Description (EN):

CHARGE project capitalizes the results of IPA CBC Programme 2007-2013 CARICA project, aiming at promoting efficient and sustainable investments for infrastructural development of ports and logistics centers, through development of integrated action plans and financial roadmaps based on forecasted traffic flows. The project will foster the intermodality and sustainable transport connectivity in the Area while supporting the decision-making process in the adoption of infrastructure investments and pilot activities.

Achievements (EN):

The project used its network of partners to promote the cooperation between Italy and Croatia, with particular reference to the sea ports of the two opposite shores of the Adriatic sea. Firstly, the necessary collection of bottlenecks and missing links for the Italian and Croatian Ports in the Adriatic was completed. Afterwards, a detailed origin destination analysis of the traffic flows between the Adriatic ports of Italy and Croatia was carried out. Moreover a the majority of the innovative pilot actions were implemented. Lead Partner discussed and drafted with the representatives of the Croatian Ministry of Sea, Transport and infrastructure about the elaboration of a common proposal to support modal shift in the two countries. This common proposal represented the basis for the elaboration of a cross border action plan to foster an integrated joint planning approach for transport infrastructures. Two of three specific objectives of the project were fully reached, and one specific objective (SO2-Adoption of standardized information system and processes along the Italian-Croatian logistic chain) was not fully achieved.

Expected Results (EN):

The project aims at fostering integrated planning approach for infrastructure developments by: - firstly, analysing practices to define actions to support intermodality within the Italian-Croatian legislative framework (regional/national law, characteristics of the legislative intervention needed, legislative process to be followed, actors involved or that should be involved, best practices to transfer etc…) in order to facilitate a common proposal policy instrument. This common policy instrument will have the aim to support modal shift while containing some important issues such as: process of promoting intermodal solutions, obstacles along the path of the intermodality development, objectives and priorities of the incentive systems, and analysis of the incentive policies and of the main technical aspects of regulation in the project area. - And secondly by realising a CB Action Plan as the concrete instrument to foster integrated planning approach for infrastructure developments. The Action Plan will define joint roadmaps for investments for rail-road, sea-road and sea-rail intermodality structures and services. The intent is to include in the Action Plan the analysis of different financing schemes and tools suitable to support infrastructural investments and elaboration of models to be applied on real cases, including the potential support services belonging to the entire logistic chain also by using the logic of PPPs.

Expected Outputs (EN):

- Report on physical and non-physical bottlenecks in transport services. - Strategic report on future scenarios of traffic flows between IT-HR ports. - "Motorways of Seas"- action plan for boosting short sea shipping. - 4 Pilot actions for improving the automatic data exchange of freight traffic. - Final position paper based on the conclusions of 4 Pilot actions. - Action Plan and Policy Implementation Scenarios.
