Description (EN):

The current economy operates mainly on a ‘take-make-dispose’ model – a linear model where every product is bound to reach its ‘end of life’. This leads to a growing pressure of production and consumption on the world’s resources and environment. A circular economy model strives towards using and re-using our resources in a more resource efficient through preserving and enhancing natural capital, optimising natural resource yields by circulating products, components and materials, as well as fostering effective waste management and minimizing detrimental practices.The main objective of this service on Circular Economy is to provide evidence on the territorial dimension of the transition towards a Circular Economy and to provide evidence on local and regional patterns and flows of materials, including resources and waste. The analysis of the territorial dimension aims to cover changes in resource use, design, production, distribution, consumption and waste management. In addition, it aims to provide input to European regions and cities on their potential for implementing steps towards a circular economy.

Expected Results (EN):

Data and indicators to capture the circular economy at regional level including transformations over the past 10 years. The data should ideally cover material patterns and flows in European regions and cities including data on resources (material going into the cycle) and waste (material going out of the cycle) and be broken down into economic activities and households. A methodology for estimating at regional level material patterns and flows including resources and waste. Knowledge about the territorial factors that influence the development towards a circular economy and the regional potential that can be used to support European regions and cities in making full use of their circular economy potential. Knowledge about the territorial factors of approaches used to implement a circular economy, such as industrial symbiosis, clustering, territorial connectivity, energy efficiency and smart logistics, but also the sharing economy. Knowledge about the benefits and costs of a transition to circular economy and the relation between the degree of advancement towards a circular economy and competitiveness of the regions. Suggestions on how the issue of circular economy could be integrated in future cohesion policy and regional policies. Knowledge about national, regional and local policies and instruments that facilitate the transfer towards a circular economy. Case studies on different types of European regions and cities with different starting positions showing insight into changing patterns of material flows including resources and waste over the past 10 years, but also on experiences and best practice examples in shifting towards a circular economy including governance aspects and stimulating changes in production and consumption patterns. Guidance for local and regional policy makers to analyse their local/regional context and to create framework conditions for the implementation of (elements of) a circular economy and how this can lead to proposals for concrete steps.
