Description (EN):

The main objective of this research activity is to provide territorial analysis on the impacts of European Structural and Investment Funds’ financial instruments in the 2007-2013 programming period and where data allows in the 2014-2020 programming period. The main outcome should be evidence on what the increasing shift to using financial instruments implies for the objective of territorial cohesion and whether using financial instruments as a complement to grant schemes is an effective way to implement European Structural and Investment Funds in terms of added value for territorial development.

Expected Results (EN):

The main outcomes of the service should be: an overview and analysis of current debate on Cohesion Policy and ESIF funds in relation to the use of financial instruments, specifically how financial instruments have been regarded so far as a tool to promote territorial development at the sub-national level.Evidence, data and comparisons on allocations of financial resources using ESIF financial instruments and grants in different types of territories (at NUTS 3 level) broken down by themes and specific ESIF funds. A proposal for a methodology that helps to measure what added value different types of projects financed by ESIF financial instruments have for different types of territories when implemented as a complement to grant schemes.Evidence and data on the added value of ESIF financial instruments implemented as a complement to grant schemes in regions and cities at territorial level (preferably NUTS 3).Complementary case studies on particular countries and regions which have substantial experience with ESIF financial instruments providing solid information on what might be expected elsewhere in Europe.Policy proposals for the debate on EU Cohesion Policy post 2020 in relation of the use of financial instruments to promote territorial cohesion. Analysis on implications of different territorial features, governance mechanisms that are supporting/hindering the funding to target groups.
