Description (EN):

The ports of the Programme area do not have a common model for environmental planning and energy efficiency and adopt non-coordinated mitigation measures with an uneven result in terms of environmental protection. CLEAN BERTH intends to strengthen institutional capacity and cross-border governance of the ports of the Program Area. The aim is to improve their environmental and energy performance. In particular, a model of cross-border plan for environmental sustainability and port energy efficiency will be developed and declined through an ad hoc plan for each port (WP3.1) to be tested in concrete pilot actions, with tangible results (WP3.2). On the basis of what learned in WP3.1 and WP3.2, the ports of the Program Area will sign a Protocol for a joint cross-border cooperation strategy and harmonisation of policies in the medium and long term (WP3.3). This will benefit neighbouring citizens and those living in the municipalities where commercial airports are located. No project so far has ever brought together all ports of the Programme Area for a joint cross-border strategy.

I porti dell’area di Programma non hanno un modello comune di pianificazione ambientale ed efficienza energetica, e adottano misure di mitigazione in maniera non coordinata, con un disomogeneo risultato in termini di tutela dell’ambiente. CLEAN BERTH intende rafforzare la capacità istituzionale e la governance transfrontaliera dei porti dell’Area di Programma in questo settore, migliorandone la performance ambientale ed energetica. In particolare, verrà elaborato un modello di piano transfrontaliero per la sostenibilità ambientale ed efficienza energetica portuale, declinato in ogni porto tramite un piano ad hoc (WP3.1), che sarà testato in concrete azioni pilota, con risultati tangibili (WP3.2). Sulla scorta di quanto appreso nei WP3.1 e WP3.2, i porti dell’Area di Programma sigleranno un Protocollo per l’applicazione di una strategia transfrontaliera congiunta in questo ambito armonizzando in tal modo le politiche nel medio e lungo termine (WP3.3), con un beneficio per i cittadini che abitano in prossimità e nei comuni sede di scali commerciali. Nessun progetto finora ha mai riunito tutti i porti dell’Area di Programma cercando soluzioni comuni a problemi comuni, né è mai stata e costruito una strategia transfrontaliera congiunta.

Pristanišča programskega območja še nimajo skupnega modela okoljskega načrtovanja in strategije učinkovite rabe energije in se pri sprejemanjem strategij in ukrepov na omenjenih področjih ne usklajujejo, kar vodi do neskladnosti na področju okoljevarstva. S projektom CLEAN BERTH se želi okrepiti čezmejno medinstitucionalno sodelovanje za zagotavljanje okoljske trajnosti in energetske učinkoviti pristanišč. Izdelan bo čezmejni načrt za zagotavljanje okoljske trajnosti in energetske učinkovitosti pristanišč, prilagojen vsakemu pristanišču z ad hoc načrtom (DS3.1); ta bo preizkušen z dejanskimi pilotnimi aktivnostmi, ki bodo zagotavljale otipljive rezultate (DS3.2). Na osnovi izsledkov DS3.1 in DS3.2 bodo pristanišča programskega območja podpisala protokol za izvajanje skupne čezmejne strategije, kar bo zagotavljajo usklajevanje srednjeročnih in dolgoročnih politik (DS3.3). Od tega bodo imeli neposredne koristi občani, ki živijo v bližini pristanišč. Na področju varovanja okolja in učinkovite rabe energije, doslej še noben projekt ni zbral vseh pristanišč programskega območja, s ciljemi iskanja skupne rešitve za skupne težave, in še nikoli prej ni prišlo do skupne čezmejne strategije.

Achievements (EN):

The main result that CLEAN BERTH aimed for was the improvement of the collaboration and institutional capacity of the ports of the Program Area in the key theme of environmental sustainability and port energy efficiency, through joint action plans and strategies developed jointly, in a perspective long-term cooperation. CLEAN BERTH aimed to achieve the following specific results: 1) Improvement of port skills in joint planning for environmental sustainability and port energy efficiency, as basis for a long-term change. In particular, a fruitful exchange of experiences and a benchmark analysis provided the staff of all the ports of the Area with a solid knowledge to improve their planning skills; 2) Harmonization of policies and actions to strengthen crossborder environmental sustainability and port energy efficiency. The drafting of a common model of environmental sustainability and energy efficiency plan and its declination for each port as well as its experimentation through concrete pilot actions, created the basis for standardization of environmental protection measures, consolidating sustainability and competitiveness of the ports of the Programme Area. 3) Institutionalization of a cross-border governance of environmental sustainability and energy efficiency. Thanks to the creation of a permanent cross-border institutional platform through the signing of a joint protocol, all ports in the Programme Area undertook to apply a common strategy on environmental sustainability and energy efficiency in a long-term perspective beyond the end of the project.

