"Ce projet fait partie du plan TERRES MONVISO": Le projet se propose de trouver de nouvelles solutions techniques et de nouveaux modèles organisationnels pour réduire la vulnérabilité des communautés locales face aux risques naturels, à travers des interventions structurelles pour la sécurité du trafic sur les routes de la zone transfrontalière, notamment de haute montagne et pour garantir le passage entre les deux versants durant toute l’année, au bénéfice tant de la population qui y vit/travaille, que des personnes qui visitent ces territoires. Le projet développe en particulier un système d’intervention intégrées, appliqué à 3 chantiers pilotes sur des carrefours/lieux clés stratégiques : le Col de la Madeleine pour le risque avalanche, le Col Agnel pour les glissements de terrain, et sur la RD947 pour le risque inondation du torrent Guil (éboulement au Pas de l’Ours). Le nouveau modèle de partenariat doit permettre la définition d’une commission spécifique bilatérale de mobilité qui en assure la continuité. La stratégie vise à créer une collaboration permanente pour une gestion coordonnée des politiques de développement dans une zone homogène et bien définie, la zone transfrontalière de Monviso, à travers le développement de nouveaux instruments de concertation territoriale et la création d’une destination touristique transfrontalière liée au Monviso. La stratégie confirme une forte implication des institutions politiques locales, le territoire du Monviso comme agrégation territoriale et identitaire et une volonté politique déclarée de vouloir affronter ensemble les problématiques communes de développement local à travers 4 projets simples sur les 4 axes du programme : Economies Vertes « recherche et innovation », Risk : « prévention des risques » , ToUR « patrimoine naturel et culturel » et Incl « service sanitaires et sociaux ».

"This project is part of the plan TERRES MONVISO" : The project aims to find new technical solutions and organisational models to reduce the vulnerability of local communities to natural hazards, through structural interventions for traffic safety on roads in the cross-border area, especially high mountains and to ensure the passage between the two slopes throughout the year, to the benefit of both the people who live/work there, and the people who visit these territories. In particular, the project is developing an integrated intervention system, applied to 3 pilot sites on strategic key intersections/locations: Col de la Madeleine for avalanche risk, Col Agnel for landslides, and the RD947 for the Guil torrent (landslide at le Pas de l’Ours) flood risk. The new partnership model should allow the definition of a specific bilateral mobility commission that ensures its continuity. This PITER aims to create a permanent collaboration for a coordinated gestion of development policies in a homogeneous and well-defined area, the cross-border area of Monviso, thorough the development of new instruments of territorial concertation and the creation of a touristic cross-border destination linked to Monviso. The strategy confirm an high implication of local political institutions, Monviso territory as territorial and identarian aggregation and of a declared political will de front together common problematics of local development thorough 4 simple projects on the 4 axes of the program: Green Economy “research and innovation”, Risk “risks prevention”, ToUR “natural and cultural heritage”, and Incl “health and social services”.

"Questo progetto fa parte dell'piano TERRES MONVISO": Il progetto si ripropone di trovare nuove soluzioni tecniche e nuovi modelli organizzativi per ridurre la vulnerabilità delle comunità di fronte ai rischi naturali, attraverso interventi strutturali per la sicurezza del transito sulla viabilità transfrontaliera, anche di alta montagna e per garantire i collegamenti sui due versanti durante tutto l’anno, a beneficio sia della popolazione che vive/lavora, sia di chi visita i territori. Il progetto sviluppa in particolare un sistema di interventi integrati, applicato a 3 cantieri pilota su snodi considerati strategici: al Colle della Maddalena per il rischio valanghe, al Colle dell’Agnello, per le frane e sulla RD 947, per rischio alluvione dal torrente Guil (frana al Pas de l’Ours). Il nuovo modello di partenariato è finalizzato alla definizione di una specifica commissione bilaterale della mobilità che ne assicura la continuità. La strategia punta a creare una collaborazione permanente per una gestione coordinata delle politiche di sviluppo di un'area omogenea e ben definita, l’area transfrontaliera del Monviso, attraverso lo sviluppo di nuovi strumenti di concertazione territoriale e la creazione di una destinazione turistica transfrontaliera legata al Monviso. La strategia conferma un importante coinvolgimento delle istituzioni politiche locali; il territorio del Monviso come aggregazione territoriale e identitaria e una volontà politica dichiarata di voler affrontare insieme le problematiche comuni di sviluppo locale attraverso 4 progetti semplici sui 4 assi del programma: Economie Verdi «ricerca e innovazione», Risk: «prevenzione dei rischi» , ToUR «patrimonio naturale e culturale» e Incl «servizi sanitari e sociali».
