CHANGE WE CARE fosters concerted and coordinated climate adaptation actions at transboundary level. The project explores climate risks faced by coastal and transition areas contributing to a better understanding of the impact of climate variability and change on water regimes, salt intrusion, tourism, biodiversity and agro-ecosystems affecting the cooperation area. The main goal is to deliver integrated, ecosystem-based and shared planning options for different problems related to climate change (CC), together with adaptation measures for vulnerable areas to decision makers and coastal communities who may best benefit from it.

Achievements (EN):

CHANGE WE CARE is a 3-years project started in January 2019 which will end in December 2021, financed by the INTERREG V A Italy-Croatia CBC Programme, whose goal is to provide to policy-makers integrated planning options, shared with stakeholders together with adaptation measures for vulnerable areas in order to protect the coastal communities. The Project has analyzed the climate risks affecting the coastal and transitional areas by providing a better comprehension of the variability of impacts and climate changes on hydrological regimes, salt intrusion, tourism, biodiversity, and agroecosystems interested in the cooperation area. The Project activities have ranged from the assessment of the current morphological, hydrological, and meteo-marine conditions and of the recent trend affecting five pilot sites to the analysis of the main dynamics acting on the coastal systems and their evolution in climate change scenarios with the final aim to develop guidelines for drafting climate adaptation plans in the pilot sites. This approach allowed a better understanding of climate change impacts and increased the adaptive capacity in the whole cooperation area. The five pilot sites are the Po Delta, the Mula di Muggia Sandbank, the Kastela Bay and the Jadro river, the Neretva river Delta and the Vransko Lake. Even if different for their morphological characteristics they are threatened by similar climate vulnerabilities. The wider participation of stakeholders permitted to collect and reunite the needs of the community. This participative process allowed to elaborate climate adaptation proposals from Project Partners which have taken into account the necessities resulted during the meetings with the stakeholders and whose goals are summarized below: Favor organic farming and cultivation of local crops climate-resistant Support sustainable fishing Increment of green area to decrement the impermeability process of soil Improve the management and the protection of habitat and species Improve the management of water resources, guaranteeing the correct water circulation controlling and reducing the hydrological risks The main innovation elements of the Project are: 1) the methodological approach, based on a coordinated knowledge build-up and sharing among scientists and policy actors; www.italy-croatia.eu/web/changewecare 2) the definition, based on the experiences from the paradigmatic Pilot Sites, of flexible and transferable adaptation measures addressing the variability of the coastal landscape features in the cooperation area. Beyond a wide knowledge based on the current state and its evolution, the main results of the Project include a series of complete and versatile procedures (guidelines) for the characterization of the present and expected environmental dynamics, with the definition of responding participative strategies to climate change effects. This has been translated in providing to policy-makers the main elements for drafting up Climate Adaptation Plans in the pilot areas, guaranteeing at the same time a Project followup.

Expected Outputs (EN):

In a multi-decadal perspective, the Project outputs will mainly consist of climate change Adaptation, Action and Monitoring Plans for the Pilot Sites, whose implementation will be coordinated by the territorial partners in charge for each site. Training activities will enable technical and administrative operators to take full advantage of the data and protocols made available by the project, while dissemination events and workshops will increase the stakeholders‘ and communities‘ awareness on CC impacts and on the existence of specific adaptation measures. The established network for sharing data and procedures will maintain an efficient monitoring activity, allowing the continuous assessment of the Adaptation Plans outcomes.
