Joint Initiatives for Flood Resilience аcross Watersheds in CB Region/ FLOOD RESILIENCE

1.Analyses for preparation of hazard map for floods in CB region - Dimitrovgrad and Uzunkopru LP and PP2 will realize flood hazard analyses of the situation of the local flood threats in Dimitrovgrad and Uzunkopru which expose to risk more than dozens of villages in the region. The map hazard will be done by the experts' group - one from Turkey and one from Bulgaria which will analyse the situation in the municipalities related to the evaluation of the risk from floods in the CB area. Two experts will prepare a report for the situation. The report will include information about the measures which have been taken by the interested regional, national and local institutions aiming at preventing, measuring and early warning of the local population for the events of floods in the region. Two experts will work 3 months under these analyses and will prepare joint report for the flood hazard in the two municipalities. They will also prepare a map showing the points which are threatened by the risk of floods in the region. In the second month of their work the two experts will come together in Bulgaria and will discuss the structure of the joint report and the view of the map. The Report will provide clear information for the preventive measures that should be taken by the two project partners for minimizing the risk from floods in the targeted areas. The Report will be presented in English language and will be published in 25 copies – for the purpose to be distributed among the local interested institutions. The Report will include a map of the regions threatened by floods. 2. Creation of a group "Disaster management volunteers in the CB region" Under the project, young people from Uzunkopru and Dimitrovgrad will be trained as volunteers for acting during a flood situation in the CB region and supporting the local citizens for their safe evacuation from the affected areas.10 Turkish and 10 Bulgarian young people will be trained for acting in a situation of flood and will learn how to support and protect other people affected by the event. They will be trained in Turkey by experts in rescue themes. The need from training of the local people and especially of young people from the villages and neighbourhoods which are affected from the increasing of the water levels, were realized during the implementation of PREVENT project by the two partners under the First Call. The local people and especially young people are the main and initial power which plays a vital role in helping those affected. They can provide invaluable assistance during the evacuation and rescue activities in situations of floods on local level. The young and capable people should be trained how to act in a situation of disaster and how to assist their neighbours. The voluntaries will pass 5 day training in Turkey to achieve additional rescue capacity required to respond to more frequent emergencies and disasters in the future. Turkish and Bulgarian young people will be ready to participate in this CB informal volunteer group and as ordinary citizens to volunteer their time, knowledge, skills and resources to help others in times of crisis. 3. Innovative approach for ensuring sustainability of the prevention measures against flooding in CB region - On the basis of the long term experience of the PPs in implementation of measures related to the management of the risks in the CB region, they will take an innovative approach for ensuring permanent protection from the damaging effects of the floods especially on the local settlements and agricultural areas. This innovative measure consists of increasing the technical capacity of the PPs aiming to implement successful and long-term activities in prevention of floods as maintenance of dykes, corrections of rivers and gullies and realization of other hydrotechnical and protective facilities. The LP will purchase a new and innovative machine with a full range of equipment, ensuring its practicability and working in narrow, steep beds of rivers, water channels, ditches and road lay-bys to protect national and municipal roads from floods to provide normal accessibility during natural disasters. PP2 will purchase a new and innovative excavator with chains and one tired wheel loader that will provide a chance to the machines to work in the flooded areas especially for clearing and opening of river channels between the agricultural fields. These machines will be used for implementation of sustainable cleaning and correction activities ensuring normal flowing of the waters especially of rivers, which have remained unclean for years. The equipment will also be used for maintaining of the local dams and their embankments, that threating many local settlements from flooding. 