The maritime transport sector is relevant for socio-economic development in both France and Italy. The transport of dangerous goods makes up a substantial part of this sector. The transport of dangerous goods makes up a substantial part of this sector. The marine area under investigation is particularly sensitive and rich in biodiversity, including the Cetacean Sanctuary, which extends over approximately 87 thousand square kilometres between the coasts of France, Liguria, Tuscany and Sardinia. Therefore, it is necessary to address the issue of maritime safety and the transport of Dangerous Goods (DGs) with a shared Italian-French approach and promote the adoption of joint control and monitoring systems improving on the current navigation surveillance systems used by the individual countries at their ports and with the competent authorities. The main objectives of the project are the following: 1) Designing and implementing a joint Italo-French information system/monitoring centre of maritime flows of dangerous goods and increased navigation safety; 2) Defining MoUs between cross-border institutional bodies and private/public parties to harmonise the functional and organisational procedures for monitoring the maritime traffic of dangerous goods; 3) Defining joint risk assessment standards; 4) Library of emergency management models for accidents at sea linked to DG transport and accident risk maps. Regions, public authorities and private parties who handle DGs will share and coordinate through the Monitoring Centre.

Tant en France qu'en Italie, le secteur du transport maritime est d'une importance considérable pour le développement socio-économique. Une partie consistante de ce transport est représentée par les marchandises dangereuses. En Italie, en 2015, le transport maritime de produits pétrolifères a représenté 43,1% des marchandises transportées. Il est nécessaire de considérer que le territoire objet d'enquête se compose d'une zone marine particulièrement sensible et riche de biodiversités comme par exemple le Sanctuaire des Cétacés qui s'étend pour une zone d'environ 87 mille km2 entre les côtes de la France, de la Ligurie, de la Toscane et de la Sardaigne. Il est donc nécessaire d'affronter le sujet de la sûreté maritime du transport de Marchandises Dangereuses (MD) avec une approche globale et partagée sur le territoire éligible italo-français en favorisant l'adoption de systèmes conjoints de contrôle et de suivi qui complètent et améliorent les systèmes actuels de surveillance de la navigation utilisés par chaque pays près des propres ports et près les autorités compétentes. Les objectifs du projet sont: 1) plan et réalisation d'un système informatif conjoint OMD qui opères pour l’Observatoire Italo-français pour le suivi des flux maritimes de MD et le développement de la sûreté de la navigation; 2) Définition de protocoles d'accord entre les organismes institutionnels et sujets privés et publics transfrontaliers pour harmoniser les procédures fonctionnelles et d'organisation dans le contexte du suivi du trafic maritime de MD; 3) définition de standards conjoints pour l'évaluation du risque; 4) fichier des modèles de gestion des urgences lié aux accidents en mer relatifs au transport de MD et définition de cartes de risque d'accident. L'Observatoire représentera un instrument partagé de raccord entre les régions, les autorités publiques compétents et sujets prives qui gèrent les MD selon de titres different.

Sia in Francia che in Italia il settore del trasporto marittimo ha una rilevanza notevole per lo sviluppo socio-economico del territorio. Una parte consistente di tale trasporto è rappresentato da merci pericolose. In Italia, nel 2015, il trasporto marittimo di prodotti petroliferi ha rappresentato il 43,1% delle merci trasportate nel complesso (ISTAT, 2017). Inoltre è necessario considerare anche che il territorio oggetto di indagine consta di una zona marina particolarmente sensibile e ricca di biodiversità quale il Santuario dei Cetacei che si estende per un'area di circa 87 mila kmq tra le coste di Francia, Liguria, Toscana e Sardegna. In questo contesto quindi è necessario affrontare il tema della sicurezza marittima del trasporto di Merci Pericolose (MP) con un approccio globale e condiviso sul territorio eleggibile italo-francese promuovendo l’adozione di sistemi congiunti di controllo e monitoraggio che integrino e migliorino gli attuali sistemi di sorveglianza della navigazione usati dai singoli paesi presso i propri porti e presso le autorità competenti. I principali obiettivi del progetto sono: 1) Progettazione e realizzazione di un sistema infomativo congiunto OMD che operi per Osservatorio Italo-Francese per il monitoraggio dei flussi marittimi di merci pericolose e l’incremento della sicurezza della navigazione; 2) Definizione di protocolli di intesa tra gli enti istituzionali e soggetti privati e pubblici transfrontalieri per armonizzare le procedure funzionali ed organizzative nel contesto del monitoraggio del traffico marittimo di merci pericolose; 3) Definizione di standard congiunti per la valutazione del rischio; 4) Biblioteca dei modelli di gestione delle emergenze legate a incidenti in mare connessi al trasporto di MP e definizione di mappe di rischio di incidente. L'Osservatorio rappresenterà uno strumento condiviso di raccordo tra le regioni, le autorità pubbliche competenti e soggetti privati che a vario titolo gestiscono MP.
