Description (EN):

Blue economy innovation in Mediterranean could be significantly improved, if more investment funds would be available. One possible solution is use of Crowdfunding (CF) but in MED area knowledge and capacities for CF are still low in comparison to North EU. Project general objective is to improve innovation capacities in blue growth sector by mainstreaming use of crowdfunding.Methodology will be adapted from Interreg Central CROWD-FUND-PORT project and Interreg MED - FINMED by LP and PP6 who were coordinator/partner in those projects.Project will deliver: 1.) Capacity building of blue economy SMEs on how to use CF; 2.) Transnational blue-crowdfunding cluster with developed CF services; 3.) Mainstreaming the international CF trainings in business support institutions; 4.) Mainstreaming policy change and recognition of using civic crowdfunding in regions.Results will be delivered by mix of 13 partners from 8 MED countries including 4 blue economy clusters/chambers, 3 crowdfunding experts, 2 academia and 4 regions. Following blue economy sectors will be reached: blue energy, maritime safety, maritime transport, maritime tourism, fisheries and aquaculture.Project ambition is to trigger change from using public funds for innovation to use crowdfunding and crowdsourcing to fund, test and validate innovative blue economy products and services. Consequently blue-economy SMEs will get better access to funding and will be able to deliver better and more innovative solutions.

Le manque de finances entrave l’innovation dans le domaine de l’économie bleue dans la MED, ce qui est dû à la méfiance des banques qui hésitent à accorder des crédits aux PME, l’absence d’instruments pour un financement alternatif, et la faible économie des pays MED. Le projet proposé augmentera les capacités d’utiliser le financement participatif (FP) pour l’innovation dans le domaine de la croissance bleue. La méthodologie sera adaptée des projets Interreg CEl CROWD-FUND-PORT et MED-FINMED par LP et PP 6.Le projet apportera:1) La capacité des PME d’utiliser le FP de manière plus effective2) Le groupement transnational du FP bleu avec les services du FP développés3) Intégration des formations internationales des FC dans les institutions4) La politique de reconnaissance du FP pour la croissance des partenariats publics/privés. 14 partenaires de 9 pays MED travailleront avec des groupements de l’économie bleue, des experts en FP, des universitaires et des autorités locales. Il s’agit des secteurs suivants : l’énergie bleue, la sécurité maritime, le transport maritime, le tourisme maritime, la pêche et l’aquaculture.Le projet a pour ambition de passer de l’usage des fonds publics à l’usage du FP et à la production participative pour financer et valider des produits et des services issus de l’économie bleue. Par conséquent, les PME de l’économie bleue auront un meilleur accès au financement et seront donc aptes à produire de meilleures et plus innovantes solutions.

Achievements (EN):

CHANNELLING EFFORTS TOWARDS KNOWLEDGE AND POLICY MAINSTREAMING OF PROJECT RESULTSProject partners, presenting business support institutions, focused on knowledge mainstreaming of project results related to business crowdfunding, with organization of three transnational events. First event was organized on 5th-6th of April 2022, called "train the trainers", where 122 participants learned about business and civic crowdfunding. Second event was Raising Crowdfunding Capacities of BLUE GROWTH community, on 27th of April 2022. On-line training session was aimed to provide the fundamental keys on how crowdfunding could be used in different sectors. The Blue Growth Community and ASCAME members were invited to participate. Third event organized, was MatchMed event Barcelona, on 14th of June 2022, with the goal to present, how to multiply the impact of public-private funds through alternative finance in the Mediterranean.Project partners also continued with the work related to BLUE CF cluster, new members were invited after the train the trainers event, sustainability plan was prepared, along with the future plan of operation of focal points and invitation for cooperation to new potential organizations was made. Also Memorandum of understanding about future cooperation was signed with The Association of the Mediterranean Chambers of Commerce and Industry (ASCAME).Institutional partners (regions) were focused on policy mainstreaming of project results related to civic crowdfunding. Two key documents were finalized, "Lessons learned and Replicability guide", explaining the key aspects of civic crowdfunding to potential future users. Two main results were shared on following events: workshop “Cohesion Policy as a tool to boost and support entrepreneurship on islands" organized on 23rd of May 2022 in Brusells, Belgium, on the two Study visits (Neaples and Seville) and on the meeting with S3 JRC, on 19th of May 2022. Final activity, encompassing knowledge and policy mainstreaming, was implemented, as project final conference, on 15th of June 2022 in Barcelona. On the conference, we presented our project results. Our guest expert speakers presented opportunities offered by the European Innovation Council for local development (Mr. Vasileios Tsanidis - European Innovation Council), new regulation on Crowdfunding (Mr. Oliver Gajda - EuroCrowd) and possible use of crowdfunding as fund-matching (Mr. Panagiotis Kinanlis, project manager of the "Greek Fintech Cluster).
