Description (EN):

The MONTCLIMA project will develop the first transnational strategic framework for the prevention and management of natural risks in mountain areas for the SUDOE territory. Mountain areas are among the territories most affected by natural risks and these risks are expected to increase due to the effects of climate change (more severe droughts, higher average temperatures, changes in rainfall patterns). These risks know no administrative boundaries (e.g. fires that cross borders of continuous forest stands) and need transnational coordination to deal with them. Therefore, one of the strong points of this project is its partnership that brings together competent bodies in the field at state level, research centers and representatives of regional and local authorities from three countries. This partnership will ensure transnational governance and will draw on its previous experience in territorial cooperation projects and in the thematic area. The novelty of this project lies in the 4 pilot projects for the implementation of solutions and action plans: 1) innovation in vine crops to prevent soil erosion, 2) adaptive forest management to prevent fires and improve resilience to droughts and 3) improvement of the protective role of forests and 4) monitoring of the dynamics of river basins to reduce the risk of torrential floods. Both the transnational strategic framework and the pilot projects will be accompanied by a working group on capitalisation of existing tools and information and a working group on knowledge transfer. One of the most outstanding tools will be a cartographic viewer with information on vulnerable areas, history of disasters in mountain areas and a compilation of good practices. In terms of knowledge transfer, 5 thematic seminars, a multi-risk seminar at the beginning of the project and a final transnational colloquium will be held to present the results.

El proyecto MONTCLIMA desarrollará el primer marco estratégico transnacional de prevención y gestión de riesgos naturales en zonas de montaña para el territorio SUDOE. Las zonas de montaña están entre los territorios más afectados por los riesgos naturales y se prevé que estos riesgos se incrementen por los efectos del cambio climático (sequías más severas, temperaturas medias más elevadas, cambios en el régimen de las precipitaciones). Estos riesgos no conocen límites administrativos (por ejemplo incendios que traspasan fronteras de masas forestales continuas) y necesitan de una coordinación transnacional. Por eso, uno de los puntos fuertes de este proyecto es su partenariado que reúne a organismos competentes en la materia a escala estatal, centros de investigación y representantes de autoridades regionales y locales de tres países. Este partenariado asegurará la gobernanza transnacional y aprovechará su experiencia previa en proyectos de cooperación territorial y en la temática. La novedad de este proyecto radica en los 4 proyectos piloto de implementación de soluciones y planes de acción: 1) innovación en cultivos de viña para prevenir erosión del suelo, 2) gestión forestal adaptativa para prevenir incendios y mejorar la resiliencia frente a sequías y 3) mejora del rol protector de los bosques y 4) seguimiento de las dinámicas de las cuencas fluviales para reducir el riesgo de inundaciones torrenciales. Tanto el marco estratégico transnacional como los proyectos piloto irán acompañados de un grupo de trabajo de capitalización de herramientas e información existente y de uno de transferencia del conocimiento. Una de las herramientas más destacada será un visor cartográfico con información de zonas vulnerables, histórico de catástrofes en zonas de montaña y con una recopilación de buenas prácticas. En cuanto a la transferencia del conocimiento se realizarán 5 seminarios temáticos, un seminario multiriesgo al inicio del proyecto y un coloquio final transnacional de presentación de resultados.

Le projet MONTCLIMA développera le premier cadre stratégique transnational de prévention et de gestion des risques naturels en montagne pour le territoire SUDOE. Les zones de montagne sont parmi les territoires les plus touchés par les risques naturels et on s'attend à ce que ces risques augmentent en raison des effets du changement climatique (sécheresses plus graves, températures moyennes plus élevées, changements dans le régime des précipitations). Ces risques ne connaissent pas de frontières administratives (par exemple, les incendies qui affectent des peuplements forestiers continus et traversent ainsi les frontières) et nécessitent une coordination transnationale. C'est pourquoi l'un des points forts de ce projet repose sur le partenariat mis en place qui réunit des organismes compétents au niveau des États, des représentants des autorités régionales et locales de trois pays et des centres de recherche. Ce partenariat assurera une gouvernance transnationale et s'appuiera sur son expérience antérieure en matière de projets de coopération territoriale et dans le domaine ici traité. La nouveauté de ce projet réside dans les 4 projets pilotes de mise en œuvre de solutions et de plans d'action: 1) l'innovation dans la viticulture pour prévenir l'érosion des sols, 2) la gestion forestière adaptative pour prévenir les incendies et améliorer la résistance aux sécheresses et 3) l'amélioration du rôle des forêts protectrices et 4) la surveillance des dynamiques des bassins versants pour réduire le risque torrentiel. Tant le cadre stratégique transnational que les projets pilotes seront accompagnés d'un groupe de travail sur la capitalisation des outils et informations existants et d'un groupe de travail sur le transfert de connaissances. L'un des outils les plus remarquables sera un visualiseur cartographique contenant des informations sur les zones vulnérables, l'historique des catastrophes dans les zones de montagne et une compilation des bonnes pratiques. En termes de transfert de connaissances, 5 séminaires thématiques, un séminaire multirisque en début de projet et un colloque transnational de restitution des résultats seront organisés.

