stakeholders involved, taking into consideration their profiles and regional interests. To this end it will address common challenges with regards to: 1) framework, policy mix and instruments for the delivery of R&D&I policies and the implementation of smart specialisation strategies 2) coordination with other Funds managed at regional/national/European level 3) transnational coordination 4) governance and 5) monitoring and evaluation. The project will improve 8 policy instruments and ensure its long-term impact involving the managing authorities in the interregional learning process, both as partners and stakeholders. The project´s main activities are: 1) analysis of the regional state of the art regarding Structural Funds management and implementation 2) exchange of experiences by means of Peer Reviews, identification of Good Practices and Interregional Thematic Workshops and 3) transfer of knowledge and experiences to the regions.

Achievements (EN):

In terms of activities, the project has organised a total of 63 policy learning events. It has also identified 17 good practices, produced 8 action plans and led to the increased capacity of 82 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 3,851,042. 14.

Expected Results (EN):

The overall goal of this project is to improve the management and implementation of Structural Funds Programmes in the participating regions/countries in order to ensure better and more efficient delivery of R&D&i policies, with a special focus on the Smart Specialisation Strategies. The project will seek this improvement by addressing issues such as how to: • establish the appropriate framework, policy mix and instruments for the delivery of R&D&I policies and the implementation of smart specialisation strategies. • coordinate the delivery of Structural Funds Programmes with other Funds managed at regional, national and European level. • manage transnational coordination. • implement an effective governance. • monitor and evaluate the impact achieved. The overall improvement is anticipated to positively contribute to regional smart, sustainable and inclusive development. In line with this objective, the project will: • identify innovative methodologies in the implementation of Structural Funds. • analyse further specific issues that might hinder the proper deployment of policy instruments in the participating regions/countries. • provide stakeholders with new tools (methodologies, good practices) for more efficient management and implementation of their policy instruments in this programming period and beyond. • design, implement and monitor the action plans in each participating region. • disseminate knowledge collected through the interregional learning process to stakeholders across Europe by the Policy Learning Platform and other organisations at EU, national, regional and local level. • collaborate with other Interreg Europe projects with a similar and or complementary interest in order to create synergies.

Expected Outputs (EN):

Through the activities of IMPROVE project during Phase 1 and Phase 2, the following outputs and results will be achieved: EXCHANGE OF EXPERIENCES (EE): Outputs: 8 regional reports on the state of the art in terms of management and implementation of Structural Funds, and 1 joint summary report. 16 good practices identified on innovative approaches to better management of the policy instruments and shared through the Policy Learning Platform. 5 Interregional Thematic Workshops organised in order to further analyse common topics of interest among regions on better management and implementation of the selected policy instruments. 8 Regional Stakeholders Groups set up. 48 meeting of the Regional Stakeholders Groups in Phase 1, and 8 meetings organised in Phase 2. 1 follow-up meeting in Phase 2. Results: 80 persons with increased capacities thanks to the interregional learning process. 8 policy instruments improved in terms of new methodologies, approaches and/or new models transferred. COMMUNICATION AND DISSEMINATION (CD): Outputs: 1 communication plan. 1 website and social media profiles set up and updated. 1 project leaflet created, printed and distributed. 1 project roll-up created and printed (9). 12 press releases elaborated and sent to the media. 13 targeted communications to interested stakeholders. 1 high-level political dissemination event. Results: 40 appearances in media. Updated communication channels. MANAGEMENT AND COORDINATION (MC): Outputs: 1 subsidy contract signed. 1 partnership agreement signed. 1 work plan (procedures) approved. 6 Steering Committee meetings organised in phase 1. 1 Steering Committee meeting organised in phase 2. 6 progress reports. 1 annual report (Phase 2). Results: Effective and continuous day to day technical and financial coordination of the project. Achievement of the objectives set by the project. Achievement of the indicators targets. Complete budget execution.
