Description (EN): The common challenge faced by CROSSIT SAFER is to create an institutional level that is able to manage natural risks, i.e. to reduce the risks related to geomorphological characteristics of the territory and climate change that require better coordination of prevention, warning and response measures to natural emergencies in the Programme area. The overall objective of the project is to build capacity for cross-border institutional cooperation between public authorities and key civil protection organisations by promoting joint emergency response planning with coordinated natural emergency prevention, warning and response measures. The objective will support the strengthening of institutional cooperation in the field of civil protection, the improvement of the coordination of interventions in case of natural emergencies and the increase of the preparedness and equipment of civil protection units. The main project outputs are a cross-border protocol for the harmonisation of measures in case of natural emergencies in the cross-border area, joint cross-border standard operating procedures for intervention and beneficiaries involved in joint civil protection training programmes. The benefits will directly impact all participating PPs and indirectly other civil protection organisations and the whole population of the Programme area. The approach to the common challenges in the Programme area will be aimed in particular at strengthening the institutional cooperation capacity, which will be pursued through the signature of the cross-border cooperation protocol, the harmonisation of procedures and measures in case of natural emergencies and the organisation and implementation of joint training and education programmes for civil protection units in both countries. Read more Description (IT): La sfida comune affrontata da CROSSIT SAFER riguarda la creazione di un livello istituzionale che sia in grado di gestire i rischi naturali, vale a dire ridurre i rischi legati alle caratteristiche geomorfologiche del territorio e ai cambiamenti climatici che richiedono un maggiore coordinamento delle misure di prevenzione, di allerta e di reazione alle emergenze naturali nell’area Programma. L’obiettivo generale del progetto è rafforzare la capacità di cooperazione istituzionale transfrontaliera tra le autorità pubbliche e le organizzazioni chiave in materia di protezione civile, promuovendo la pianificazione di soluzioni congiunte da adottare in caso di emergenze con misure di prevenzione, di allerta e di reazione alle emergenze naturali coordinate. L’obiettivo contribuirà a rafforzare la cooperazione istituzionale nel campo della protezione civile, a migliorare il coordinamento degli interventi in caso di emergenze naturali e ad accrescere la preparazione e l’equipaggiamento delle unità di protezione civile. I principali output di progetto sono un protocollo transfrontaliero per l’armonizzazione delle misure in caso di emergenze naturali nell’area transfrontaliera, procedure operative standard transfrontaliere congiunte di intervento e beneficiari coinvolti nei programmi di formazione congiunti in materia di protezione civile. I vantaggi ricadranno direttamente su tutti i PP partecipanti e indirettamente su altre organizzazioni che operano nel campo della protezione civile e sull’intera popolazione dell’area Programma. L’approccio nei confronti delle sfide comuni nell’area Programma sarà rivolto in particolare al rafforzamento della capacità di cooperazione istituzionale, che sarà perseguito con la firma del protocollo transfrontaliero di cooperazione, con l’armonizzazione delle procedure e delle misure in caso di emergenze naturali e con l’organizzazione e l’attuazione di programmi congiunti di formazione e addestramento delle unità di protezione civile in entrambi i paesi. La necessità della cooperazione transfrontaliera deriva dalla consapevolezza che le emergenze naturali non conoscono confini. Per assicurare efficaci e tempestivi interventi in caso di emergenze naturali nell’area transfrontaliera è pertanto necessario garantire collaborazione e interventi coordinati degli operatori di protezione civile tra Stati confinanti. CROSSIT SAFER capitalizzerà le conoscenze e le esperienze dei PP acquisite nell’ambito di altri progetti UE che saranno aggiornati con nuovi e migliori sistemi di preallarme in caso di incendi boschivi, con modelli di vulnerabilità sismica degli edifici e valutazione dei danni, nonché con la predisposizione di un software cartografico e di un’applicazione che consentiranno la condivisione dei sistemi informativi geografici nell’area transfrontaliera.
Read more Description (SL): Skupni izziv, ki ga CROSSIT SAFER naslavlja, je vzpostavitev institucionalne ravni, ki bi bila sposobna upravljati naravna tveganja, torej zmanjšanje ogroženosti zaradi geomorfoloških značilnosti območja in podnebnih sprememb, ki narekujejo potrebo po večji usklajenosti preventivnih ukrepov, ukrepov pripravljenosti in ukrepov za odziv na naravne nesreče na programskem obmoju. Glavni splošni cilj projekta je okrepiti zmogljivosti institucionalnega sodelovanja s spodbujanjem javnih organov in ključnih akterjev civilne zaščite k načrtovanju skupnih rešitev v primeru nesreč z usklajenimi preventivnimi ukrepi, ukrepi pripravljenosti in ukrepi za odziv na nesreče. Glavni neposredni učinki projekta so sklenjeni čezmejni protokol za harmonizacijo ukrepov v primeru naravnih nesreč na čezmejnem območju, skupni čezmejni standardni operativni postopki ukrepanja in upravičenci, vključeni v skupne programe usposabljanja na področju civilne zašite. Neposredno korist bodo imeli vsi sodelujoči PP, posredno pa tudi druge organizacije, ki delujejo na področju civilne zašite kakor tudi celotno prebivalstvo PO. Pristop reševanja skupnih izzivov na PO bo usmerjen h krepitvi zmogljivosti institucionalnega sodelovanja, kar bomo dosegli s podpisom čezmejnega protokola o sodelovanju, z uskladitvijo postopkov in ukrepov v primeru naravnih nesreč in z oblikovanjem ter izvajanjem skupnih programov izobraževanja in usposabljanja enot civilne zaščite v obeh državah. Nujnost čezmejnega sodelovanja izhaja iz dejstva, da naravne nesreče ne poznajo državnih mej. Za učinkovito in pravočasno ukrepanje v primeru naravnih nesreč na čezmejnem območju je zato nujno potrebno sodelovanje in usklajeno ukrepanje vseh akterjev s področja civilne zaščite sosednjih držav. CROSSIT SAFER kapitalizira znanja PP in izkušnje iz drugih EU projektov, ki jih bo nadgradil z novimi, izboljšanimi sistemi za zgodnje alarmiranje v primeru gozdnih požarov, z modeli potresne ogroženosti stavb in vrednotenja škode, ter z izdelavo kartografske programske opreme in aplikacije, ki bosta omogočali souporabo geografskih informacijskih sistemov na čezmejnem območju.

CROSSIT SAFER built on the knowledge and experience of PPs from other EU projects, which has been updated with new and improved forest fire early warning systems, using seismic vulnerability models of buildings and damage assessment, as well as a cartographic software and an application that allows geographical information systems to be shared in the cross-border area.

The result of the project is strengthened institutional cooperation capacity of public authorities and key actors in the field of civil protection for effective emergency management in the cross-border area. This has been achieved by stepping up institutional cross-border cooperation in the field of civil protection by signing a cooperation protocol in the event of natural emergencies and other disasters in the cross-border area, and by coordinating civil protection interventions in the event of natural emergencies through joint operational rescue and risk management procedures, better preparedness of rescuers and better coordination of training pathways for civil protection teams in the cross-border area.
