Description (EN): On the Hungarian-Austrian border area, the Pinka is a multiple border crossing and border constituting watercourse, which water supply is used by both Austria and Hungary, however the water supply’s utilization framework is not supported by studies based on sufficiently detailed data. For the Pinka, the watercourse management is only possible through jointly discussed principles, both in terms of quantity and quality. Primarily the quantitative and qualitative expectations of the inflow and outflow in the limit gauges are needed to be defined from Woppendorf to the estuary. For the maintenance of the ecological good state of the Pinka, the constitution of small water river management is essential, which enables the planning and preparation of the good practice regarding the operation of fish ladders, bypass channels, backwater supplies, and power plants. An important purpose of the joint strategic plan regarding the Pinka border area is the preparation of the integrated treatment plan, on which basis both parties handle water supplies, water utilizations, ecological regulations, flood protection and interventions by the same methodology. The project’s main result is exploring both the present water supply and the effects influencing the water supply of the Pinka, and also exploring the relationship between the Pinka and the valley ground water, furthermore recording the load and physico-chemical status of the watercourse. On the other hand, it serves as a basis for the regulation measurements in favor of the bilateral water management. The project supports primarily the work of the bodies operating under the Water Convention between the two countries and the authorities responsible for water protection, and provides valuable information for the population living along the Pinka, as well as for the affected professionals (water management, nature protection, higher education, power plants, agriculture, municipilalities, NGO-s, etc.).
Read more Description (DE): Die Pinka ist ein Wasserlauf, der die Grenze zwischen Ungarn und Österreich mehrmals überquert und dessen Wasserressourcen von AT und HU genutzt werden. Diese Nutzung erfolgt jedoch nicht aufgrund von auf ausführlichen Daten basierenden Studien. Im Falle der Pinka ist die Bewirtschaftung des Wasserlaufes nur auf der Grundlage gemeinsam vereinbarter Prinzipien in quant. und qual. Hinsicht möglich. Bei der Pinka müssen die Erwartungen in qual. und quant. Hinsicht hauptsächlich beim Eintritt und beim Austritt festgelegt werden, von Woppendorf bis zur Mündung. Um den guten ökologischen Zustand der Pinka aufrechtzuerhalten, ist es notwendig, ein Pinka-Niederwasser-Flussbewirtschaftungskonzept zu erstellen. Dieses Konzept soll ermöglichen, „good practices” für den Betrieb von Fischaufstiegshilfen, Bypasskanälen, der Altarmendotierung und Kraftwerken zu planen bzw. vorzubereiten. Ein wichtiges Ziel des gemeinsamen Strategieplans der Pinka-Grenzabschnittes ist die Erstellung eines einheitlichen Bewirtschaftungsplans, auf dessen Grundlage beide Seiten Wasserressourcen, Wassernutzung, ökologische Vorschriften, Hochwasserschutz und Eingriffe nach derselben Methodik behandeln. Das Hauptergebnis des Projekts besteht in der Exploration der derzeitigen Wasserressourcen und der Auswirkungen der Eingriffe auf die Wasserressource in der Exploration der Pinkatal-Grundwasser Bilanz sowie in der Erfassung der Wasserlauf-Schadstoffbelastung und des physikalisch-chemischen Zustands. Anderseits werden regulatorische Maßnahmen zur Unterstützung des bilateralen Wasserressourcenmanagements festgelegt. Das Projekt unterstützt in erster Linie die Arbeit von Einrichtungen, die das zwischen den zwei Ländern abgeschlossene Wasserübereinkommen anwenden sowie von Wasserschutzbehörden. Weiters liefert es wertvolle Informationen für die Bevölkerung entlang der Pinka und für fachlich Betroffenen (Wasserwirtschaft, Naturschutz, Hochschulbildung, Kraftwerke, Landwirtschaft, Gemeinden, Zivilorg. etc.).
Read more Description (HU): A Pinka a magyar-osztrák határszakaszon, többszörösen határt metsző és határt alkotó vízfolyás, melynek vízkészletét Ausztria és Magyarország is használja, a vízkészlet felhasználásának keretei azonban nincsenek megfelelő részletezettségű adatokon alapuló tanulmányokkal alátámasztva. A Pinka esetében a vízfolyással való gazdálkodás csak közösen egyeztetett elvek alapján lehetséges, mind mennyiségi, mind minőségi vonatkozásban. A Pinkára elsősorban a határszelvényekben kell a be és kilépő víz mennyiségi és minőségi elvárásait meghatározni, Woppendorftól a torkolatig. A Pinka jó ökológiai állapotának fenntartásához, a Pinka kisvízi folyógazdálkodási koncepciójának megalkotása szükséges, mely alapján lehetségessé válik a hallépcsők, a megkerülő csatornák, a holtági vízpótlások és az erőművek üzemeltetésére történő jó gyakorlat tervezése és előkészítése. A Pinka határszakasz közös stratégiai tervének fontos célja az egységes kezelési terv elkészítése, mely alapján mindkét Fél azonos módszertan szerint kezeli a vízkészleteket, a vízhasználatokat, az ökológiai előírásokat, az árvízvédelmet és a beavatkozásokat. A projekt fő eredménye egyrészt a Pinka jelenlegi vízkészletének és a vízkészletét befolyásoló beavatkozások hatásainak feltárása, továbbá a Pinka és a völgy talajvíz kapcsolatának feltárása, valamint a vízfolyás szennyezőanyag terhelésének és fiziko-kémiai állapotának rögzítése. Másrészt megalapozza a kétoldalú vízkészlet-gazdálkodást segítő, szabályozó intézkedéseket. A projekt elsősorban a két ország közötti vízügyi egyezmény szerint működő szervek, valamint a vízvédelemért felelős hatóságok munkavégzését támogatja, valamint értékes információval szolgál a Pinka mentén élő lakosság, valamint a szakmailag érintettek (vízgazdálkodás, természetvédelem, felsőoktatás, erőművek, mezőgazdaság, önkormányzatok, civil szervezetek stb.) számára.
