Description
Description (EN): Disasters strike unexpectedly world-wide and frequently cause significant damage to populations and infrastructure. In the last two decades, numerous countries have had to deal with the tragic consequences of natural or man-made disasters. As the Danube Strategy 2020 stipulates there are a high number of natural and industrial risk sites in the Danube Basin and these, added to the challenges connected to climate change mean the analysis of risk potential, preparedness and rapid response mechanisms.
In this context, the project aim to bring together the two municipalities to share their experience among emergency situations they have been facing for a long period of time and from there to help eachother out to strenghten their prepardness and intervention capacity in case of future possible situations.
In this regard the two municipalities have each one a specialised office: the Emergency Situations Voluntary Compartment of the Municipality of Drobeta Turnu Severin and Municipal Emergency Headquarters of the Municipality of Kladovo with thematic competences regarding civil protection. Since the creation in 2005 the Emergency Situations Voluntary Compartment of the Municipality of Drobeta Turnu Severin had acumulated experineces in solving over 300 flood interventions alongside with the county inspectorate, over 100 vegetation fires, 2 landslides. Also the compartment was involved in the implemention of the european projects.
In 2014, the Municipality of Kladovo suffered from catastrophic floods. Heavy rainfall caused heavy floods, landslides and demolition of bridges on the main and local road infrastructure. There was an interruption in the communications of the electronic, fixed and mobile telephone network, road traffic from Kladovo to Niš and Belgrade and in the supply of electricity and water. Unfortunately, besides great material damage, we also had human victims.
The Emergency Situation Headquarters declared a state of emergency and, with all its available resources, equipment and machinery, and the great help of the army, donors and volunteers, pumps of greater capacity from other locations in Serbia were borrowed in order to restore the natural order of things.
Therefore the major problem that the project is trying to solve is the lack of proper specific intervention vehicles, machineries and equipment, from the both partners for the prepardness and intervention capacity in case of future emergency situations in the corss border area. Also the project comes in contribution to the PA2.OI1 Infrastructure, equipment built/ installed/ modernized in the field of cross border services for environmental protection. Also through the proper specific equipment the two municipalities aim a better response in the sector of flood protection. The second important objective of the project is the organizing of seminars for the population of the two citiies for raising awarness in case of emergency situtions.
Information added on 2020-05-12, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): The major problem that the project is trying to solve is the lack of proper specific intervention vehicles and equipment, from the both partners for the prepardness and intervention capacity in case of future emergency situations in the cross border area.
