Description (EN): The common challenge of the project is to offer practical support to the municipalities of the partner area for the implementation of sustainable energy and climate adaptation policies, which are reflected in the transaction from SEAPs to SECAP. The main objective of the project is to improve energy planning by local operators, focusing on energy saving, renewable energy, reduction of CO2 emissions and mitigation measures related to climate change. The change that we want to bring about comes from choosing a transnational strategic approach, which will lead to the development of timely adaptation measures, ensuring consistency between different sectors and levels of governance, in order to understand the impacts of climate change and implement policies for optimal adaptation, through the development of regional and local strategies, consistent with those at national level. The presence of Slovenian Ministries as associated partners and the FVG Region ensures that choices will be shared with governance bodies, guaranteeing the coherence of the strategy with national and regional action plans and development policies. The results will be a unified cross-border strategy, supporting the transition to a green economy, and creating new job opportunities; training sessions for municipalities and raising public awareness; transition of some SEAPs to CFSP; other pilot actions aimed at defining methodologies for a CFSP adapted to local needs, as well as small infrastructure investments to monitor emissions into the atmosphere and energy consumption.
Read more Description (IT): La sfida comune che il progetto si propone è di offrire un supporto pratico ai Comuni dell'area partner per l'implementazione di politiche energetiche sostenibili e di adattamento climatico, che si riflettono nella transazione dai SEAP in SECAP. L’obiettivo principale del progetto è di migliorare la pianificazione energetica da parte degli operatori locali, puntando sul risparmio energetico, sulle energie rinnovabili, sulla riduzione delle emissioni di CO2 e sulle misure di mitigazione connesse alle variazioni climatiche in essere. Il cambiamento, che si vuole attuare, deriva dalla scelta di un approccio transnazionale strategico, che porterà a sviluppare misure di adattamento tempestive, che garantiscano coerenza tra i diversi settori e livelli di governance, al fine di capire gli impatti dei cambiamenti climatici e di attuare politiche per un adeguamento ottimale, attraverso lo sviluppo di strategie regionali e locali, coerenti con quelle nazionali. La presenza di Ministeri sloveni, quali partner associati, e della Regione FVG garantisce la condivisione delle scelte con organismi di governance per assicurare la coerenza della strategia con i piani d’azione e con le politiche di sviluppo nazionali e regionali. I risultati saranno una strategia transfrontaliera unitaria, che garantirà la transazione verso un’economia verde, proponendo nuove opportunità di lavoro; sessioni formative per i Comuni e sensibilizzazione dell’opinione pubblica; transizione di alcuni PAES in PAESC; altre azioni pilota volte a definire metodologie per un PAESC adattato ai bisogni locali, nonché piccoli investimenti infrastrutturali per monitorare le emissioni in atmosfera ed i consumi energetici.
Read more Description (SL): Skupen izziv projekta je nuditi občinam partnerskih območij praktično podporo pri izvedbi trajnostnih energetskih politik in pri prilagajanju okoljskim spremembam, ki se ugotavljajo na prehodu iz Trajnostnega energetskega akcijskega narta (SEAP) v Akcijski načrt za trajnostno energijo in podnebne spremembe (SECAP). Glavni cilj projekta je pomagati lokalnim operaterjem izboljšati sposobnost energetskega načrtovanja z osredotočenjem na energetsko varčevanje, obnovljive vire, zmanjšanje emisij CO in na omilitvene ukrepe, ki so povezani s podnebnimi spremembami. Sprememba, ki jo želimo uvesti, izhaja iz strateškega čeznacionalnega pristopa, s katerim bomo zagotovili hitre ukrepe za prilagajanje in skladnost med različnimi sektorji in ravnmi upravljanja. Namen tega je razumeti vplive podnebnih sprememb in razviti ter uvesti politike, da bi zagotovili optimalno raven prilagajanja z razvojem regionalnih in lokalnih strategij, ki bi bile skladne z nacionalnimi. Prisotnost slovenskih ministrstev (kot pridruženih partnerjev) in dežele FJK zagotavlja izmenjavo izbir z organi upravljanja ter usklajenost strategije z akcijskimi načrti ter z nacionalnimi in deželnimi razvojnimi politikami. Predvideni rezultati so: čezmejna enotna strategija, ki bo zagotovila prehod v zeleno gospodarstvo in zagotavljala nove priložnosti zaposlitve; izobraževalni tečaji za občine in ozaveščanje javnosti; prehod iz nekaterih Trajnostnih energetskih akcijskih nartov (SEAP) v Akcijski nart za trajnostno energijo in podnebne spremembe (SECAP); druge pilotne aktivnosti za opredelitev metodologij za SECAP, ki bodo prilagojene lokalnim potrebam ter majhne infrastrukturne investicije, namenjene spremljanju emisij v ozračje in energetski porabi, ter kot primeri dobre prakse.

