Den tekniska utvecklingen när det gäller fossilfria transporter går snabbt. Däremot går implementeringen av ny teknik för långsamt för att uppsatta mål ska kunna uppnås. Detta projekt syftar till att snabba på omställningen med fokus på kunskapsspridning, testning och upphandling/inköp av nya fossilfria fordon, med fokus på arbetsmaskiner och elcyklar. I två tidigare Interreg-projekt (Infragreen och Hela Gröna Vägen) har fokus legat på planering och kartläggningar, samt på personbilar och lätta lastbilar. Detta arbete är inte färdigt, men utöver att upprätthålla trycket på dessa frågor, vill projektet nu gå vidare till två nya områden när det gäller fossilfria transporter. Det ena området handlar om arbetsmaskiner. Fram till nyligen har det saknats bra fossilfria alternativ för dessa ändamål, men nu börjar det komma alternativ med el och/eller biogasdrift. Dessa vill vi demonstrera, sprida kunskap kring och få företag och kommunala förvaltningar att testa i sina verksamheter. Det andra nya området handlar om elcyklar. Bland privatpersoner börjar dessa cyklar få ett genomslag, men det är ännu få företag och kommunala förvaltningar som använder dessa som ett fordon i tjänsten. Vi tror att elcyklar har en stor potential att ersätta bilåkning på kortare sträckor inom städer, mellan kommunala förvaltningar med mera. Inte minst i mindre kommuner där avstånden ibland kan avskräcka från användandet av vanlig cykel kan elcykel vara ett starkt alternativ. Även här handlar projektet om att sprida kunskap, demonstrera, låna ut och på sikt få företag och kommunala förvaltningar att investera i fossilfria fordon. Genom tidigare Interreg-projekt har samtliga kommuner i gränsregionen skrivit under på att de ska vara fossiloberoende till 2030. Det är en kraftfull plattform att arbeta vidare på. Omställningen i flera större kommuner är på väg att bli självgående. Däremot behövs fortfarande ett stöd när det gäller kunskap och processer för de mindre kommunerna i gränsregionen. Projektet avser därför att arbeta vidare med denna fråga, fast med ett nytt fokus på glesbygdskommuner och deras särskilda behov och utmaningar. Samma utveckling kan man se när det gäller laddinfrastruktur. Det finns numera en acceptabel nivå av infrastruktur längs europavägarna och i gränsregionens städer. Däremot har det visat sig svårare att få tillstånd detta i glesbygd och längs medelstora vägar i gränsregionen. Projektet vill därför arbeta vidare med frågan om laddinfrastruktur, men även här med ett nytt och tydligare fokus att få till en laddinfrastruktur, och därmed möjliggöra grön mobilitet, även på landsbygden och i de mer glesbefolkade delarna av vårt område. Detta är viktigt inte minst ur näringslivet och turistnäringen perspektiv. För att kunna nå målet om en fossilfri gränsregion måste tillgängligheten till biogas öka ytterligare. Både produktionen och infrastrukturen behöver utvecklas. Man avser därför att utreda och driva en process mellan företag och kommuner om att tillsammans få till stånd en förbättrad/ökad produktion och infrastruktur för biogas. På norska sidan är Biogass Oslofjord en kraftfull aktör och på svenska sidan är kommunerna i Fyrbodal, Dalslands energi- och miljöförbund och Trollhättan Energi i samarbete med företag som har restprodukter likaledes starka aktörer. Hydrogen er også en viktig del av den framtidige transportløsningen, selv om det har en lengre vei fram i vår region.

Description (EN):

Technological developments in fossil-free transport are fast. However, the implementation of new technologies is too slow to achieve set goals. This project aims to speed up the transition with a focus on knowledge dissemination, testing and procurement/purchase of new fossil-free vehicles, with a focus on working machines and electric bicycles. In two previous Interreg projects (Infragreen and Hela Gröna Vägen), the focus has been on planning and mapping, as well as on passenger cars and vans. This work is not complete, but in addition to maintaining pressure on these issues, the project now wants to move on to two new areas in terms of fossil-free transport. One area is about working machines. Until recently, there has been a lack of good fossil-free alternatives for these purposes, but now there are beginning to come alternatives with electricity and/or biogas operation. We want to demonstrate, spread knowledge about and get companies and municipal administrations to test in their operations. The second area is about electric bicycles. Among private individuals, these bicycles are starting to have an impact, but there are still few companies and municipal administrations that use them as a vehicle in the service. We believe that electric bicycles have a great potential to replace short-distance car rides within cities, between municipal administrations and more. Not least in smaller municipalities where distances can sometimes discourage the use of ordinary bikes, e-bikes can be a strong alternative. Here too, the project is about spreading knowledge, demonstrating, lending and eventually getting companies and municipal administrations to invest in fossil-free vehicles. Through previous Interreg projects, all municipalities in the border region have signed up to be fossil-independent by 2030. It’s a powerful platform to work on. The transition in several large municipalities is about to become self-propelled. On the other hand, support is still needed in terms of knowledge and processes for the smaller municipalities in the border region. The project therefore intends to continue working on this issue, but with a new focus on sparsely populated municipalities and their specific needs and challenges. The same developments can be seen when it comes to charging infrastructure. There is now an acceptable level of infrastructure along the European roads and in the cities of the border region. However, it has proved more difficult to obtain authorisation in sparsely populated and medium-sized roads in the border region. The project therefore wants to continue working on the issue of charging infrastructure, but also here with a new and clearer focus on getting to a charging infrastructure, thereby enabling green mobility, also in rural areas and in the more sparsely populated parts of our area. This is important not least from the business and tourism perspective. In order to achieve the goal of a fossil-free border region, the availability of biogas must be further increased. Both production and infrastructure need to be developed. It is therefore intended to investigate and run a process between companies and municipalities to jointly achieve improved/increased production and infrastructure for biogas. On the Norwegian side, Biogass Oslofjord is a powerful player and on the Swedish side are municipalities in Fyrbodal, Dalsland’s Energy and Environment Association and Trollhättan Energi in collaboration with companies that have residual products equally strong players. Hydrogen is an important part of the future transport route, whether it has a smoother vei forward in our region.
