Description (EN):

One of the main reasons limiting the harmonization of services and legislation in the cross-border area is the lack of cooperation and institutional dialogue between the main regional stakeholders. As a consequence, citizens of border areas experiment daily difficulties in accessing public services and in managing their administrative practices. To this end, the FORTIS project intends to identify innovative solutions to facilitate lives of citizens of cross-border areas and to promote institutional dialogue, through: the improvement of local public transport systems with a view to cross-border integration and exchange of good administrative practices in relation to different civil motorization legislation. Following a gap analysis, specific pilot actions will test experimental solutions to improve services and dialogue, allowing the establishment of a stable institutional cooperation network.

Una delle principali ragioni che limita il miglioramento e l’armonizzazione dei servizi e delle legislazioni nelle aree transfrontaliere è la carenza di cooperazione e dialogo istituzionale tra i principali portatori di interesse regionali. Come conseguenza di tale aspetto, i cittadini che risiedono in queste aree sperimentano quotidianamente difficoltà nell’accesso ai servizi pubblici e nella gestione delle proprie pratiche amministrative. A tal fine, il progetto FORTIS intende individuare soluzioni innovative che facilitino la vita dei cittadini delle aree transfrontaliere e si propone di promuovere il dialogo istituzionale in due traiettorie: il miglioramento dei sistemi di trasporto pubblico locale in un’ottica di integrazione transfrontaliera e la facilitazione della conoscenza e lo scambio di buone pratiche circa le pratiche amministrative relative alle differenti legislazioni in materia di motorizzazione civile. A seguito di una gap analisys sulle aree di intervento, specifiche azioni pilota testeranno soluzioni sperimentali per migliorare i servizi e il dialogo istituzionale nell’area, consentendo la costituzione di uno stabile network di cooperazione istituzionale.

Največja ovira pri usklajevanju storitev in zakonodaje na čezmejnih območjih je pomanjkanje medinstitucionalnega sodelovanja in dialoga med najpomembnejšimi regijskimi deležniki. Prav zaradi tega se morajo prebivalci teh območij vsak dan spopadati s težavami pri dostopu do javnih storitev in pri upravljanju administrativnih postopkov. V ta namen želi projekt FORTIS izdelati inovativne rešitve, ki bi izboljšale vsakdanjik prebivalcev čezmejnih območij in spodbujale medinstitucionalni dialog pri dveh poglavitnih temah: izboljšati sistemjavnega lokalnega prevoza za čezmejno integracijo in boljše poznavanje in izmenjavo dobrih praks v sklopu upravnih postopkov in spoznavanje različnih pravnih okvirov na področju registracije vozil in izdaje vozniških dovoljenj. Po izdelavi analize vrzeli na obravnavanih področjih se bodo preizkusile specifične eksperimentalne pilotne aktivnosti za izboljšanje storitev in medinstitucionalnega dialoga območja, kar bo zagotavljajo ustanovitev stalne mreže medinstitucionalnega sodelovanja.

Overall Objective of the Project: The FORTIS project intended to promote institutional cooperation through joint innovative solutions for citizenship aimed, on the one hand, at improving and promoting cross-border public transport services in favor of sustainable and efficient mobility, on the other, promoting the exchange of experiences and harmonization of the civil motorisation procedures. Project summary: One of the main reasons limiting the harmonization of services and legislation in the cross-border area is the lack of cooperation and institutional dialogue between the main regional stakeholders. As a consequence, citizens of border areas experiment daily difficulties in accessing public services and in managing their administrative practices. Institutions involved, together with the key operators, was able to support cross-border mobility through a (3) memorandum of understanding with the aim of extending and maintaining the tested initiatives. On the other hand, the competent authorities acquired (4) mutual knowledge of the procedures relating to civil motorisation, which has been collected in a toolbox made available to citizens. The cooperation network established within the FORTIS project confirmed and maintained beyond the duration of the project thanks to the signature of (5) a further memorandum of understanding.

Il progetto FORTIS intende promuovere la cooperazione istituzionale attraverso soluzioni innovative congiunte per la cittadinanza volte da un lato a migliorare e promuovere i servizi di traporto pubblico transfrontaliero a favore di una mobilità sostenibile e efficiente dall’altro a favorire lo scambio di esperienze e l’armonizzazione delle procedure in materia di motorizzazione civile.

Expected Results (SL): S projektom FORTIS se želi spodbujati medinstitucionalno sodelovanje s pomočjo skupnih inovativnih rešitev za prebivalce z izboljšanjem in promocijo čezmejnih javnih prevozov, trajnostne mobilnosti in z usklajevanjem postopkov s področja registracije vozil.

Il progetto FORTIS svilupperà in primo luogo un (1) piano d’azione per ottimizzare i collegamenti di trasporto pubblico nell’area transfrontaliera e per promuovere il dialogo istituzionale con lo scopo di facilitare la reciproca conoscenza delle procedure per la registrazione dei veicoli. Seguirà (2) la definizione e l’attuazione delle attività pilota, che servirà per la valutazione delle soluzione innovative proposte. Le istituzioni coinvolte, assieme agli operatori chiave potranno così sostenere la mobilità transfrontaliera attraverso un (3) protocollo d’intesa con lo scopo di estendere e mantenere le iniziative testate. D’altro canto le autorità competenti acquisiranno (4) la conoscenza delle reciproche procedure relative alla motorizzazione civile, che verranno raccolte in un toolbox messo a disposizione della cittadinanza. Il network di cooperazione stabilito nell’ambito del progetto FORTIS verrà confermato e mantenuto anche oltre la durata del progetto grazie alla firma di (5) un ulteriore protocollo d’intesa.

Expected Outputs (SL):

V okviru projekta FORTIS se bo najprej sestavil en (1) akcijski načrt za izboljšanje povezav javnega čezmejnega prometa in za promocijo medinstitucionalnega dialoga za lažje vzajemno spoznavanje upravnih postopkov na področju registracije vozil in izdaje vozniških dovoljenj. Sledili bosta (2) določitev in izvedba pilotne aktivnosti za ocenitev predlogov z inovativnimi rešitvami. Sodelujoče institucije s ključnimi operaterji bodo tako podpirale čezmejno mobilnost (3) s sklenitvijo sporazuma, da bi razširili in ohranili preverjene pobude. Pristojni organi (4) bodo pri tem spoznali sosedove postopke registracije vozil in jih zbrali v spletnem portalu ter dali na voljo občanom. Stalna mreža sodelovanja projekta FORTIS bo potrjena in s sklenitvijo (5) dodatnega protokola bo delovala tudi po zaključku projekta.
