Description (EN):

The EU affirmed the strategic role of protecting ecosystems in mitigating the climate changes effects, while supporting the resilience of territories. The ECO-SMART project addresses the challenge of improved capacity of monitoring climate change and planning appropriate adaptation measures to avoid negative effects undermining the quality of biodiversity in the areas NATURA2K. The general objective of the ECO-SMART project is to evaluate and to test the crossborder economic feasibility of biodiversity safeguard actions in NATURA2K areas through the pilot application of payment systems for eco systemic services (PES). ECO-SMART will provide: 1) framework to assess the vulnerability to climate change of the involved NATURA2K areas, 2) sustainable adaptation plans through PES models in 3 pilot application at NATURA2K network sites (2 in ITA and 1 in SLO); 3) wide dissemination of harmonized procedures for the application of Ecosystem Services (ESS) approaches, and PES methods for the design of conservation of biodiversity in NATURA2K areas.

L’UE ha affermato il ruolo strategico della protezione degli ecosistemi nel mitigare gli effetti dei cambiamenti climatici, sostenendo allo stesso tempo la resilienza dei territori. Il progetto ECO-SMART affronta la sfida di migliorare la capacità relativa al monitoraggio dei cambiamenti climatici e la pianificazione di adeguate misure di adattamento per evitare effetti negativi che minano la qualità della biodiversità nelle aree NATURA2K delle regioni del programma ITS-SLO. L'obiettivo generale del progetto ECO-SMART è valutare e testare a livello interregionale la fattibilità economica per finanziare azioni di salvaguardia della biodiversità delle aree NATURA2K attraverso l'applicazione pilota di sistemi di pagamento per i servizi eco sistemici (PES). ECO-SMART fornirà: 1) quadri per valutare la vulnerabilità ai cambiamenti climatici delle aree NATURA2K coinvolte; 2) piani di adattamento resi sostenibili tramite modelli PES in 3 applicazione pilota 2 in ITA e 1 in SLO presso siti della rete NATURA2K;3) ampia divulgazione di procedure armonizzate per l’applicazioni degli approcci dei Servizi Ecosistemici (ESS), e dei metodi PES per la progettazione di conservazione della Biodiversità nelle aree NATURA2K.

EU je poudarila strateško vlogo zaščite ekosistemov pri blažitvi posledic klimatskih sprememb, hkrati pa podčrtala odpornost območij. Projekt ECO-SMART se sooča z izzivom učinkovitejšega nadzora klimatskih sprememb in načrtovanja ustreznih prilagoditvenih ukrepov, ki bi preprečili negativne učinke, ki ogrožajo kakovost biorazličnosti na območjih NATURA2K v regijah, vključenih v program ITA-SLO. Splošni cilj projekta ECO-SMART je oceniti in preizkusiti na medregijski ravni ekonomsko izvedljivost financiranja dejanj za zaščito biorazličnosti na območjih NATURA2K s pilotno uvedbo plačilnih sistemov za ekosistemske storitve (PES). ECO-SMART bo nudil: 1) okvirje, ki bodo omogočili ocenjevanje občutljivosti na klimatske spremembe zadevnih območjih NATURA2K; 2) načrte za prilagoditev, katerih trajnost bodo zagotovili modeli PES v 2 pilotnih izvedbah v ITA in 1 izvedbi v SLO na območjih iz omrežja NATURA2K; 3) obsežno širjenje usklajenih postopkov za uporabo pristopov Storitve ekosistemov (ESS) in metod PES pri načrtovanju ohranjevanja biorazličnosti na območjih NATURA2K.

Achievements (EN):