Main results:
The main results of the SECAP project were: 1. - study on the impact of climate change on the Program Area with methodological and EIB reports for the Municipalities involved. To this end, a common methodology was tested to be provided to the PA for the definition, in an effective and cost-effective way, of the EIBs and MEIs (inventory & monitoring of emissions). The cooperation between PPs that have consolidated scientific skills, alongside the experiences brought by subjects who “govern” the territories at various levels, has ensured effective cross-border planning for the reduction of carbon emissions (OS2.1 of the CP ITA SLO). The exchange of good practices between PPs, but also the capitalization of previous and successful experiences on the subject of energy efficiency (with particular attention to the Covenant of Mayors), led to the drafting of a joint strategy to optimize the consumption of existing resources. 2.- creation of an inventory of strategies, measures and projects already defined and useful for increasing urban resilience, creation of bilingual online databases of statistics and data on energy / climate / environment and an Italian-Slovenian atlas of the vulnerability of territories with insights on an urban scale. On the basis of the foregoing, a coordinated approach was adopted to obtain the conversion of SEAP into SECAP, with a focus on the transition from mitigation to adaptation. The guidelines promote the entry of those Municipalities still outside the SEAP / SECAP process.
These guidelines are cross-border and unique for the Italian and Slovenian territory, as they are shared between all PPs and the outcome of the integrated work of WP3.1 / 3.2 / 3.3-development interventions of action plans and other concrete activities. SECAP has tested the effectiveness of the work carried out with the accompaniment of some municipalities in the process of transforming SEAP into SECAP, both in Italy and in Slovenia. After a training course, the Municipalities were supported by the PPs in drafting the SECAPs. In Italy it was treated how to draft a large area SECAP, and where the supra-municipal SECAP was not drafted, it was the individual municipalities that were involved in the implementation of the activity. In addition, Municipalities were encouraged to improve energy efficiency by creating interventions for a better use of energy resources, resulting in a reduction in emissions, by carrying out an energy audit and a summary publication on existing good practices and their replicability. SECAP's infrastructural interventions do not aim to fully implement the strategies developed in the previous phases, but have a demonstrative role and provide tangible elements and experiences that will actively contribute to testing energy saving interventions. These results make an effective contribution to indicator 2.1.1 d for SO 2.1, because both directly and indirectly, the level of the ability of the cities, affected by the project actions, to reduce their energy consumption in public buildings is improved. . Furthermore, from the development of a unified cross-border mitigation and adaptation strategy and from the passage of SEAPs to SECAPs, positive effects are expected on the entire Program area, guaranteeing continuity of cooperation to strengthen actions aimed at acting on greenhouse gases, resilience and mitigation. / adaptation to climate change with direct integration of the results in regional and national programming / planning with the Climate Change Adaptation Strategies of Italy and Slovenia.

Expected Results (EN): The overall objective of SECAP is to foster the sustainable development of the cross-border territory by promoting low-carbon strategies for all types of territory, in particular urban areas, creating relevant adaptation and mitigation measures (Axis 2 priority 4e). The project, in fact, will lead to the cross-border sharing of tools, methodologies and databases and will generate positive effects on local planning in the whole programme area. The transition to a low-carbon society will be implemented in the infrastructure interventions of PP4 and PP10 and in the evolution of SEAPs into CFSP for some municipalities/ITUs/metropolitan cities. The sustainable development models of the Covenant of Mayors will therefore be promoted by improving the quality of life and resilience to climate change.