4.Infrastructural works for prevention of the local floods in CB region - Dimitrovgrad and Uzunkopru are cities built on flood-prone land (especially the villages of Dimitrovgrad Municipality and the town centre of Uzunkopru), and its inadequate storm drainage makes flooding worse. Very often these local obstacles are combined with the unprecedented rainfalls leading to floods. Under this activity two PPs will carry out infrastructural works for cleaning and corrections of the local river beds, channels, ditches, gullies, road lay-bys, especially those crossing and passing by local villages and agricultural fields. Correction activities will be implemented according to the specifications presented as annexes to the current AF. The innovative machines purchased under the project will be used during the correction and improvement of rivers, channels, gullies and ditches. There will be cleaned discharge channels and the river beds will be also cleaned. The implementation of this activity will seriously help not only reaching the objectives and goals set, but will be a serious tool for the implementation of the municipal, district and national general strategic documents and more specifically, the ones related to disaster and crises management. 5.Activities for build - up of culture of disaster protection among the local people and children - Two important target groups will be covered under this activity: elderly people and children. Elderly people especially from the villages, affected by the previous floods in Dimitrovgrad will be involved in a training carried out with the participation of members of the volunteer disaster management team. There will be Evacuation guidance and emergency rescue activities in Bulgaria, called FLOOD RESILIENCE day. The training will cover Dimitrovgrad and the near villages: Bryast, Mercihleri, Zdravets and Stransko. The training will be a demonstration of the activities which should be taken in a situation of emergency in the region and will aim at increasing knowledge and capacity building for a good coordination of the local people with the interested rescue organizations. The training will be one day. Under the activity children, as a very sensitive target group, will be addressed too. Preliminary prepared handbooks for children covering the themes relating for increasing preparedness of the children for disasters will be distributed in 20 schools in the CB area. The handbook will be presented in Turkish and Bulgarian (1500-1500) considering the age group of the children. Also, one day flood disaster preparedness game-day event will be organized in Uzunkopru, on which children from primary schools will participate – 40 children. Two project partners will spread also posters (500 -500) in the schools aiming to increasing preparedness in situations of disaster in the region. 6.Activities for ensuring sustainability of the project and cooperation for mitigation of the risk from floods in CB area - The two project partners will continue their partnership and joint cooperation in the field of prevention created under the project PREVENT and upgrading the established online network between interested rescue and emergency organizations. IT platform of volunteers from Bulgaria and Turkey will be established at the web site: preventdisaster.org. This online tool will provide a chance to the local volunteers and their organizations to get in contact with the public institutions and national organizations and to coordinate and plan implementation of joint activities. It will provide information for trainings, rescue exercises and capacity building events in the region oriented to volunteers in disaster management fields. The platform will also be a tool for online connection between rescue and emergency prevention NGOs and public institutions. Dimitrovgrad and Uzunkopru Municipalities will sign a Protocol for mutual aid and cooperation in situations of disaster in the cross border area. This protocol will be signed on the final press conference which will be organized in Uzunkopru at the final stage of the project implementation.

1. Uzunköprü ve Dimitrovgrad ilçelerinde taşkınlar risk alanların analizin yapılması ve haritalandırılması – LP and PP2 tarafından Uzunköprü ve Dimitrovgrad alanlarında onlarca köyü tehdit eden yerel sel tehlikesi durumu hakkında sel risk analizleri hazırlanacak. Sel analizi iki uzman tarafından hazırlanacaktır - bir Bulgar ve bir Türk uzamanı tarafından ve belediyelerdeki sel tehditi durumu incelenecek ve rapor hazırlanacak. Raporda, bölgedeki sellere ilişkin olaylara yerel nüfusu önlemek, ölçmek ve uyarmak için ilgili bölgesel, ulusal ve yerel makamlar tarafından alınan önlemler hakkında bilgiler yer alacaktır. Bu analizler sırasında iki uzman üç ay boyunca çalışacak ve her iki belediyede ortak bir sel tehlikesi raporu oluşturacaktır. Ayrıca bölgedeki sel riski taşıyan noktaları gösteren bir harita çizeceklerdir. Çalışmalarının ikinci ayında, iki uzman Bulgaristan'da toplanacak ve ortak raporun içeriğini ve harita görünümünü tartışacaklar. Rapor da yarıca, hedef alanlardaki taşkın riskini en aza indirmek için iki proje ortağı tarafından alınacak önleyici tedbirler hakkında bilgi sunulacaktır. Rapor, İngilizce olarak sunulacak ve yerel paydaşlar arasında dağıtılmak üzere 25 kopya halinde yayınlanacaktır. Raporda sele eğilimli alanların bir haritası da yer alacaktır. 