Europe's best practices will confirm that all successful localities have a broad perspective and develop integrated planning frameworks with strategic directions and guidelines to all vital sectors in order to achieve full cohesion between needs, opportunities and challenges part and the aspirations and expectations of citizens on the other. The need to adapt known policies and practices to meet local needs is materialized in the fact that each community has to take responsibility for its own economic and social well-being. Local economic development must become a preoccupation of primary importance for local government in the region. The transition from the socialist economy to the market economy in the Eastern Central European and Commonwealth of Independent States (CEE / CIS) is taking place within a wider context of changing the global economy. The main specific objectives pursued by the investment in the Berliste commune are: - improving the health of the population of BERLISTE by providing medical services within the dispensary, which are considered essential services for the population; - decreasing the number of patients redirected to other units; - improving living conditions in BERLISTE locality, BERLISTE Commune, Caraş-Severin County, ensuring the increase of the social level of the population and its degree of comfort; - increasing the socio-economic level of BERLISTE localities by stimulating the maintenance of the population in rural areas, especially young people; - Birth increase through access to the dispensary The Health Center "Kovačica" is a health institution that cooperates with local self-government and other health-care institutions to share experiences and to achieve certain goals. The most important role of the Health Center is to prevent diseases as well as timely detection of diseases, with constant improvement of the health care of patients.The basic goal is to provide the best possible realization of the rights and health needs of patients in the primary health care based on the available capacities of the National Health Service, and in the same time respect the higher professional standards of health care. In the radiological and ultrasound service of the health center, the expert team is a specialist - radiologist and ultrasound diagnostic specialist, as well as two senior radiologists. Information added on 2020-05-12, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): The main specific objectives of the project are: - improving the health of the population by providing medical services within the dispensary; - decreasing the number of patients redirected to other units; - preventing diseases as well as timely detection of diseases, with constant improvement of the health care of patients

Expected Results (EN): PA1- RI2 Population experiencing access to improved basic services in health care and education. Innovative, high quality services permanently created and available in marginal areas, preventive care, cultural activities and services, sport activities.

Expected Outputs (EN): The project will deliver a medical dispensary and specific medical equipment for the two communities that will correspond to a high level of meeting the needs.
