Description (EN): Reinforcing cross border investment opportunities resulting from the diversification of monocities and global industrial modernisation trends

Разработка механизмов и моделей реализации комплексных решений, направленных на диверсификацию экономики моногородов и повышение их инвестиционной привлекательности.

Achievements (EN):

Key resuls of the project were: • Digital service platforms on both sides of the border to help the investors (NAVIGATOR, investinkainuu.com) • Cross-border analyse reports of investment opportunities and barriers (4 reports) • Knowledge creation among authorities of investment opportunities (trainings) Although the challenges faced during the implementation of the project, the main objectives of CINNAMON were mainly met. The practical implementation of the developed investment tools, however, was impacted by the closing of the cooperation between Russian and Finnish partners during 2022.

Expected Results (EN):

1. Planned, organised and effectively functioning cross border investment and cooperation promotion mechanism. A single entry point for the investors willing to enter PSEDA is organised reinforcing the already existing SEP in the Karelia' Development Corporation. 2. Working mechanism for enterprises planning to enter PSEDA and willing to start operations across the border are benchmarked and introduced. 3. Regional capacities in supporting enterprises willing to start operations across the border enhanced and effectively linked with the business support infrastructure. 4. Networks of cross-border oriented SMEs are created, linked with the support services, linked with the research and academic institutions, and working actively. 5. The regional investment attractiveness increased (target – increased). 6. The amount of investments made (target – increased). 7. Awareness of the Finish and other international companies on the possible benefits associated with the operation in PSEDA increased.

Expected Outputs (EN):

1. The policies and guidelines based upon the best practices and EU recommendations promoting FDI in the cross-border areas are developed and piloted. 2. Investor support services are in place, and are well-synchronised / tuned on the Russian and Finnish side. 3. Monocities industrial diversification ecosystem, including cross border interactions, is created and effectively facilitated. 4. Investment attractiveness of the pilot territories increased via joint and coordinated marketing and branding actions.
