Description (EN):

To provide territorial analysis on the economic impact of natural disasters and insights on the best practices at territorial level related to disaster risk management and climate change adaptation. The main outcome should be pan-European evidence at territorial level on the direct and indirect economic losses of natural disasters, and territorial level analysis of best practices related to disaster risk management and climate change adaptation. Policy recommendations shall be developed as well on how to integrate results of this research into integrated place-based spatial development planning.

Expected Results (EN):

- A sound methodology for assessing the economic impact of natural disasters, structured in two steps: a wide scale methodology to be implemented with the existing data covering Europe, and a more focused and complete methodology, focused on regional/local scale, together with the list of data necessary for its implementation. - Natural risk maps, and evidence on the economic costs of natural disasters for different types of territories, broken down into direct and indirect costs and broken down per natural risk and per affected area and sector. - Reflections on cases where repair was not considered sensible due to expected future repetition of hazardous events, causing recurring costs or negative territorial effects. - Identification of instruments and tools (predominantly in spatial planning/territorial development) for disaster risk management and climate change adaptation measures, and assessment of their benefits and usefulness. - Overview and analysis of challenges that are encountered when dealing with the prevention of natural risks at different territorial scales. - Case studies (including at cross-border scale) on different types of European territories that provide a more detailed insight into (1) the different types of natural disasters that are typical for specific geographical areas; (2) the economic impact these disasters have in the specific territories; (3) measures taken so far to deal with the effects of these disasters in the specific territories. - Recommendations on how to better assess the economic impact of natural disasters and how to develop appropriate measures for disaster risk management and climate change adaptation.