Read more Expected Results (IT): L’obiettivo complessivo di SECAP è di incentivare lo sviluppo sostenibile del territorio trasfontaliero, promuovendo strategie per basse emissioni di carbonio per tutti i tipi di territorio, in particolare le aree urbane, creando pertinenti misure di adattamento e mitigazione (Asse 2 priorità 4e). Il progetto, infatti, porterà alla condivisione transfrontaliera di strumenti, metodologie e banche dati e genererà ricadute positive sulla pianificazione locale di tutta l’area programma. La transizione verso una società a basse emissioni di carbonio troverà attuazione negli interventi infrastrutturali dei PP4 e PP10 e nell’evoluzione dei PAES in PAESC per alcuni Comuni/UTI/Città metropolitane. Si promuoveranno pertanto i modelli di sviluppo sostenibile del Patto dei Sindaci con miglioramento della qualità di vita e della resilienza ai cambiamenti climatici.
Read more Expected Results (SL): Skupni cilj SECAP je spodbujati trajnostno rast čezmejnega območja s promocijo strategij za zmanjšanje emisij ogljika za vse vrste območij, zlasti mestnih, in z izdelavo ustreznih ukrepov prilagajanja in blažitve (2. os, prioriteta 4e). Projekt bo sicer prispeval k skupni čezmejni rabi orodij, metodologij in podatkovnih baz in bo imel pozitivne vplive na lokalno načrtovanje celotnega programskega območja. Prehod v družbo z nizkimi emisijami ogljika bosta PP4 in PP10 izvedla z infrastrukturnimi posegi in s prehodom iz SEAP v SECAP za nekatere občine/MTU/metropolitanska mesta. Pri tem se bodo spodbujali modeli trajnostnega razvoja Konvencije županov za izboljšanje kakovosti življenja in odpornosti proti podnebnim spremembam.

2.- The creation of an inventory of strategies, measures and projects already established, that can be used to increase urban resilience, the creation of a bilingual online database of statistics and data on energy/climate/environment and an Italo-Slovenian atlas of territorial vulnerability with in-depth studies on an urban scale. This will be used as a basis for a coordinated approach to convert SEAPs into SECAPs, with a focus on the transition from mitigation to adaptation. The guidelines will promote the entry of those municipalities still outside the SEAP/SECAP process. These guidelines will be cross-border and unique for the Italian and Slovenian territories, as they will be shared among all the PPed outcome of the integrated work of WP3.1/3.2/3.3-interventions for the development of action plans and other concrete activities. SECAP aims to test the effectiveness of the work carried out by shadowing some municipalities in the transformation of SEAP into SECAP, both in Italy and Slovenia. After a training course, the Municipalities (at least 10) will be supported by the PPs in drafting the SECAP. In Italy, we will consider how to draw up SECAPs for a large area (e.g. in the PP4 territory or in FVG involving the ITUs). In any case, if the supra-municipal SECAP cannot be drawn up, the individual municipalities will be involved in carrying out the activity. Moreover, the Municipalities will be encouraged to improve energy efficiency by creating interventions for a better use of energy resources and reducing emissions, performing an energy audit and a summary publication on existing good practices and their repeatability. SECAP's infrastructure interventions do not aim to fully implement the strategies developed in previous phases; instead, they are designed to demonstrate and provide tangible elements and experiences that will actively contribute to the testing of energy saving interventions. These results will make an effective contribution to the indicator 2.1.1 d for SO 2.1, by improving, both directly and indirectly, the ability of the cities involved in the project actions to reduce their energy use in public buildings. The development of a unified cross-border mitigation and adaptation strategy and the transition of SEAPs to SECAPs will also have a positive impact on the entire Programme area, ensuring ongoing cooperation to strengthen actions on greenhouse gases, resilience and climate change mitigation/adaptation with direct integration of the results into the regional and national planning/programme with the Climate Change Adaptation Strategies of Italy and Slovenia.