2. "Sınır ötesi alanda afet yönetimi için gönüllüler" grubunun oluşturulması. Proje kapsamında Uzunköprü ve Dimitrovgrad İlçelerinden 10 Bulgar ve 10 Türk gencin katılımıyla afet yönetimi ve müdahale gönüllüler grubu oluşturulacatır. Bu gençler afet durumunda yerel vatandaşların güvenlli bölgelere tahlili ve afetlerin önlenmesi için yapılması gerekenler konusunda eğitilecektir. Eğitim Türkiyede uzmanlar tarafından gerçekleştirilecek. Genlerin ve özellikle su seviyesinin sıklıkla yükseldiği köylerin ve yerleşim alanlarınd ayaşayan vatandaşların eğitilmesi ihtiyacı daha önce uygulanmış olan PREVENT projesinde tespit edildi. Yerel halk ve özellikle gençlerin, afetlerden etkilenen kişilere yardımcı olmak için hayati bir rol taşımaktadır. Onlar yerel düzeyde sel durumlarında tahliye ve kurtarma operasyonları sırasında paha biçilmez yardım sağlayabilirler. Gençlerin ve yetenekli insanların, afet durumunda nasıl davranacakları ve komşularına nasıl yardımcı olacakları konusunda eğitilmelidir. Gönüllüler, gelecekte daha sık görülen acil durumlara ve felaketlere cevap vermek için ihtiyaç duyulan ek kurtarma kapasitelerini elde etmek için Türkiye'de 5 günlük eğitime katılım sağlayacaklar. Türk ve Bulgar gençleri, sınır ötesi bölgedeki bu gayri resmi gönüllü gruba katılmaya ve sıradan vatandaş olarak kriz zamanlarında başkalarına yardım etmek için zaman, bilgi, beceri ve kaynaklarıyla gönüllü olarak katılmaya hazır olacaklar. 3- Sınır ötesi alanda sel önleme tedbirlerinin sürdürülebilirliğini sağlamak için yenilikçi yaklaşımların uygulanması: Ortakların, sınır ötesi alanda risk yönetimi önlemlerinin uygulanmasına ilişkin uzun deneyimlerine dayanarak, sellerin, özellikle yerel yerleşim yerlerinde ve kırsal alanlarda zararlı etkilerine karşı kalıcı bir koruma sağlamak için yenilikçi bir yaklaşım benimserler. Bu yenilikçi yaklaşım her iki ortağın teknik kapasitesinin arttırılmasını kapsayacaktır: bu şekilde nehirlerin temizlenmesi, devamlı bakımı, uzun vadeli taşkın önleme faaliyetlerin uygulanması sağlanacaktır. 4 - Sınır ötesi bölgesinde yerel taşkınları önlemek için altyapı çalışmaların yapılması: Bu faaliyet kapsamında yerel derelerin temizlenmesi, özellikle de kırsal alanlarında ve tarımsal alanları tehdit eden derelerin temizlenmesi sağlanacaktır. Derelerin temizlik çalışmalarını içeren altyapı çalışmaları projenşn ekinde şartname olarak sunulmuştur. Proje kapsamında alınmış olan modern ekipmanlarla nehirlerin ve dere kanalların düzenlenmesi ve temizlenmesi için kullanılacaktır. Bu etkinliğin uygulanması projenin amaç ve hedeflere ulaşmak için yardımcı olacak bunun yanı sıra da afet krizlerin yönetimiyle ilgili hazırlanmış olan stratejilerin hayata geçirilmesi için ciddi bir araç olacaktır. 5. Yerel halk ve çocuklar arasında afet koruma kültürü oluşturma faaliyetleri. Bu faaliyet kapsamında iki önemli hedef grubu kapsanmaktadır- taşkınlardan sıklıkla etkilenen köylerde yaşayan yaşlılar ve bölgedeki gençler/ çocuklar. Özellike daha önce taşkınlardan etkilenmiş olan köylerdeki yaşlıların ve eğitilmiş olan gençlerin katılımıyla Dimitrovgrad ilçesinde bir günlük ortak ‘Sele Karşı Dayanıklı’ sel kurtarma tadbikatı gerçekleştirilecektir. Uzunköprü ilçesinde çocuklara yönelik acil ve afet durumları konusunda bilgi amaçlı bir rehber yayınlanacaktır. Rehberde Türkçe (1500) ve Bulgarca (1500) çocukların yaşlarına uygun afet durumları konusunda bilgiler sunulacaktır. Ayrıca Uzunköprü ilçesinde çocuklara yönelik bir günlük afet durumları çocuk yarışması gerçekleştirilecektir – 40 öğrenci. Okullar için de iki ortak tarafından afişler hazırlanacaktır (500-500). 6. Sınır ötesi bölgesinde taşkın riskini azaltmak için ve projenin sürdürülebilirliğini ve işbirliğini sağlayacak eylemler. İki ortak, ÖNLEME projesi kapsamında önleme alanındaki kurulan ortaklığını ve işbirliğini ve ilgili kurtarma ve acil durum örgütleri arasındaki kurulmuş olan ağın geliştirilmesi sürdürülecektir. Bulgaristan ve Türkiye'den eğitilmiş olan genç gönüllüler için bir bilgi platformu oluşturulacaktır: preventdisaster.org sayfasında. Bu online araç, yerel gönüllülere ve kuruluşlarına kamu kurumları ve ulusal kuruluşlarla iletişim kurma ve ortak faaliyetlerin uygulanmasını koordine etme ve planlama şansı verecektir. Afet yönetimi alanında gönüllülere yönelik olarak bölgedeki eğitim, kurtarma çalışmaları ve kapasite geliştirme etkinlikleri hakkında bilgi verecek. Platform ayrıca STK'lar ve kamu kurumları arasında acil durum önleme konusunda online bir bağlantı aracı olacak. İki belediye arasında ayrıca Sınır ötesi alanda felaket durumlarında karşılıklı yardım ve işbirliği protokolü imzalanacaktır. Bu protokol uzunköprüde düzenlenecek olan kapanış toplantısında imzalanacaktır.

