Local, regional and national authorities are working hard to address the problem of waste management. They consider new approaches and technologies to reduce, reuse, recycle and recover waste. They attempt to fit these into a comprehensive and circular approach. But how are they doing? Are these measures having a real impact? Could they be done better? SMART WASTE is born to answer these questions. SMART WASTE evaluates to what extent current national, regional and local policies have promoted successful innovation in waste management. It then proposes interregional solutions to address policy weaknesses. 5 policy partners, with support from an expert Advisory Partner, evaluate their policy context, assessing how it has supported smart waste management, and propose improvements to policy instruments. 3 partners have selected ERDF funding programmes and 2 work on local programmes. All have the potential to fund experimental projects to test innovative waste measures. An early output will be a first Action Plan focused on Good Practice transfer to fund new projects. Policies could also benefit from improvements linked to management approaches and strategic focus. A second stage Action Plan will build on interregional and regional evaluation and learning in the project to propose and implement such changes. SMART WASTE contributes to European waste policy, including the Environmental Action Programme and the new Circular Economy rules. It contributes to Europe 2020 objectives for smart and sustainable growth. It supports Interreg Europe aims for improved policy on key societal challenges, thanks to interregional learning between territories with different experiences and stages of development. SMART WASTE territories will see increases in reduction, reuse, recycling and recovery of waste, with knock-on environmental and economic benefits. The final result? Smarter, more effective, sustainable and cost efficient waste management, benefiting all territorial stakeholders.

Achievements (EN):

In terms of activities, the project has organised a total of 66 policy learning events. It has also identified 15 good practices, produced 5 action plans and led to the increased capacity of 48 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 2,047,969. 20.

Expected Results (EN):

SMART WASTE wants to improve public policy instruments supporting innovation within waste management procedures. What do we mean by innovation? SMART WASTE is interested both in new approaches and in new technologies. The project looks at approaches applied in reducing, reusing, recycling and recovering waste. It looks at how regional policies have applied approaches that have emerged over recent years, such as the circular economy concept. It also looks at investments in innovative technologies to support these approaches. It looks at what new technologies have been tested and applied, thanks to public funding sources, and what impact they have had (on efficiency of processes, on job creation, on environmental targets). Based on an interregional evaluation of the successes and failures of measures experimented in recent years, SMART WASTE aims towards innovative and high-impact policies in each phase of the waste management process that are targeted towards specific territorial characteristics. Each focusing on their regional priorities (as shown in Section B and C1), partners in SMART WASTE work towards the following sub-objectives: • To understand the real impact that innovative policy measures have had on effectiveness and sustainability of waste management procedures (identifying successes and failures); • To identify interregional good practices, which could help to address failures in policy measures; • To transfer good practices into regional policy contexts through policy improvements and an Action Plan (improvements through projects and calls with policy instrument resources, an Action Plan building on results); • To monitor waste management policy measures (Action Plan implementation) updated thanks to interregional learning, thus ensuring continued success and impact; • To ensure that stakeholders and the public are aware of the importance of innovation in waste management, of related public policy measures and of their role (better communication).

Expected Outputs (EN):

SMART WASTE’s long term result will be more innovative, effective, sustainable and cost efficient waste management systems. SMART WASTE territories should see significant increases in reduction, reuse and recycling and recovery of waste. The process can also impact on competitiveness: by focusing on innovation, the project stimulates a market for companies that can offer smart waste management products. In each territory, opportunities may vary according to priorities (e.g. for design in Kolding, health sector in Tuscany, citizen engagement tools in Bulgaria / other partner areas). This objective will be achieved with short-term results, based on interregional project learning, mainly through improved policy instruments for support to innovation in Waste Management. Improvements vary between territories (see Section B), but cover 3 main typologies: • new projects: allocation of financial resources for RTD projects related to waste (particularly relevant to Activity 4 – Policy improvements); • management: better synergy between innovation and environmental funding; • strategic focus: new regional investments and priorities, linking innovation and the circular economy to waste management strategies (particularly relevant to Activity 5 – Action Plans). A second short term result is greater awareness and engagement of citizens in tackling the issues that SMART WASTE addresses: better and smarter waste management. Short-term results are reached through these outputs: • 8 Interregional Events (7 in Phase 1, 1 in Phase 2); • 5 territorial stakeholder groups (1 per region), providing input to interregional exchange (with total 30 workshops); • 1 integrated methodology to evaluate innovation in partners’ Waste Management policies; • 5 Policy evaluations (1 per region), leading to overview of Failures and GPs and followed by matching of GPs and failures; • Identification and sharing of min. 5 Good Practices on policy measures supporting innovative technologies in waste management and 10 GPs covering innovative approaches (total 15); • 5 Policy Improvements – Projects (1 per territory) with reports detailing improvements to selected policy instruments through Typology 1 New Projects, in cooperation with regional stakeholders; • 5 Action Plans – Other Improvements (1 per territory) developed in cooperation with and approved by regional stakeholders; • Implementation of Action Plans in 5 territories during Phases 1 and 2, supported by further interregional exchange flanked by monitoring of progress and input; • Increased capacity in design, implementation and monitoring of policy instruments among min. 40 people (average 3 staff / 5 stakeholders per region); • 1 communication strategy, including tools for internal communication, to engage territorial stakeholders and to guarantee citizen engagement; • 1 management system, with tools for effective and efficient project coordination (technical progress and monitoring; financial management).
