Description (EN): The biggest problem of Croatia and Serbia is the intensified emigration of young people, which leads to a reduction in the regions development potential. A large number of unemployed people prove that the labor market today requires certain skills, competences and knowledge that unemployed persons do not have.In order to solve this fast-paced problem it is necessary to conduct extensive market analyzes in order to understand the real needs of the economy and the market as well as the specific skills and knowledge that contribute to the preparation of labor market forces. This project would also provide appropriate incentives for self-employment, innovation development, and at the same time reduce the poverty that is largely present in these regions.The project will contribute to creation of better conditions for raising the competitiveness and consequently faster employment of long-term unemployed.
The action will significantly influence conditions on the local labour market where local stakeholders are taking greater responsibility in creating more targeted employment policy. A further objective of the project is to improve the knowledge and skills of long-term unemployed in these regions through the creation of a new curriculum for occupations seeking the local labor market. We are in need of skills at local and regional level. Project output is cross border netvork between stakeholders in order to reduce identified skills gaps on the labor marketThe key target group are permanently unemployed persons as well as young unemployed persons who, with their acquired competences, do not meet market conditions. These target groups will be enabled improving knowledge and skills of unemployed through joint development of training programmes, methodology, networks for support employment, cross border partnerships in order to reduce identified skills gaps on the labor market.
Read more Achievements (EN): Business Forum held within the project COMMON:
On 21 July 2021, Business Forum was held within project COMMON in the Museum of Vučedol Culture in Vukovar. The goal is to influence the reduction of the problem of emigration and loss of labour force in the region by solving the perceived problem of insufficient skills and specific knowledge of workers.
Introductory lectures were given by Goran Rihelj, owner and editor of the most widely read Croatian professional travel portal Hrturizam.hr and tourism consultant, and Goran Dragaš, owner of InfraSound Trailer Music.
After introductory lectures and examples of good practice, an interesting panel discussion was held with the participation of representatives of the most successful entrepreneurial companies in Slavonia. This panel confirmed the necessity of the project and project activities because all entrepreneurs are struggling with a lack of professional staff and want to hire people from the region in which they operate.
Interesting entrepreneurial stories were told by panellists whose entrepreneurial ideas have resulted in great success in the global market. These companies have practically permanent job vacancies, but they lack adequate staff in the labor market.
Panellists agreed that education is needed for special skills that are lacking in the labor market in order to keep young people in Slavonia and entrepreneurs to get employees in the regions in which they operate.
Project COMMON successfully finished the Entrepreneurship Academy:
As part of the implementation of project COMMON, Vukovar Development Agency organized the Entrepreneurship Academy for the unemployed, people without sufficient experience in their work, and those who want to develop their business knowledge. Due to epidemiological measures, all workshops were held online, via ZOOM application.
The Entrepreneurship Academy was conducted from November 3, 2020 to February 4, 2021 through either group or individual workshops, directed towards the development and strengthening of soft and business skills together with career counseling.
Soft skills workshops dealt with topics important for entering and performing in the business market. Great focus was placed on the analysis of participants’ ideas and thus created a good foundation to properly apply everything that participants learned through the given topics.
Workshops on business skills addressed the topics of entrepreneurship, i.e., the goal was to raise awareness and motivate participants, create a business plan, determine the mission, vision, strategy, explore competition and develop a marketing plan for products and services.
Career counseling workshops were held in groups and individually. Group counseling included an introduction to career counseling, an assessment of participants entrepreneurial skills, development of a business idea, and taking the initiative. Individual consultations were held for each participant for 10 hours to elaborate on the idea and to provide additional guidance.
Participants expressed great satisfaction with the lecturers, materials, and knowledge transferred.

Expected Results (EN): Range of custer activities enhancing innovation, new technologies and ICT solutions.
Expected Outputs (EN): The project results include: developed platform as cross border network between stakeholders in order to reduce identified skills gaps on the labor market analysis methodology, research on the needs of the labor market for education and recommendations for new curricula and programs developed, at least new curricula, working group meetings for labor market analysis, educational material preparation. New training programs require new resources, in the form of knowledge of the trainers who deliver these programs. Technical knowledge on topics taught in the training program will also complement the knowledge about maintaining motivation and encouraging the unemployed to continue to look for work and to develop. Within this result, the educational institution in the project will increase its ability to assist unemployed people in terms of providing expert knowledge and skills, as well as assisting in their job search.
The project results will include staff trained for program delivery, teaching staff trained in conducting motivational workshops and training basic skills for long-term unemployed people. As part of the project we want to provide comprehensive support to unemployed people in our target group. It is important that the public is aware of initiatives undertaken to combat unemployment and assist the unemployed people to become employed. This will also strengthen the importance of the HRD Strategy and the Strategic Planning of Labor Market Functioning. With different promotional means the project will be promoted in the public and information about it will be disseminated. This project will reduce unemployment in Croatia and Serbia, which will also affect the reduction of poverty in these regions. The new knowledge and skills that the unemployed will get will make it easier for them to find a new job.