1.Анализи за изготвяне на карта на опасностите от наводнения в трансграничния регион - Димитровград и Узункьопрю. ВП и ПП2 ще изготвят анализи на риска от наводнения за състоянието на местните заплахи от наводнения в Димитровград и Узункьопрю, които излагат на риск повече от десетки села в региона. Картата на опасността ще бъде изработена от експертната група - една от Турция и една от България, която ще анализира ситуацията в общините, свързана с оценката на риска от наводнения в трансграничния район. Двама експерти ще изготвят доклад за ситуацията. Докладът ще включва информация за мерките, предприети от заинтересованите регионални, национални и местни институции, насочени към предотвратяване, измерване и ранно предупреждение на местното население за събития, свързани с наводненията в региона. Двама експерти ще работят 3 месеца по време на тези анализи и ще изготвят съвместен доклад за опасността от наводнения в двете общини. Също така те ще изготвят карта, показваща точките, които са застрашени от риска от наводнения в региона. През втория месец от работата си двамата експерти ще се съберат в България и ще обсъдят структурата на съвместния доклад и изгледа на картата. Докладът ще предостави ясна информация за превантивните мерки, които трябва да бъдат предприети от двамата партньори по проекта за минимизиране на риска от наводнения в целевите райони. Докладът ще бъде представен на английски език и ще бъде публикуван в 25 екземпляра - с цел да бъде разпределен между местните заинтересовани институции. Докладът ще включва карта на районите, застрашени от наводнения. 2.Създаване на група "Доброволци за управление на бедствия в трансграничния регион". В рамките на проекта младежи от Узункьопрю и Димитровград ще бъдат обучени като доброволци за действие по време на наводнение в трансграничния район и подпомагане на местните граждани за безопасна евакуация от засегнатите райони.10 Турски и 10 български младежи ще бъдат обучени за действащи в ситуация на наводнение, и ще се научат как да подкрепят и защитават други хора, засегнати от събитието. Те ще бъдат обучени в Турция от експерти по спасителни теми. Необходимостта от обучение на местните хора и особено на младите хора от селата и кварталите, които са засегнати от повишаването на нивата на водата, се реализираха по време на изпълнението на проекта PREVENT от двамата партньори по първата покана. Местните хора и особено младите хора са основната и начална власт, която играе жизненоважна роля в подпомагането на засегнатите. Те могат да осигурят безценна помощ по време на евакуационните и спасителни дейности в ситуации на наводнение на местно ниво. Младите и способни хора трябва да бъдат обучени как да действат в ситуация на бедствие и как да съдействат на своите съседи. Доброволците ще преминат 5 дневно обучение в Турция, за да постигнат допълнителен капацитет за спасяване, необходим за реагиране при по-чести спешни случаи и бедствия в бъдеще. Турските и българските младежи ще бъдат готови да участват в тази неформална група за доброволци в трансграничния регион и като обикновени граждани да дадат доброволно време, знания, умения и ресурси, за да помагат на другите по време на криза. 3. Иновативен подход за осигуряване на устойчивост на превантивните мерки срещу наводненията в трансграничния регион. Въз основа на дългогодишния опит на партньорите в прилагането на мерките, свързани с управлението на рисковете в трансграничния регион, те ще предприемат новаторски подход за осигуряване на трайна защита от вредните въздействия на наводненията, особено върху местните населени места и селскостопански райони. Тази новаторска мярка се състои в повишаване на техническата възможност на партньорите, целящи осъществяването на успешни и дългосрочни дейности в предотвратяването на наводнения, като поддържане на диги, ремонт на реки и дерета и реализация на други хидротехнически и защитни съоръжения. ВП ще закупи нова и новаторска машина с пълна гама оборудване, осигуряваща нейната практичност и работа в тесни, стръмни легла на реки, водни канали, канавки и пътни съоръжения за защита на национални и общински пътища от наводнения, за да осигури нормална достъпност по време на природни бедствия. ПП2 ще закупи нов и иновативен багер с вериги и един уморен колесен товарач, който ще даде шанс на машините да работят в наводнените райони, особено за почистване и отваряне на речните канали между селскостопанските полета. Тези машини ще бъдат използвани за осъществяване на устойчиви дейности за почистване и коригиране, осигуряващи нормално течение на водите, особено на реките, които са останали нечисти от години. Оборудването ще бъде използвано и за поддържане на местните язовири и техните насипи, които застрашават много местни селища от наводнения. 