Main results: a) The main objective of the project was to identify a replicable and applicable methodology on an interregional scale that contributes to the conservation of biodiversity in coastal Natura 2000 sites through the identification of ""Payment for Ecosystem Services"" (PES) models and the assessment of their economic feasibility in order to finance safeguard actions, i.e. the identification and adoption of adaptation measures aimed at mitigating the impact of climate change on the Ecosystem Services present in the sites of the Upper Lagoon of Venice, Caorle Lagoon - Foce del Tagliamento, Valle Vecchia - Zumelle - Valli di Bibione, Cavana di Monfalcone and Val Stagnon Nature Reserve of Koper. b) The project achieved all the expected results such as: a database of SSEs with their description, assessment and mapping using the MAES model and in line with EU CLIMATE-ADAPT tools; an analysis of the most effective PES to finance climate change adaptation measures in the study sites; the definition of a harmonised procedure for SSEs, PESs and adaptation plans with appropriate guidelines a harmonised system between Italy and Slovenia to deal with the effects of climate change on ecosystems; a training curriculum on SSE and PES; 3 pilot applications of PES methods to facilitate the implementation of adaptation measures and 3 adaptation plans for the protection of NATURA 2000 areas (one per region) with the signing of 3 agreements with the stakeholders of the study sites. c) As part of the project, the partnership helped to develop atypical and alternative solutions to the problems that arose in the study of PES or in the relationships with stakeholders, enabling the achievement of the objectives. The activities were organised to ensure the joint implementation of activities, results and outputs in which each partner played an active, complementary and functional role in the achievement of the final ouptuts, having been structured with complementary competences and skills. d) The partnership is committed to promoting the use of the methodology developed within other Natura 2000 sites, also non-coastal, in Italy and Slovenia and through the funding of other capitalisation projects

Expected Results (EN):

The nobjective is to contribute to the conservation of the biodiversity in NATURA 2K ITA-SLO sites thanks to the development and pilot application of eco systemic services (ESS) / payment systems for eco systemic services (PES) methods for drafting adaptation plans to climate change. The project contributes to the CO23 objective by establishing a common, scalable and replicable ESS / PES system, planning and implementing biodiversity protection measures thanks to pilot actions, courses and workshops on ESS and PES and capitalization actions in the regulatory framework of the regions.

Expected Results (IT):

Contribuire alla conservazione della biodiversità dei siti NATURA 2K ITA-SLO grazie allo sviluppo e applicazione pilota di metodi ESS/PES per la stesura di piani di adattamento ai cambiamenti climatici. Il progetto contribuisce all’obiettivo CO23 istituendo un sistema ESS/PES comune, scalabile e replicabile, pianificando e attuando misure di tutela della biodiversità grazie a azioni pilota, corsi e workshop su ESS e PES e azioni di capitalizzazione nel quadro normativo delle regioni.

Expected Results (SL):

Prispevati k ohranitvi biorazličnosti območij NATURA 2K ITA-SLO na osnovi razvoja in pilotne uporabe metod ESS/PES za sestavo načrtov za prilagoditev klimatskim spremembam. Projekt prispeva k cilju CO23 z vzpostavitvijo skupnega prilagodljivega in prenosljivega sistema ESS/PES z načrtovanjem in izvajanjem ukrepov za zaščito biorazličnosti s pilotnimi posegi, tečaji in delavnicami o ESS in PES in posegi za kapitalizacijo v sklopu regijske zakonodaje.

Expected Outputs (EN):

Actions to tackle climate change and establish adaptation measures require significant financial and technical resources. The public authorities involved in the project, for their institutional role are called to guide these processes even with limited resources. ECO-SMART aims to facilitate this process so as to encourage the conservation of NATURA2K sites. It is expected to obtain biodiversity conservation results for the following sites. In Veneto: IT 3250033 - Caorle Lagoon - Foce del Tagliamento, IT 3250040 - Foce del Tagliamento, IT 3250041 - Zumelle Valli di Bibione (including black pine forests, holm oak, Erica carnea, Rhamnus saxatilis, Epipactis atropurpurea). In FVG: SIC Cavana IT3330007 (natural biotypes "Palude di Cavana" and "resurgent Schiavetti"), Val Stagnon Nature Reserve and the Risano river SI5000008 (250 different bird species or more than 60% of the whole of Slovenia; presence of plants called halophytes). Technical results are: 1) a database of eco systemic services (ESS) (description, evaluation and mapping) (MAES model) and of climate change effects (in line with EU CLIMATE-ADAPT tools); 2) an analysis of the most effective payment systems for eco systemic services (PES) to finance measures to adapt to climate change in the NATURA2k areas addresssed by the project; 3) a set of ESS / PES / adaptation procedures and guidelines applicable to other NATURA 2000k areas; 4) an harmonized system between ITA and SLO to address the effects of climate change on ecosystems; 5) a training curriculum on the topic; 6) 3 pilot applications of PES methods to facilitate the implementation of adaptation measures; 7) start up of 3 adaptation plans for the protection of NATURA2K areas (one per region).

