"This project is part of the plan RISK" : The project ACT aims to apply products from the projects COM, GEST and FOR to pilot cases in cross-border territory. Land management and emergency management strategies will be implemented to address natural hazards, and innovative communication and training approaches will be tested for people and technicians. The establishment of these activities will enable the implementation of the PITEM RISK strategy directly on cross-border territories with clear benefits of improving the resilience of the population, with the aim of meeting the real needs of the territory. ALCOTRA’s territory is subject to numerous risks. Some of them ignore borders (natural risks), some others are susceptible to be replicated on both sides of the border or to request a joint intervention (industrial, urban and technological risks). These specifics risks need an enforced cross-border cooperation. The intensity, challenge and complexity of potential crisis, in a context of high threats, impose to develop instruments of this collaboration: new interactive instruments of information, communication (warning and information) bettering risk supervision, the decision-making, the alert and risk management, involving citizens to the whole process; instruments of analyse, experience feedbacks and planning; formation and operational preparation of actors. Mutual assistance conventions exist on these territories which are organising the answer to these crises. The seriousness of these events and their scarcity make them necessary to develop new instruments allowing the facilitation of practices integrations and knowledges in natural risk prevention sector and crisis management. This PITEM is integrated in the continuity of previous experiences (RiskNat, RISKNET, FORMARISC, FORTRESS, PICRIT, PRODIGE), it promotes work and deliverable realized, pursuing their development increasing their use by a bigger public of users.

"Ce projet fait partie du plan RISK" : Le projet ACT vise à l'application des produits issus des projets COM, GEST et FOR sur des cas pilotes du territoire transfrontalier. Seront mises en œuvre les stratégies de gestion du territoire et de gestion des urgences pour faire face aux risques naturels, et des approches innovantes de communication et de formation seront testées à destination des populations et des techniciens. La réalisation de ces activités permettra de mettre en œuvre la stratégie du PITEM RISK directement sur les territoires transfrontaliers avec des retombées évidentes d’amélioration des capacités de résilience de la population, dans le but de répondre aux besoins réels du territoire. Le territoire ALCOTRA est soumis à de nombreux risques. Certains ignorent les frontières (risques naturels), d'autres sont susceptibles d'être répliqués de part et d'autre de la frontière ou de nécessiter une intervention conjointe (risques industriels, urbains, technologiques). Ces risques spécifiques nécessitent une coopération transfrontalière renforcée. L'intensité, les enjeux et la complexité des crises potentielles, dans un contexte de menace élevée, imposent de développer les outils de cette collaboration : nouveaux outils interactifs d'information, de communication (alerte et information) améliorant la supervision du risque, la prise de décision, l’alerte et la gestion de crise, associant les citoyens à l’ensemble du processus ; outils d'analyse, de retour d'expérience et de planification ; formation et préparation opérationnelle des acteurs. Des conventions d'assistance mutuelle existent sur ces territoires organisant la réponse à ces crises. La gravité des événements et leur rareté rendent nécessaire le développement de nouveaux outils permettant de faciliter l’intégration des pratiques et des connaissances en matière de prévention des risques naturels et de gestion de crise. Ce PITEM s'inscrit dans la continuité des précédentes expériences (RiskNat, RISKNET, FORMARISC, FORTRESS, PICRIT, PRODIGE), il valorise le travail et les livrables réalisés, tout en poursuivant leur développement en augmentant leur usage par un plus grand nombre d'utilisateurs.

"Questo progetto fa parte dell'piano RISK" Il progetto ACT mira ad applicare i prodotti scaturiti dai progetti COM, GEST e FOR su casi pilota del territorio transfrontaliero. Saranno attuate le strategie di gestione del territorio e delle emergenze nei confronti dei rischi naturali e saranno testati approcci innovativi di comunicazione e di formazione verso i cittadini e i tecnici. La realizzazione di queste attività permetterà di attuare la strategia del PITEM RISK direttamente sui territori dell’area transfrontaliera con evidenti ricadute in termini di aumento della resilienza della popolazione, al fine di rispondere ai reali fabbisogni del territorio. Il territorio ALCOTRA è sottomesso a numerosi rischi. Alcuni ignorano le frontiere (rischi naturali), altri sono suscettibili di essere replicati su ogni lato della frontiera o necessitano un intervento congiunto (rischi industriali, urbani, tecnologici). Questi rischi specifici necessitano una cooperazione transfrontaliera rinforzata. L’intensità, le sfide e la complessità delle crisi potenziale, in un contesto di minaccia elevata, impostano di sviluppare gli strumenti di questa collaborazione: nuovi strumenti interrativi di informazione, di comunicazione (allerta e informazioni) migliorando la supervisione dei rischi, la presa di decisione, l’allerta e la gestione di crisi, associando i cittadini all’insieme del processo: strumenti di analisi, di ritorno su esperienza e di pianificazione; formazione e preparazione operazionale degli attori. Delle convenzioni di assistenza mutuale esistano su questo territorio organizzando la risposta alle crisi. La gravità degli eventi e la scarsità rendono necessario lo sviluppo di nuovi strumenti permettendo di facilitare l’integrazione di queste pratiche e delle conoscenze in materia di prevenzione dei rischi naturali e di gestione di crisi. Questo PITEM si iscrive nella continuità delle esperienze precedente (RiskNat, RISKNET, FORMARISC, FORTRESS, PICRIT, PRODIGE), promuove il lavoro e i prodotti realizzati, proseguendo il loro sviluppo e aumentando il loro uso per un più grande numero di usatori.