4. Инфраструктурни работи за предотвратяване на местните наводнения в трансграничния регион. Димитровград и Узункьопрю са градове, построени върху наситена от наводнения земя (особено в селата на община Димитровград и центъра на град Узункьопрю), а неадекватното й дъждовно изсипване прави наводненията по-лоши. Много често тези местни пречки се съчетават с безпрецедентните валежи, водещи до наводнения. При тази дейност двамата партньори по проекта ще извършват инфраструктурни работи за почистване и коригиране на местните речни корита, канали, канавки, дерета, пътни съоръжения, особено тези, които преминават от местни села и земеделски находища. Дейностите за коригиране ще се изпълняват в съответствие със спецификациите, представени като приложения към настоящата апликационна форма. Иновативните машини, закупени по проекта, ще бъдат използвани при корекцията и подобряването на реките, каналите, деретата и канавите. Ще бъдат почистени каналите за изхвърляне и речните легла също ще бъдат почистени. Изпълнението на тази дейност сериозно ще помогне не само за постигането на поставените цели и задачи, но и ще бъде сериозен инструмент за изпълнение на общинските, областните и националните общи стратегически документи, и по-специално тези, свързани с управление на бедствия и кризи. 5.Дейности за изграждане на култура, свързана със защита при бедствия сред местните хора и деца. В рамките на тази дейност ще бъдат обхванати две важни целеви групи: възрастните хора и децата. Възрастните хора, особено от селата, засегнати от предишните наводнения в Димитровград, ще бъдат включени в обучение, проведено с участието на членове на екипа за доброволно управление на бедствия. Ще има евакуационни кариерни и спасителни аварийни дейности в България, по време на изпълнието на ден "УСТОЙЧИВИ НА НАВОДНЕНИЯТА". Обучението ще обхване Димитровград и близките села: Бряст, Меричлери, Здравец и Странско. Обучението ще бъде демонстрация на дейностите, които трябва да бъдат предприети в извънредна ситуация в региона и ще се стреми към повишаване на знанията и изграждането на капацитет за добра координация на местните хора със заинтересованите спасителни организации. Обучението ще бъде един ден. В рамките на дейността децата ще бъдат разгледани и като много чувствителна целева група. Предварително подготвени наръчници за деца, обхващащи темите, свързани с повишаване готовността на децата за бедствия, ще бъдат разпределени в 20 училища в трансграничния регион. Наръчникът ще бъде представен на турски и български език (1500-1500), като се има предвид възрастовата група на децата. Също така, в Узункьопрю ще се проведе еднодневно състезание за подготовка при наводнения и бедствия, на което ще участват деца от началните училища - 40 деца. Двамата партньори по проекта ще разпространяват и плакати (500-500) в училищата, насочени към повишаване на подготвеността при бедствия в региона. 6.Дейности за осигуряване на устойчивост на проекта и сътрудничество за смекчаване на риска от наводнения в трансграничния регион. Двамата партньори ще продължат своето партньорство и съвместно сътрудничество в областта на превенцията, създадени по проекта PREVENT и модернизирането на изградената онлайн мрежа между заинтересованите спасителни и аварийни организации. Информационна платформа на доброволци от България и Турция ще бъде създадена на уеб сайта: preventdisaster.org. Този онлайн инструмент ще даде шанс на местните доброволци и техните организации да се свържат с обществените институции и националните организации и да координират и планират осъществяването на съвместни дейности. Тя ще осигури информация за обучения, спасителни учения и събития за изграждане на капацитет в региона, насочени към доброволци в областта на управлението на бедствия. Платформата ще бъде и инструмент за онлайн връзка между НПО и публични институции относно превенция при спешни случаи. Общините Димитровград и Узункьопрю ще подпишат Протокол за взаимопомощ и сътрудничество в ситуации на бедствие в трансграничния регион. Този протокол ще бъде подписан на заключителната пресконференция, която ще бъде организирана в Узункьопрю на последния етап от изпълнението на проекта.
