The Circ-NSR project aims to bring the North Sea Region on a path to a stronger Circular Economy (CE). Key instrument for reaching this aim is to bring in focus and promote better CE governance structures. Circ-NSR goes beyond implementing singular pilot activities, focusing instead on success factors and mechanisms for upscaling, transferring and mainstreaming circular solutions in regional economies and installing a circular mindset among public and private stakeholders. To do so, Circ-NSR follows a two-folded approach. 1. Partners carry out 8 pilot activities in 5 different regions on different CE topics and promote and analyse the governance structures. 2. Partners interview and survey other CE projects and initiatives to capture transferable mechanisms and success factors. From both streams of activities, experiences are captured in a governance transfer centre including an online toolbox targeted at municipal, regional & sectorial actors beyond the partnership to inspire them for adapting practices and improve governance structures. The Circ-NSR project intentionally focuses not on one particular topic of the CE, but on systematically capturing governance implications and successful, transferable mechanisms of a wide array of projects and initiatives as well as the pilot implementations to demonstrate and make this knowledge available. Finally, it leads to reduced CO2 emissions, higher committment and increased capacity of actors for the CE and a greener North Sea Region.

Achievements (EN):

Vertical completes the circle "Circular North Sea Regions - CIRC NSR " aims to promote the uptake of the circular economy in the private and public sector through the development of improved governance. 10 project partners are working on a total of 8 different pilot projects, initiated within different themes, ranging from circular procurement to circular bio-economy, from innovative waste solutions to sustainable tourism and greenfield circular industrial architecture. During 2022, the work that had started within the different pilots, has been continued on the local and regional level. As to the overall project management (WP 1), the major change has been finalised at the start of 2022. In this way Intercommunale Leiedal has officially become the Lead Beneficiary, taking over from Erhvershus Fyn. And the municipality of Nyborg has become the 10th partner, with a particular task on developing the CE governance toolbox. Further, the 2d financial claim has been made as well as the 3d progress report. During this period, 4 physical PSG meetings have been organised: Rogaland/Fyn/Fryslan/Brussels. The last PSG has been worked in combination with the closing conference on the 19.04.2023. As to the overall project communication (WP2), the new contact-person at Rogaland FK left the office at the end of 2022. She has not been replaced and the project responsible had to take over this function as well, next to pilot management and project management. Without training he has done his outmost for updating the website as much as possible (work in progress). The transnational cooperation within CIRC NSR has been concluded with a transnational closing conference on 19.04.2023 in Brussels (80 international participants), whereby the EU policy issues were combined with the presentation of the results of the transnational work. A special brochure about the identity of the partnership has been printed and distributed to the public, as well as the final version of the analysis report of WP4. As to the pilots (WP3), all the partners have continued and finalised their work in their respective pilot projects More than Rogaland FK have continued their activities in the field of biogas and organic fertilizers, in cooperation with their local stakeholders The fact of the change of strategy has been a useful case as to the impact of the governance on circular processes and projects. This was largely explained during the PSG in Stavanger. More than 40 products, services and procedures have been launched by all the partners together. As to the research work (WP4), all the interviews have been finalised in the 6 participating countries. HWWI and LB have worked together on the final report on comparative case studies of collaborative governance of circular economy projects. The report has been finalised with the support of RUC and Lund university, who have used the analysis of this study for their further research and publications. The report has been validated during the PSG in Odense. The report has been printed and distributed during the closing conference in Brussels As to the CE governance toolbox (WP5), first proposals have been developed during the PSG in Stavanger and Odense, on basis of the final report of WP 4 and intense transnational discussions. A final version of the CE governance toolbox has been presented and validated at the closing conference in Brussels. On basis of this result, the digitalisation of the toolbox has been started by LB as an assessment tool for the impact of governance on circular economy processing.
