Le projet vise à l’identification, à la réduction et au monitorage des sources d'effluents d’eaux usées et de pollutions particlières dans les ports de plaisance intégrés dans des ports de commerce. Ces derniers sont spécifiquement concernés par les pollutions d’eaux usées déversées dans leurs bassins, d’autant plus quand ceux-ci sont implantés dans des milieux urbains. A cet effet le projet permettra dans un premier temps d’étudier et d’analyser les eaux des ports partenaires, permettant de voir les teneurs en polluants et d’identifier de manière précise leurs provenances. Cette phase permettra également de procéder à un benchmark des bonnes pratiques existantes et d’organiser des déplacements des stakeholders pertinents vers les ports bénéficiant des meilleures pratiques (éventuellement hors zone transfrontalière). Grâce à cela, il sera possible de définir des orientations stratégiques communes pour la mise en place d’une forme concertée de gouvernance locale particulière à chaque port en impliquant les différents acteurs précédemment identifiés comme ayant un impact sur la qualité des eaux. Cela permettra également l'élaboration d’un plan d’actions conjoint pour la réduction et l’élimination des déversements d’eaux usées. Chaque port partenaire réalisera une action pilote en cohérence avec le plan d’action conjoint tel que la mise en place de systèmes de réduction/élimination de polluants dans les bassins, l’évolution de systèmes déjà existants et/ou la mise en place de systèmes « intelligents » pour la gestion et l’information sur la qualité des eaux, notamment un dispositif de tests. Un système de monitorage de la qualité des eaux des ports sera mis en place afin d’identifier quelles actions pilotes ont été les plus efficaces et pourront ainsi être reproduites. Dans un objectif de transférabilité des résultats du projet, ceux-ci seront détaillés dans un document qui pourra être diffusé à l’ensemble des ports de l’espace transfrontalier.

Description (EN):

This project aims at identifying, reducing and controlling the sources of wastewater drains and pollution in tourist ports inside commercial ports. The latter are especially affected by wastewater pollution discharged into their reservoirs, and all the more so when introduced in urban environments. The above is why the project will at first study and analyse the waters of the partner ports to determine the pollution rate and identify its specific origin. At the same time, existing good practices will be benchmarked, and the relevant stakeholders moved to the ports with the best practices (possibly outside the cross-border areas). Based on the above, the project will define common strategic guidelines for the creation of a concerted action of typical local piloting at each port. It will also involve the various procedures previously indicated to have an impact on water quality. All of this will allow the development of a joint action plan for the reduction and elimination of wastewater. Each partner port will implement a pilot action following the Joint Action Plan and involving the use of 'intelligent' water quality management and information systems, notably a test system. Thea will set up a quality control system of port water to determine the best pilot actions that can be reproduced. The results of the project will be detailed in a document to be disseminated throughout trans-border area ports.

Il progetto tende a l’identificazione, a la riduzione e al controllo delle sorgenti degli scoli delle acque di rifiuti e di inquinamenti particolari nei porti turistici integrati dentro i porti commerciali. Questi ultimi sono particolarmente coinvolti dagli inquinamenti delle acque di rifiuto scaricate nei loro bacini, di più quando questi quà sono introdotti negli ambienti urbani. Ecco perchè il progetto permetterà in un primo tempo di studiare e di analizzare le acque dei porti partner, e quindi di veder il tasso dell’inquinamento ed identificare di modo preciso la loro provenienza. Questa fase permetterà nello stesso tempo di procedere ad un Benchmark delle buone pratiche esistenti e di organizare gli spostamenti degli Stakeholders pertinenti verso i porti che godono delle pratiche migliori (eventualmente fuori delle zone tranfontalieri). Grazie a ciò, si potrà definire degli orientamenti strategici comuni per la creazione di una forma concertata di pilotaggio locale tipica ad ogni porto coinvolgendo i diversi procedimenti indicati in anticipio come avendo un impatto sulla qualità delle acque. Ciò permetterà ugualmente l’elaborazione di un piano d’azione congiunto per la riduzione e l’eliminazione delle acque di rifiuto. Ogni porto partner realizzerà un’azione pilota in rapporto con il piano d’azione congiunto tale che la messa in opera di sistemi « intelligenti » per la gestione e l’informazione sulla qualità delle acque, specialmente un sistema di test. Un sistema di controllo della qualità delle acque nei porti sarà messa a punto afinché si possa identificare quali azioni pilota sono state i più favorevoli e potrano communque essere riprodotte. Nello scopo di trasferire dei risultati del progetto, questi saranno dettagliati in un documento che potrà essere diffuso nel complesso dei porti dello spazio transfontaliero.
