Distribution of digital technologies for transport – Blockchain and IoT - in South Baltic ports and their service portfolios is very limited, not shared and not integrated on the cross-border level. The Seed Money knowledge base allows us to conclude very differing level and meaning of digitalisation in ports. Whereas, e.g. ports of Wismar, Karlskrona and Klaipeda clearly highlights the need to act now in order to increase or sustain competitiveness, Polish ports are lagging behind extremely. They still pursue the classical infrastructural path without any clear vision and digitalisation strategy. The uneven smart future transport development is thus bound to occur. Connect2SmallPorts targets real-life existing and not artificial problems of Blue Growth. The project aims at improving IT and infrastructural capacity of small ports in the SB region. We identify small ports as small or medium-sized ports that a) build up the so-called comprehensive TEN-T Network of the EU Transportation System and / or b) do not belong to this network. Minimum 15 ports are gathered to the project in order to improve their cargo flows, environmental and economic efficiency by June 2021. The improved quality and sustainability of transport services offered by small ports is achieved through innovative and environmentally sustainable transport solutions: 1) Digital Auditing Tool to evaluate and improve port’s performance in digitalisation and cargo transport services; 2) Blockchain and IoT Strategy for small port and terminal applications leading to higher transport performance efficiency and environmental sustainability; 3) 5 pilots implemented in 5 SB ports for integration and valorisation of Blockchain and IoT strategies; and 4) Digitalisation-driven sustainable value creation models for small ports: future digitalisation and benchmarking index; Blockchain and IoT strategies for SB ports integrated in education and training curricula; yearly Digital Forum Small Ports with Award.

Achievements (EN):

Connect2SmallPorts’ digital pilot measure in the Seaport of Stralsund was officially handed over on July 12th 2022 after a long development and planning phase. On 12.07.2022 the installation of a Digital Monitoring System in the seaport of Stralsund was completed. The development, planning and installation as well as the ongoing test phase was already initiated at the end of 2021 in the project Connect2SmallPorts – partly financed by the INTERREG South Baltic 2014 – 2020 program – and is based on close cooperation between the Seaport of Stralsund, the European Project Center of the University of Wismar and COCUS AG. Yesterday, the system was handed over and finally calibrated by Ammon Sillah (COCUS AG), Christopher Meyer (Project Manager Connect2SmallPorts) and Sören Jurrat (Managing Director Seaport Stralsund). The monitoring system basically consists of two main components: Fine dust and noise measurements. The LoRaWan (Long Range Wide Area Network) radio technology used for this purpose not only provides the necessary stable signal strength, but can also be expanded in the future to include additional sensor technology, giving the seaport corresponding flexibility in the design of the measurements. The currently installed equipment for fine dust and noise measurements is an important contribution to monitor the processes taking place and the possible impact on the environment and port employees more closely. This is indispensable for a seaport close to the city in order to be able to better assess its impact on surrounding areas, as well as to provide evidence that national and European guidelines are being complied with in this regard. A first (scientific) evaluation of the data will be carried out in the third quarter together with the European Project Center in order to draw conclusions on port processes as well as to evaluate extensions of the system in the context of new projects. Interactive Map of Small and Medium-Sized Ports’ Digital Readiness: Our interactive map offers all current results from the implemented audits of small and medium-sized ports in the Baltic Sea Area. In addition, large European ports provided their data to increase the database and benchmarking options for all participating ports. The presented results on the map are based on the DRIP score, developed by the project consortium. Besides the final DRIP score, the map shows all detailed scores for the five dimensions: Management, Information, Technology, Human Capital and Functionality to illustrate the digital readiness of the ports. Furthermore, according to the final DRIP score, the ports are classified into categories which is illustrated with colored marks.

Expected Results (EN): Improved IT and infrastructural capacity of min. 15 SB small ports by June 2021 as future flagship digital ports through the use of 5 innovative tools for more qualitative and environmentally-friendly port and terminal transport services.

Among the main outputs of the project: 1) Digital Auditing Tool for Small Ports; 2) Blockchain and Internet of Things (IoT) Strategy Design for Small Port and Terminal Applications; 3) Implemented Blockchain and Internet of Things Strategy in min. 5 South Baltic Small Ports – pilot ports; 4) Digitalisation-Driven Sustainable Value Creation for Small Ports.
