Description (EN):

Floods are climate change phenomena that affect most people in the Atlantic Area, through increasingly intense rains that overflow rivers and create runoffs in urban areas. AA-FLOODS aims to reduce human and material damages due to flooding by improving the tools of prevention, alert and crisis management, transfering the regional tools and capabilities to the local scale. Greater proximity to the potential affected ones and more precise and detailed analysis will make more effective the prevention, preparation and protection against floods which are more frequent and damaging the Atlantic Area due to climate change, increasing torrential rains and extreme tidal phenomena.

Las inundaciones son los fenómenos del cambio climático que afectan a más personas en el Espacio Atlántico. En la UE, los costes superaron las 1.500 vidas y 52.000 M€ en los últimos 20 años. Es una cuestión de Gobiernos nacionales y regionales, pero también de Ayuntamientos, Comunidades Locales, empresas del agua, científicos y ONGs. El objetivo de AA-FLOODS es unir a estos actores para crear y probar nuevas herramientas, planes y regulaciones que mejoren la gestión y la respuesta a las inundaciones. As cheias são o fenómeno climático que afeta mais pessoas no Espaço Atlântico. Na UE, o seu impacto nos últimos 20 anos excedeu 1.500 vidas humanas e 52.000 M€. Esta é uma matéria de gestão e responsabilidade dos governos nacionais e regionais, mas também dos municípios, comunidades locais, entidades gestoras de água, meio científico e ONGs. O objetivo do AA-FLOODS é unir esses atores para criar e testar novas ferramentas, planos e regulamentos que melhorem a gestão e a resposta a situações de inundações.

Les inondations sont les phénomènes climatiques qui affectent plus de personnes dans l'Espace Atlantique. Dans l'UE, les coûts ont dépassé 1 500 vies et 52 000 M€ au cours des 20 dernières années. C'est une question de gouvernements nationaux et régionaux, mais aussi de municipalités, de communautés locales, de compagnies des eaux, de scientifiques. AA-FLOODS rejoindra ces acteurs pour créer et tester de nouveaux outils, plans et réglementations qui améliorent la gestion et la réponse aux inondations.

Expected Results (EN):

• Contribute to Directive 2007/60/EC so that Flood Risk Management Planning, currently for Hydrographic Basins, will reach the local scale. Plans will a) include more detailed analyzes and consequently more effective prevention, protection and preparation measures; b) address the evaluation of flood risks generated by urban developments themselves or by the management of reservoirs’ water discharges; c) boost a better inter-administrative coordination to avoid these and other unwanted effects. • Address the Prevention, Alert, Crisis Management and Attention to affected people from the Local Scale means involving new stakeholders, in particular Water Companies that manage the sanitation networks that evacuate torrential rains in flash floods and that manage reservoirs (and their water discharges during floods).

Expected Outputs (EN):

• Guidelines to achieve coordination between Territorial, Urban and Risks Management Planning. Target groups: National, Regional and Local Authorities. • Pilot regulations and tools for enhanced design of sanitation networks based on modelling torrential rains runoff and networks evacuation. • Models for Local Emergency Plans against Floods. • Guide to implement a rivers overflow. • Protocol for Reservoirs' management Enhanced Coordination Protocols.
