S3HubsinCE: Unleashing the potential of transnational cooperation, through Digital Innovation Hubs, to promote RIS3 implementation

Description (EN):

Central Europe (CE) has a high potential of transnational cooperation opportunities to promote bottom-up implementation of RIS3 strategies, but many remain unexploited. S3HubsinCE unleashes this potential, by generating a transnational support structure in 10 CE areas, based on connected Digital Innovation Hubs (DIH), creating stronger links between RIS3 stakeholders & promoting strategic cooperation between triple-helix & quadruple-helix institutions in key CE-relevant Technology Priority Areas (TPAs) (i.e. advanced manufacturing & materials, ICT, nanotech, biotech & medical devices). The transnational structure develops by (1) creating & connecting the CERIS3 Navigation Crews (OT1.1) & applying a common Digital Integration Toolkit (OT1.2); (2) linking existing & building DIHs (a stable sustainable structure for CERIS3 cooperation) in CE/EU (OT2.2) with an aligned transnational Strategy & Action Plan for CERIS3 Excellence (OT2.2) of 60 pilot actions; (3) fostering the Foundation for Future Foresight (OT3.1), implementing CE’s first RIS3 Investment Forum (OT3.2) & developing the Policy & Technology Blueprints (OT3.3). The approach focuses on setting a future-robust, long-term oriented, strategic framework to enable policy makers & stakeholders to concretely improve & optimise CE RIS3 to gain more benefit out of regional & national S3. The PPs, ASPs, key target groups (TGs - SMEs, multi-level Authorities, RTD, etc.) benefit from the outputs & approach, as it goes beyond current practices in participating regions & chosen TPAs, creating a novel method to design, manage & introduce innovation in the frame of RIS3, through the DIH structure, while assuring value for money & promoting closer to market actions. A transnational setting is critical to gain more & improved results; long-term relations among regions, policy makers, stakeholders, TGs & well-structured practicable working structures/processes are needed to meet CE/EU goals on strengthening R&I development.

Achievements (EN):

The issue of better access to digital goods and knocking down barriers to the development of digitalisation and innovative services has long been discussed by European experts. Europe has a potential to specialise in digital solutions on a global scale, however, everyone agrees that it is not fully exploited. The main barrier is the fragmentation of markets, and lack of uniform regulations and procedures. A new EU initiative supporting the digitalisation of industry: Digital Innovation Hubs (DIH) is there to remedy. The DIH centres are hubs of complex services, where businesses, and especially SMEs and start-ups, can improve their competences connected to streamlining production processes, products, and services by implementing digital technologies. The goal of S3HubsinCE project was to build competences of regional DIHs in Central and Eastern Europe by exchanging experience and good practices between project partners. The competences are built in the following technology areas: Data analytics, complex simulation and modelling, Machine vision, Predictive maintenance, Factory and process automation, DI&I Machinery, Industrial Internet of Things (IIoT), Advanced and smart materials, Digital marketing, Innovation in a circular economy, Design & engineering for additive manufacturing, KEYWORDS: RIS3 (Regional Innovation Strategy) are national or regional innovation strategies which set priorities in order to build competitive advantage by developing and matching research and innovation strength to business and market needs. This is synonymous with the term Smart Specialisation Strategies (S3). DIHs (Digital Innovation Hubs) are ecosystems that consist of SMEs, large industries, start-ups, researchers, accelerators, and investors. They aim to create the best conditions for long-term business success for all involved. The CERIS Navigation Crews are strategic task forces, made up of relevant stakeholders & experts aligned with EU working groups, based around the CE RIS3 Technology Priority Areas (TPAs), which generate a transnationally integrated network of innovative actors who will strengthen regional innovation ecosystems through enhanced knowledge exchange and joint-planning of concrete, market-focused, bottom-up RIS3 actions.

Expected Results (EN): R 1.1 Status of linkages among actors of the innovation systems achieved through transnational cooperation in central European regions.

Expected Outputs (EN):

The 7 Outputs of S3HubsinCE will contribute to the programme result indicator by generating a robust & sector-relevant cooperation support network of Digital Innovation Hubs (DIH), aimed at collaborative, needs-based knowledge exchange on optimizing CE Excellence in RIS3, connected and coordinated by transnational CERIS3 Navigation Crews who horizontally align the Technology Priority Areas (TPAs) (i.e. advanced manufacturing systems, ICT, advanced materials, nanotechnology, biotech & medical devices). OT1.1, OT1.2 & OT3.3 will generate the innovation network & create common transnational collaboration toolkit, to foster transnational integration of RIS3 thinking in the TPAs (Result 1). OT2.1 will create a common vision & identify common challenges, backed up with a practical action plan to build links & strategic collaboration between RIS3 actors (Result 2). OT.2.2 generate a sustainable support structure of DIH’s, which creates permanent linkages between actors within & between regions (Result 3). OT3.1 & OT3.2 bring RIS3 excellence closer to the market by generating the Forums where regional players can highlight institutional champions and gain policy and market-focused buy-in to concretely develop RIS3 enhancing ideas (Result 4). OT3.1 & OT3.3 ensures linkages developed in the innovation networks have sustainable, future-proof, goals by creating a policy tool that lays out the Blueprints for continued CERIS3 Excellence (Result 5).