Read more Expected Outputs (IT): I principali risultati attesi dal progetto SECAP sono:
1.- studio sull’impatto del cambiamento climatico sull’Area Programma con reports metodologici e BEI per i Comuni coinvolti. A tal fine si testerà una metodologia comune da fornire alle PA per la definizione, in modo efficace e con costi ridotti, delle BEI e delle MEI (inventario & monitoraggio emissioni). La cooperazione fra PP che hanno competenze scientifiche consolidate, accanto alle esperienze portate da soggetti che “governano” i territori a vari livelli, garantirà una efficace pianificazione trasfrontaliera per la riduzione delle emissioni di carbonio (OS 2.1 del CP ITA SLO). Lo scambio di buone prassi fra PP, ma anche la capitalizzazione di esperienze pregresse e di successo sul tema dell’efficientamento energetico (con particolare attenzione al Patto dei Sindaci), porterà alla redazione di una strategia congiunta per ottimizzare il consumo delle risorse esistenti.
2.- creazione di un inventario delle strategie, misure e progetti già definiti ed utili all’aumento della resilienza urbana, creazione di database online bilingue di statistiche e dati sull'energia/clima/ambiente e di un atlante italo-sloveno della vulnerabilità dei territori con approfondimenti su scala urbana. Sulla base di quanto detto si procederà con un approccio coordinato per ottenere la conversione di SEAP in SECAP, con un focus sulla transizione dalla mitigazione all'adattamento. Con le linee guida si promuoverà l'ingresso di quei Comuni ancora fuori dal processo SEAP/SECAP. Queste linee guida saranno trasfrontaliere ed uniche per il territorio italiano e sloveno, in quanto condivise tra tutti i PPed esito del lavoro integrato di WP3.1/3.2/3.3-interventi di sviluppo di piani di azione ed altre attività concrete. SECAP vuole sperimentare l’efficiacia del lavoro svolto con l’accompagnamento di alcuni Comuni nel percorso di trasformazione di SEAP in SECAP, sia in Italia che in Slovenia. Dopo un percorso formativo, i Comuni verranno supportati dai PP nella redazione dei SECAP (almeno 10 ). In Italia si valuterà come redigere SECAP di area vasta (per es. nel territorio del PP4 o in FVG coinvolgendo le UTI). In ogni caso, se il SECAP sovracomunale non sarà redigibile, saranno i singoli Comuni a venir coinvolti per l’attuazione dell’attività. Inoltre si incoraggeranno i Comuni verso l’efficientamento energetico creando interventi per un migliore uso delle risorse energetiche, con conseguente riduzione delle emissioni, relizzando un audit energetico ed una pubblicazione sintetica sulle buone prassi esistenti e la loro replicabilità. Gli interventi infrastrutturali di SECAP non mirano ad attuare pienamente le strategie elaborate nelle fasi precedenti, ma hanno un ruolo dimostrativo e forniscono elementi e esperienze tangibili che contribuiranno attivamente a testare gli interventi di risparmio energetico. Tali risultati daranno un contributo effettivo all’indicatore 2.1.1 d per l’OS 2.1, perché sia direttamente che indirettamente, si migliorerà il livello della capacità delle città, interessate dalle azioni di progetto, a ridurre i propri consumi di energia negli edifici pubblici. Inoltre, dallo sviluppo di una stategia unitaria transfrontaliera di mitigazione ed adattamento e dal passaggio dei SEAP ai SECAP, si prevedono ricadute positive su tutta l’area Programma, garantendo continuità di cooperazione per rafforzare le azioni volte ad agire sui gas serra, resilienza e mitigazione/adattamento ai cambiamenti climatici con diretta integrazione dei risultati nella programmazione/pianificazione regionale e nazionale con le Strategie di Adattamento ai Cambiamenti climatici di Italia e Slovenia.