Expected Results (EN):

Within the framework of objective 1 of the project (To improve knowledge on the management of natural climatic risks in mountain areas by exploiting and capitalising on good practices and successful previous projects) the main results will be research on a geographical scale in mountain territories; comparative approaches of methods used in other projects in the territories to characterise risk levels; bibliographical analysis; surveys of the actors involved; compilation of scientific and technical work related to the risks associated with climate change; comparison of national and local regulations and standards; list of actors to be involved in the territory; comparative matrix of existing regulations and finally workshops on risks by sector of activity. Within the framework of objective 2 (Define a Transnational Strategic Framework for the management of risks associated with climate change and test it through Common Action Plans) the main results will be: a Transnational Strategic Framework and its validation by the different stakeholders and actors of the territory; the elaboration of 3 action plans and their implementation through pilot actions in the territories: plans on forest management, risk minimisation techniques and post-fire erosion; trials on vineyards to assess the effect of vegetation cover and flood management plans and prevention of damage to populations and infrastructures. Within the framework of objective 3, the main results, in addition to the communication elements of the project defined in the Communication WG, will be: transnational seminars, local information sessions, working meetings with politicians and associative representatives active in the field of natural risks and climate change, technical documents and tools produced and used by others. projects, etc.

Expected Results (ES):

En el marco del objetivo 1 del proyecto (Mejorar el conocimiento sobre la gestión de los riesgos naturales climáticos en zonas de montaña aprovechando y capitalizando buenas prácticas y proyectos exitosos anteriores) los principales resultados serán investigaciones a escala geográfica en territorios de montaña; enfoques comparativos de métodos utilizados en otros proyectos en los territorios para caracterizar los niveles de riesgo; análisis bibliográficos; encuestas a los actores involucrados; compilación de trabajos científicos y técnicos relacionados con los riesgos asociados al cambio climático; comparación de reglamentos y normas nacionales y locales; lista de actores a implicar en el territorio; Matriz comparativa de la normativa existente y finalmente talleres sobre riesgos por sector de actividad. En el marco del objetivo 2 (Definir un Marco Estratégico Transnacional para la gestión de riesgos asociados al cambio climático y testarlo a través de Planes de Acción Comunes) los principales resultados serán: un Marco Estratégico Transnacional y su validación por los diferentes grupos de interés y actores del territorio; la elaboración de 3 planes de acción y la puesta en marcha de los mismos a través de acciones piloto en los territorios: planes sobre gestión forestal, técnicas de minimización de riesgos y sobre la erosión post fuego; ensayos en viñedos para evaluar el efecto de cubiertas vegetales y planes de gestión de avenidas y prevención de daños en poblaciones e infraestructuras. En el marco del objetivo 3 los principales resultados, además de los elementos de comunicación del proyecto definidos en el GT de Comunicación, serán: seminarios transnacionales, sesiones informativas locales, reuniones de trabajo con los políticos y representantes asociativos activos en la temática de los riesgos naturales y del cambio climático, documentos técnicos y herramientas producidas y aprovechadas de otros proyectos, etc.

Dans le cadre de l'objectif 1 du projet (Améliorer les connaissances sur la gestion des risques climatiques naturels dans les zones de montagne en exploitant et en capitalisant les bonnes pratiques et les projets précédents réussis), les principaux résultats seront la recherche à l'échelle géographique dans les territoires de montagne ; les approches comparatives des méthodes utilisées dans d'autres projets des territoires pour caractériser les niveaux de risque ; analyse bibliographique ; enquêtes auprès des acteurs impliqués ; compilation des travaux scientifiques et techniques relatifs aux risques liés au changement climatique ; comparaison des réglementations et normes nationales et locales ; liste des acteurs à impliquer sur le territoire ; matrice comparative des réglementations existantes et enfin ateliers sur les risques par secteur d'activité. Dans le cadre de l'objectif 2 (Définir un cadre stratégique transnational pour la gestion des risques liés au changement climatique et le tester au moyen de plans d'action communs), les principaux résultats seront : un cadre stratégique transnational et sa validation par les différents acteurs et parties prenantes du territoire ; l'élaboration de 3 plans d'action et leur mise en œuvre par des actions pilotes dans les territoires : des plans de gestion forestière, des techniques de minimisation des risques et d'érosion post-incendie ; des essais sur les vignobles pour évaluer l'effet des plans de couverture végétale et de gestion des inondations et la prévention des dommages aux populations et aux infrastructures.

El primer Marco Estratégico Transnacional de gestión de riesgos naturales en las montañas del SUDOE, en consideración del cambio climático. Puesta en marcha de 5 acciones piloto de prevención y gestión de riesgos naturales . Un sistema de información de la vulnerabilidad pasada y futura frente a 4 riesgos de las montañas del SUDOE un Informe de “Análisis de los instrumentos técnicos y jurídicos en a gestión y prevención de riesgos naturales en las montañas del SUDOE.
