Following the economic crisis of 2008-2014, all cross-border areas are geared to support a development model that values blue and green economy opportunities. The project promotes these policies through a participatory approach of the relevant actors, who will innovate active labour policies in crisis areas for the creation of sustainable employment in the maritime sector and sea economy. Sector trends show significant employment and entrepreneurial opportunities that the project intends to pursue. The project means to counter mismatching and foster mobility (supply platform), promote a joint employment plan experimenting with the anticipation and prevention of corporate crises (outplacement) and innovate pre-incubation services to create new businesses and promote product, process and business model transfers and innovations (spin-offs, management or workers buyout). The target users are relevant actors, workers expelled or at risk of deportation, established and new businesses and operators of public and private work and training services (about 700 direct beneficiaries). If one considers the sectoral approach, the cross-border area qualifies as the optimal dimension; sector and employment development trigger diffusion and integration, even from the intersectoral standpoint, above all in the coastal area. Hence, interests converge naturally into a partnership that involves districts, enterprises, innovation centres, local institutions and the main actors of the employment systems.

A’ la suite de la crise économique 2008-2014 tous lesterritoirestransfrontaliers sont orientés à soutenir un modèle de développement qui valorise les possibilités existent dans une perspective d’économie bleue et verte.Le projet Med New Job veut accompagner ces politiquespar la promotion d’uneapproche participative des acteurs concernés qui innove les politiques actives de l'emploi dans les zones de crise, pour la création d'emploi durable dans le domaine de la nautique et de l'économie de la mer. Les tendances du secteur montrent des possibilités d'emploi/entrepreneuriales importantes que le Project envisage de poursuivre : en contrecarrant le mismatching et favorisant la mobilité transfrontalière (plate-forme d'offre); en promouvant un plan conjoint pour l’emploi qui expérimente un modèle partagé d'anticipation / gestion préventive des crises d'entreprise (outplacement); en mettant à la disposition des services de pré-incubation pour la création de nouvelles entreprises ; en favorisant le transfert et l'innovationde produit, de processus et du même modèle de business (spin-off, gestion ou les travailleurs buy-out).Le groupe cible est constitué par les acteurs concernés,par les travailleurs licenciés ou à risque d'expulsion, par les entreprises/nouvelles entreprises, les opérateurs des servicespublics/privéspour l’emploi et la formation (environ 700 bénéficiaires directs). Compte tenu de l'approche sectorielle, la zone transfrontalière est la dimension optimale ; le développement du secteur et donc de l'emploi, déclenchent des effets d'interaction pour les différents secteurs aussi intersectoriels, surtout dans la zone côtière. D'où un intérêt naturel convergent et la mise en place d'un partenariat entre les districts et les entreprises, les centres d'innovation, institutions locales et les principaux acteurs des systèmes pour le travail.

A seguito della crisi economica 2008-2014 tutti i territori transfrontalieri sono orientati a sostenere un modello di sviluppo che valorizzi le opportunità esistenti in una prospettiva di economia blu e verde. Il progetto Med New Job vuole accompagnare queste politiche attraverso la promozione di un approccio partecipativo degli attori rilevanti che innova le politiche attive del lavoro nelle aree di crisi, per la creazione di occupazione sostenibile nel settore della nautica e nell’economia del mare . Gli andamenti del comparto mostrano opportunità occupazionali e imprenditoriali significative che il progetto intende perseguire: contrastando il mismatching e favorendo la mobilità transfrontaliera ( piattaforma di offerta ); promuovendo un piano congiunto per l'occupazione che sperimenta un modello condiviso di anticipazione/gestione preventiva delle crisi aziendali (outplacement) ; innovando i servizi di pre-incubazione per la creazione di nuove imprese; favorendo il trasferimento e l’innovazione di prodotto, di processo e dello stesso modello di businnes (spin off, management o workers by out) L’ utenza target è costituita dagli attori rilevanti, dai lavoratori espulsi o a rischio di espulsione, dalle imprese e dalle nuove imprese, dagli operatori dei servizi pubblici e privati per il lavoro e la formazione (circa 700 beneficiari diretti). Considerato l’approccio settoriale l’area transfrontaliera si qualifica come la dimensione ottimale ; lo sviluppo del comparto e quindi dell’occupazione, innescano effetti diffusivi ed integrativi, a carattere settoriale, ma anche intersettoriale, innanzitutto nell’area costiera. Da qui un naturale interesse convergente e la costituzione di un partenariato che coinvolge i distretti e le imprese, i centri di innovazione, le istituzioni locali e i principali attori dei sistemi per il lavoro.