1.- Študija o vplivih podnebnih sprememb na programsko območje z metodološkimi poročili in osnovnimi popisi emisij za sodelujoče občine. V ta namen bo preverjena skupna metodologija, ki bo javnim ustanovam nudila orodje za učinkovito in cenovno ugodno sestavo osnovnih popisov emisij in kontrolnega stanja emisij CO₂ (BEI in MEI) Sodelovanje med PP, ki imajo preverjene znanstvene kompetence, in ob izkušnjah, ki jih doprinašajo subjekti, zadolženi za "upravljanje″ območja na različnih ravneh, bo zagotavljalo učinkovito čezmejno načrtovanje za zmanjšanje emisij ogljika (os 2.1, PS Italija-Slovenija). Izmenjava dobrih praks med PP in kapitalizacija preteklih uspešnih izkušenj na temo povečanja energetske učinkovitosti (s posebnim poudarkom na Konvenciji županov) bo pripomogla k sestavi skupne strategije za optimizacijo porabe obstoječih virov.
2. Izdelava popisa obstoječih strategij, ukrepov in projektov, ki so koristni za povečanje odpornosti v mestih, sestava dvojezične spletne podatkovne baze s statistikami in podatki o energiji/podnebju/okolju ter slovensko-italijanski zemljevid ranljivosti območij s poudarkom na mestnem merilu. Na tej osnovi se bo delovalo z usklajenim pristopom in zagotovilo prehod iz SEAP v SECAP, s posebno pozornostjo na prehod iz blaženja na prilaganje. Z izdelanimi smernicami se bo spodbujal pristop tistih občin, ki še niso deležne procesa SEAP/SECAP. Smernice bodo čezmejne in enotne za celotno italijansko-slovensko območje, saj so skupne vsem PP. 3 Na osnovi rezultatov celovitega delovanja DS3.1/3.2/3.3 posegi za razvoj akcijskih načrtov in drugih konkretnih aktivnosti. SECAP želi preveriti učinkovitost opravljenega dela s spremljanjem nekaterih občin med postopkom spremembe iz SEAP v SECAP, tako v Italiji kot v Sloveniji. Po zaključenem izobraževanju bodo PP pomagali občinam pri sestavi SEAP-a (vsaj 10). V Italiji se bo preučilo, kako sestaviti SECAP za širše območje (na primer na območju PP4 ali v FJK s sodelovanjem MTU). Če medobčinskega SECAP ne bo mogoče sestaviti, bodo pri izvedbi aktivnosti sodelovale posamezne občine. Spodbujanje občin k povečanju energetske učinkovitosti se bo nadaljevalo s posegi za boljšo uporabo energetskih virov (s posledičnim zmanjšanjem emisij), z energetskim pregledom in s krajšo objavo obstoječih dobrih praks ter s preverjanjem njihove ponovljivosti. Infrastrukturni posegi SECAP projekta ne ciljajo samo na popolno izvajanje strategij, ki so bile izdelane v predhodnih fazah, temveč imajo namen, da pokažejo in nudijo vidne in uporabne izkušnje, ki bodo aktivno prispevali k preverjanju posegov energetskega varčevanja. Ti rezultati pomenijo dejanski posredni in neposredni prispevek 2.1.1 d k specifičnemu cilju 2.1, z izboljšanjem sposobnosti mest, ki se zanimajo za aktivnosti projekta, in z zmanjšanjem porabe energije v javnih objektih. Nadalje so z razvojem enotne čezmejne strategije blaženja in prilagajanja ter prehoda iz SEAP v SECAP predvideni pozitivni vplivi na celotno programsko območje ter zagotavljanje stalnosti sodelovanja za okrepitev aktivnosti, namen katerih je zmanjšati količino toplogrednih plinov, povečati odpornost in blaženje/prilagajanje podnebnim spremembam z neposrednim dopolnjevanjem rezultatov v nacionalno in deželno programiranje/načrtovanje strategij prilaganja podnebnim spremembam Italije in Slovenije.
