Every year, in Europe, the area covered by fires reaches 550000 ha (CIrcular MinAmbiente 2004), 95% of which in Mediterranean countries, causing damage to property and livelihoods and loss of life. Forest fires increase groundwater risks, pollution, global warming, erosion and loss of biodiversity. It is, therefore, crucial to control them. The objective is to develop a more effective strategy to manage fire risks and extinguishment and a resilient response system that includes civil society. The approach is to gather the knowledge and skills of each partner and create a common action/reaction system. Policies and procedures need to harmonise; response teams need interoperability. The above will lead to the creation of new tools compatible with existing facilities and a cross-border Forest Fire Prevention Unit (FPU) to help neighbouring regions quickly and independently. Past international fire drills (Sardinia 2008 and Prometheus) will provide the basis for an FPU experiment as part of the EU Civil Protection Mechanism (EU Decisions 1313/2013 and 762/2014). The aim is to strengthen existing synergies and create new ones. One of the most effective countermeasures is organising a widespread network to decide the appropriate prevention and alert actions, operational readiness, extinguishment methods and use of resources. Operations will involve radio communications, enhanced emergency management, innovative knowledge sharing tools, forecasting models of flame front propagation and cross-border fire drills. Environ. 2004), dont 95% dans les pays méditerranéens.Les incendies contribuent à accroître la vulnérabilité aux risques hydrogéo, à la pollution, au réchauffement de la Terre, à la désertification et à la perte de biodiversité.L'objectif est de développer une stratégie plus efficace de préparation au risque d'incendie et pour les opérations d’extinction,en créant un système de réponse plus résilient, même au niveau de la société civile. Il y a une approche qui comprend les connaissances et les compétences de chaque partenaire, pour créer un système d'action/réaction qui contribue activement à partir des besoins communs. En harmonisant les politiques et procédures communes et l'interopérabilité entre les équipes d'intervention, des nouveaux outils,compatibles avec les structures existantes des partenaires, et des unités d'intervention «type» anti-incendie (AIB) transfrontalier,capables d'agir de manière indépendante à l'aide à la région voisine, pour accélérer la définition du problème,seront réalisés.On expérimentera une unité d’intervention à utiliser dans le cadre du mécanisme de protection civile de l'Union, en valorisant les exercices d'incendie forestiers internationaux passés.L'objectif est de renforcer les synergies existantes et en créer de nouvelles.Un réseau capillaire et organisé capable de se mobiliser est l'une des contre-mesures les plus efficaces, afin de déterminer les interventions les plus appropriées et il implique une approche intégrée pour optimiser les différentes actions (preventive, alerte, prevention et extintion de feu) et l'utilisation des ressources.Les interventions porteront à la mise en place de radiocom. l'amelioration des operations de gestion de l'urgence,outils innovants de partage des connaissances,prediction de la propagation des flammes d'exercice transfrontaliers de formation

In Europa,ogni anno,la superficie percorsa da incendi raggiunge i 550000 ha(Min. Ambiente, 2004), 95% dei quali nei paesi mediterranei, con danni a proprietà, mezzi di sostentamento e perdita di vite.Gli incendi boschivi conocorrono alla vulnerabilità da rischi idrogeologici, all'inquinamento, al riscaldamento globale, alla desertificazione e alla perdita di biodiversità. Il loro controllo è quindi cruciale.L’obiettivo è sviluppare una strategia più efficace per la gestione del rischio incendi e degli interventi di spegnimento,per un sistema di risposta resiliente anche a livello di società civile. L’approccio è di include le conoscenze e le capacità di ogni partner, per creare un sistema di azione/reazione comune. Armonizzando le politiche e le procedure,creando l’interoperabilità tra le squadre d’intervento, si realizzeranno nuovi strumenti compatibili con le strutture esistenti e unità d’intervento antincendio (AIB) “tipo” transfrontaliero per aiutare rapidamente e autonomamente la regione vicina. Si sperimenterà un’unità d’intervento AIB nell’ambito del Meccanismo Unionale di Protezione Civile (decisioni UE n. 1313/2013 e 762/2014),valorizzando esercitazioni internazionali antincendio passate (Sardinia 2008 e Prometheus).Il fine è rafforzare sinergie già presenti e crearne di nuove.Una rete capillare e organizzata è una delle contromisure più efficaci per decidere gli interventi opportuni e comporta un approccio integrato tra azioni diverse (preventive, di allerta,di preparazione operativa e spegnimento) e impiego di risorse.Gli interventi riguarderanno anche l’implementazione delle radiocomunicazioni,il potenziamento dell’operatività degli addetti sulla gestione dell'emergenza, l'introduzione d’innovativi strumenti di condivisione delle conoscenze,la sperimentazione di modelli di previsione di propagazione del fronte di fiamma), l’organizzazione di esercitazioni transfrontaliere di formazione.Il progetto è correlato con lo strategico MEDSTAR.

Achievements (EN):

The general objective of all forest fire management projects is to reduce the risk of forest fires and to promote the conservation and enhancement of the forest heritage of the geographical area affected by the project, which is affected by numerous destructive fires each year, which also result in forest fires being at high risk for the population living in or near forest areas. The main aim of the MedCoopFire project is to promote collaboration and exchange of information and data between project partners and to leverage their work with other projects within the Med Star strategy. The MedCoopFire project, which began on May 1, 2019 and ended on August 1, 2023, envisaged the creation of cross-border AIB intervention units that can intervene to assist in particularly serious events in neighboring countries and regions in need of exceptional assistance. The establishment of cross-border AIB operational units requires knowledge of their forest fire extinguishing systems and the definition of procedures that allow rapid and effective intervention in the area affected by the fire. This also includes the production of prototype vehicles (9 examples were produced) that have the properties of interoperability in the project areas. Thanks to the project, the foundations were created for the implementation of joint intervention procedures in order to expand the collaborations already underway and expand the synergy network existing in the areas. The actions carried out within the project aim to accelerate the establishment of intervention mechanisms for which we already feel a need but which cannot be pursued individually by the partners. This is a path that cannot be completed during the project years but will be continued later. The operational guidelines have been agreed according to the needs of the different actors and the intervention means will continue to be valuable resources for the creation of an interregional intervention network that opens up development and growth prospects for all beneficiaries . the fragility of the Mediterranean areas, with companies sharing similar problems and characteristics, a synergistic approach seems to be the only one that can enable a structural and sustainable improvement and enable the exchange of knowledge, data and best practices (Knowledge-TO DO). The project has developed common tools and cooperation guidelines to support interregional firefighting operations in the event of an emergency: actions are possible only within the framework of cross-border cooperation, in the spirit of the intervention of the Union Civil Protection Mechanism in regional realities. The integrated strategy development made it possible to increase the responsiveness of the forest fire fighting systems in the affected regions, both in terms of preventative monitoring and active combat. Interregional cooperation has made it possible to identify, manage and resolve certain complexities related to the characterization of intervention systems based on national specificities and communication and information dissemination infrastructures. Recognition of the specificities of the territory is the prerequisite for multi-sectoral and multi-level cooperation, involving the public and those of the actors operating in the territory.