Expected Outputs (IT):

Le autorità pubbliche coinvolte nel progetto, a causa del loro ruolo istituzionale, sono chiamate a guidare tali processi anche se dispongono di risorse disponibili limitate. ECO-SMART ha lo scopo di facilitare questo processo così da favorire la conservazione dei siti NATURA2K. Si prevedono quindi di ottenere risultati di conservazione della biodiversità dei siti: IT 3250033 – Laguna di Caorle – Foce del Tagliamento, IT 3250040 – Foce del Tagliamento, IT 3250041 – Zumelle Valli di Bibione in Veneto (tra cui pinete di pino nero, boschi di leccio, Erica carnea, Rhamnus saxatilis, Epipactis atropurpurea), SIC Cavana IT3330007 (biotipi naturali “Palude di Cavana” e “risorgive Schiavetti”) in FVG , Riserva Naturale Val Stagnon e al fiume Risano SI5000008 (250 specie di uccelli diversi ovvero oltre il 60% dell’intera Slovenia; presenza delle piante denominate alofite). Risultati tecnici sono: 1) un database di ESS (descrizione, valutazione e mappatura) (modello MAES) e degli effetti dei cambiamenti climatici (in linea con gli strumenti EU CLIMATE-ADAPT); 2) un’analisi dei PES più efficaci per finanziare misure di adattamento ai cambiamenti climatici nelle aree NATURA2k di progetto; 3) una serie di procedure ESS/PES/adattamento e linee guida applicabili a disposizione di altre aree NATURA 2000k ; 4)un sistema armonizzato tra ITA e SLO per affrontare gli effetti dei cambiamenti climatici sugli ecosistemi; 5) un curricula formativo in materia ; 6) 3 applicazioni pilota dei metodi PES per facilitare l’attuazione delle misure di adattamento; 7) start up di 3 piani di adattamento per la protezione delle arre NATURA2K (uno per regione).

Expected Outputs (SL):

Posegi, ki predstavljajo odziv in prilagoditev na klimatske spremembe, zahtevajo znatne tehnična in gospodarska sredstva. Javne oblasti, soudeležene pri projektu, morajo zaradi svoje institucionalne vloge voditi te procese, čeprav razpolagajo z omejenimi sredstvi. ECO-SMART si zastavlja kot namen olajšati potek tega postopka in pripomoči k ohranitvi območij NATURA2K. Predvidevamo, da bomo prispevali k ohranitvi območij: IT 3250033 – Laguna di Caorle – izliv Tilmenta, IT 3250040 – izliv Tilmenta, IT 3250041 – Zumelle Valli di Bibione v deželi Veneto (z gozdovi črnega bora, hrasta, Erica carnea, Rhamnus saxatilis, Epipactis atropurpurea), SIC Cavana IT3330007 (naravni biotipi “močvirje Cavana” in “izvir Schiavetti”) v FJK, Škocjanski zatok in reka Rižana SI5000008 (250 različnih vrst ptic, kar je več kot 60% vrst cele Slovenije; prisotnost halofitnih rastlin). Tehnični rezultati so: 1) podatkovna baza za ESS (opis, ocenjevanje in kartiranje) (model MAES) ter za učinke klimatskih sprememb (v skladu z orodjem EU CLIMATE-ADAPT); 2) analiza učinkovitejših PES za financiranje ukrepe za prilagajanje klimatskim spremembam v projektnih območjih NATURA2k; 3) vrsta postopkov ESS/PES/prilagajanje in vodila, ki bi bila po potrebi prenosljiva na druga območja NATURA 2000k ; 4) sistem, usklajen med ITA in SLO, za odzivanje na učinke klimatskih sprememb na ekosistemih; 5) CV s tem v zvezi ; 6) 3 pilotne uporabe metod PES za lažje udejanjanje prilagoditvenih ukrepov; 7) start up 3 prilagoditvenih načrtov za zaščito območij NATURA2K (eden za vsako regijo).
