The project addresses the increasing amount of waste from electrical and electronic equipment (WEEE). WEEE is one of the fastest-growing waste streams in the EU, growing at 3-5% a year. Consumption of electrical and electronic equipment (EEE), and therefore production of WEEE, is very high throughout the NWE region (Eurostat 2016, EEE products put on the market). At the same time, NWE is home to a growing citizen repair movement (10,000+ volunteers), attempting to fight back against this upsurge in waste. However, their impact remains small, even though consumers indicate a high willingness to repair. Hence, there is a large gap between intent and actual behaviour, due to a lack of convenient and accessible repair solutions. The project aims to decrease WEEE from consumer products by scaling up citizen repair initiatives through the use of digital tools: digital tools that stimulate and facilitate citizen repair by collecting repair solutions and making them easily accessible to citizens (Smart&Circular; Cities). The tools will target both consumers at home (through city and consumer organisation hubs) and more skilled repairers in repair cafés. They will also map and guide citizens towards high-quality professional repair services, and assemble, with the help of designers, a database of 3D-printing designs (open-source) for printing replacement parts. The objective is to decrease WEEE by 6.27 T per year in pilot repair cafés and by 110 T per year in the pilot cities. The project’s main output will be an integrated approach to supporting citizen repair: a digital infrastructure that supports self-repair, repairing together (in repair cafés or repair centres), and repairing with professional support. To sustain this infrastructure beyond the project lifetime, business and policy models will be developed with a view to setting up a European Open Repair Data Platform.

Das Projekt befasst sich mit der steigenden Menge an Elektro- und Elektronikschrott (WEEE). WEEE ist einer der am schnellsten wachsenden Abfallströme der EU (Wachstum 3–5% pro Jahr). Der Verbrauch von Elektro- und Elektronikgeräten (EEE) und damit die Produktion von Elektro- und Elektronikaltgeräten ist in der ganzen NWE-Region sehr hoch (Eurostat 2016, EEE products put on the market). Gleichzeitig ist NWE Heimat wachsender Bürgerreparaturbewegungen (10.000+ Freiwillige), die versuchen gegen diesen Müllanstieg anzukämpfen. Aber ihr Impact bleibt gering. Obwohl Verbraucher eine hohe Reparaturbereitschaft signalisieren, besteht eine hohe Diskrepanz zum tatsächlichen Verhalten, da es an bequemen und zugänglichen Reparaturlösungen mangelt. Ziel dieses Projekts ist, WEEE aus Konsumgütern zu reduzieren, indem es die Bürgerreparaturinitiativen durch den Einsatz digitaler Instrumente stärkt: digitale Instrumente, die Reparatur durch Bürger fördern und erleichtern, indem sie Reparaturlösungen sammeln und leicht zugänglich machen (Smart & Circular Cities). Sie richten sich an Verbraucher zu Hause (Konsumenten Hib) als auch an qualifiziertere Reparateure in RepairCafés. Außerdem werden professionelle Reparaturdienstleister aufgezeigt und mit Hilfe von Designern eine 3D-Datenbank (Open-Source) für den 3D-Druck von Ersatzteilen zusammengestellt. Ziel ist, den WEEE zu reduzieren mit 6.27 t/Jahr in Pilot-RepairCafés und mit 110 t/Jahr in den Pilotstädten. Hauptergebnis des Projekts wird ein ganzheitlicher Ansatz zur Unterstützung der Bürgerreparatur sein: eine digitale Infrastruktur für das Selbst-reparieren, die gemeinsame Reparatur in RepairCafés oder Reparaturzentren und die Reparatur mit professioneller Unterstützung. Um diese Infrastruktur über die Projektlaufzeit hinaus aufrechtzuerhalten, werden Geschäfts- und Politikmodelle für eine Offene Europäische Datenplattform für Reparatur entwickelt.

Au sein de l’UE, les déchets d'équipements électriques et électroniques (DEEE) connaissent une croissance toujours plus importante (3 à 5% par an) due à une consommation effrénée (Eurostat 2016, produits EEE mis sur le marché). Par ailleurs, l’Europe du Nord-Ouest abrite un mouvement citoyen de réparation de plus en plus actif (plus de 10.000 bénévoles), qui tente de lutter contre cette vague de déchets. Néanmoins, les consommateurs, souvent disposés à réparer, se découragent en raison d’un manque de solutions de réparation concrètes et accessibles. Ce projet vise à réduire les DEEE provenant des consommateurs individuels, en amplifiant les initiatives de réparation via l'utilisation d'outils numériques. Ces derniers stimuleront et faciliteront la réparation citoyenne en collectant des solutions de réparation et en les rendant facilement accessibles à tous (Smart & Circular Cities). Les outils cibleront à la fois les consommateurs (hub de soutien) et les réparateurs plus qualifiés dans les Repair Cafés. Ils cartographieront et guideront également les individus vers des services de réparation professionnels de haute qualité et assembleront, avec l'aide de designers, une base de données de dessins d'impression 3D (open-source) pour l'impression de pièces de rechange. Le résultat visé est de réduire les DEEE de 6.27 T par an dans les Repair Café pilotes et de 110 T par an dans les villes pilotes. Le principal objectif du projet est une approche intégrée soutenant la réparation par les citoyens via une infrastructure numérique : autoréparation, réparation en commun (dans les Repair Cafés ou les centres de réparation) ou avec un soutien professionnel. Pour appuyer cette infrastructure sur le long-terme, des modèles circulaires commerciaux et politiques nouvelles seront mis au point en vue de créer une plate-forme de données de réparation ouverte à l’échelle européenne.

Expected Outputs (EN): WEEE still grows (by 3% a year) in NWE, but a citizen movement (10.000+ volunteers) reacts. The pilot group of 100 RCs repair 14,3 T WEEE /year (=51% success). Re-use in cities is limited (on average 0,17kg of 10.3 kg/capita municipal collected WEE).
