Autonomous Vehicles (AV), or self-driving vehicles, promise widely available, low-cost, clean, door-to-door transport for people and goods. Widespread use on Europe’s roads is anticipated by the 2030s and is expected to have numerous societal implications for equity, health, economy, and governance resulting in potential impacts on city development and design (from street to district- and regional development). Many cities (plan to) start experimenting with AV in Europe. However, integration of AV in spatial planning has yet to start. This is urgent as cities plan district (re)developments, transport infrastructure and related investments decades ahead.SUV aims to stimulate the up-take of electric, shared AV by developing green transport and spatial planning strategies that incorporate AV. SUV connects within NSR 4 local/transport authorities (UK, DE, NL and SE), 4 knowledge groups and 3 network organisations that will: Develop and improve green transport and spatial planning strategies for the 4 participating local- and transport authorities. Prepare a publicly available series of expert analysis on the socio-economic impact of AV. Create an open and scalable innovation community connecting cities/regions and knowledge providers on AV. Implement 4 urban/regional AV pilots (minimum level 4) integrated with other, existing transport modes. Through international think-thanks such as RICS and POLIS, local insights will be linked to international strategies and ensures broad uptake.

Achievements (EN):

The PAV Project, a pioneering initiative aimed at integrating autonomous vehicles (AVs) into urban environments, has successfully concluded, delivering groundbreaking achievements that promise to transform the future of urban mobility. Over the course of the project, the PAV consortium conducted a series of innovative pilots in various urban environments across Europe, testing and evaluating the performance of AVs and their socio-economic impacts. The project's findings have provided invaluable insights into the potential of AVs to revolutionize urban mobility, enhance public transportation, and contribute to sustainable urban development. The PAV Project successfully tested and evaluated a range of AV-related products and services in diverse urban environments. These included innovative procurement strategies, the use of second-hand vehicles from public transport operators, and the deployment of a custom-designed delivery robot for outdoor use on islands. The project also explored the use of visualisation software to gain insights into future AV deployment and socio-economic impacts. In terms of services, the project evaluated an AV last-mile connection for tourists, the integration of an autonomous shuttle bus into public transport across city boundaries, and an autonomous logistics and delivery system tested in a remote island location. The project also demonstrated a new transport service using AVs to connect private sites such as a university campus and a nearby business park. The PAV Project's pilots were conducted in diverse locations, including Hannover, Inverness, Almere, and Varberg. Each pilot provided unique insights into the challenges and opportunities of deploying AVs in different urban contexts. For instance, the Hannover pilot demonstrated the potential of AVs to alleviate the shortage of bus drivers, while the Inverness pilot highlighted the potential of AVs to enhance public transport in remote areas. The project also developed a CCAM Self-Assessment tool, an interactive questionnaire that enables public authorities and mobility stakeholders to analyze their status and needs for planning the deployment of Cooperative, Connected and Automated Mobility (CCAM) services. This tool has been integrated into the FAME project's Knowledge Base, a Horizon Europe Coordination and Support Action. The PAV Project's achievements have been recognized by the European Commission and have contributed to the development of policy guidelines and best practices for the deployment of AVs in urban environments. The project's findings will serve as a valuable resource for policymakers, transport experts, and other stakeholders interested in the future of mobility and the deployment of AVs. PAV has demonstrated that with the right planning, collaboration, and innovative thinking, AVs can play a significant role in transforming urban mobility and contributing to sustainable urban development. The project's achievements are a testament to the power of European collaboration and innovation in shaping the future of urban mobility.
