More than 4.5 million young people (aged 15-24 years) are unemployed today in the EU. Younger generations have been hardest hit by the fallout from the global financial crisis than most other groups. Today’s situation reflects a serious and structural problem. The EU has established the Youth Guarantee to ensure that all EU Member States make a good-quality offer to all young people up to age 25 of a job, continued education, an apprenticeship or a traineeship within four months of leaving formal education or becoming unemployed. Delivering a Youth Guarantee provides the basis for major structural reform measures in the mid- and longer term. The main objective of the research is to provide territorial evidence on youth unemployment trend and to propose recommendations for how territorial cohesion policy can contribute to strengthening the resilience in European regions against youth unemployment and enhancing the implementation of the Youth Guarantee, Youth Employment and the EURES Initiatives.

Expected Results (EN):

The main outcome of the research activity should be: A collection of comparative territorial evidence (preferably at NUTS 3-level) and mapping of key European trends on youth unemployment and active/inactive NEETs from a territorial perspective, including different types of territories (islands, low-density populated areas, rural areas, cross-border areas etc.) and levels of mobility, as well as territorial evidence on the distribution of youth unemployment in terms of gender and ethnicity, covering the period 2000-2016. Identification and an in-depth analysis of the key factors (causes) behind the development of youth unemployment in European countries and regions related to the structure of the labour market, levels of mobility, the concentration of economic sectors (industry, agriculture, ICT etc.), the education systems, including the existence of vocational training and apprenticeships (which are of particular importance in relation to the NEETs), the social welfare system, but also the cultural and historical contexts. In addition, the general and specific consequences of youth unemployment across European countries and in different types of territories, should be addressed.An analysis of the (potential) relation between lower levels of youth unemployment and active/inactive NEETs in certain European countries and regions and the regional resilience capacity, levels of mobility, the governance structures and policy initiatives.Case studies on good practices in different types of European regions in promoting youth employment and achieving the objectives of the Youth Guarantee, the Youth Employment and EURES Initiatives. There should be a particular focus on the key success factors as well as the challenges for implementing the Youth Guarantee and the Youth Employment Initiative. In addition, there should be considerations on how best-practices could be transferred to other regions.Recommendations on how Cohesion Policy can be mobilised to further support long-term structural reform and resilience to promote youth employment and enhancing the implementation of the Youth Guarantee, the Youth Employment and EURES Initiatives and strengthening the resilience in European regions against youth unemployment.