Expected Results (EN):

The main objective of CLEAN BERTH is to strengthen the institutional capacity of the ports in the Program Area towards a coordinated and permanent governance in the field of environmental sustainability and port energy efficiency at cross-border level, through developing joint action plans and long-term strategy, by increasing coordination and cooperation among ports to strengthen their sustainability and competitiveness.

L’obiettivo principale di CLEAN BERTH è rafforzare la capacità istituzionale dei porti dell’Area di Programma e creare le basi per una governance coordinata e permanente nell’ambito della sostenibilità ambientale ed efficienza energetica portuale a livello transfrontaliero, sviluppando in maniera congiunta piani di azioni e una strategia di lungo periodo, aumentando il coordinamento e la cooperazione tra i porti per rafforzarne la sostenibilità e la competitività.

Osnovni cilj projekta CLEAN BERTH je povečati institucionalno zmogljivost pristanišč programskega območja in izdelati nove osnove za usklajeno in stalno upravljanje okoljske trajnosti in energetske učinkovitosti pristanišč, na čezmejni ravni, s skupno zasnovanimi in usklajenimi akcijskimi načrti ter z dolgoročno strategijo, da bo zagotovila varnost in konkurenčnost pristanišč.

Il risultato principale che si prefigge CLEAN BERTH è il miglioramento della collaborazione e delle capacità istituzionali dei porti dell’Area di Programma nel tema chiave della sostenibilità ambientale ed efficienza energetica portuale, tramite piani di azione e strategie comuni sviluppate in maniera congiunta, in una prospettiva di cooperazione di lungo periodo. In particolare, CLEAN BERTH si propone di raggiungere i seguenti risultati specifici: 1) Miglioramento delle competenze dei porti nella pianificazione congiunta della sostenibilità ambientale ed efficienza energetica portuale, quale condizione chiave per assicurare la base di un cambiamento di lungo periodo. In particolare, un proficuo scambio di esperienze e una benchmark analysis con le migliori pratiche fornirà al personale di tutti i porti dell’Area una solida base conoscitiva per migliorare le proprie competenze pianificatorie. 2) Armonizzazione delle politiche e azioni per rafforzare la sostenibilità ambientale ed efficienza energetica portuale a livello transfrontaliero. La redazione di un modello comune di piano di sostenibilità ambientale ed efficienza energetica, assieme alla sua declinazione per ogni porto e alla sua sperimentazione tramite concrete azioni pilota, costituiranno le basi per la standardizzazione delle misure di tutela dell’ambiente, consolidando la sostenibilità e la competitività dei porti dell’Area di Programma. 3) Istituzionalizzazione di una governance transfrontaliera della sostenibilità ambientale ed efficienza energetica. Grazie alla creazione di una piattaforma istituzionale transfrontaliera permanente tramite la firma di un Protocollo congiunto, tutti i porti dell’Area di Programma si impegneranno ad applicare una strategia comune in tema di sostenibilità ambientale ed efficienza energetica, in un’ottica di lungo periodo ben oltre la fine del progetto.

Ključna tema je zagotavljanje okoljske trajnosti in energetske učinkovitosti pristanišč s pomočjo skupno zasnovanih akcijskih načrtov in strategij. Projekt zagotavlja dolgoročno sodelovanje pristanišč. V okviru projekta CLEAN BERTH naj bi dosegli naslednje specifične rezultate: 1) Izboljšanje kompetenc pristanišč pri skupnem načrtovanju okoljske trajnosti in energetske učinkovitosti v pristaniščih kot ključni pogoj za zagotavljanje osnove za dolgoročno spremembo. Izmenjava izkušenj in primerjalna analiza dobrih praks bosta za zaposlene pristanišč zelo koristni, saj bosta nudili trdno osnovno znanje za izboljšanje kompetenc pri načrtovanju. 2) Usklajevanje politik in aktivnosti za izboljšanje okoljske trajnosti in energetske učinkovitosti pristanišč na čezmejni ravni. Izdelava skupnega načrta za zagotavljanje okoljske trajnosti in energetske učinkovitosti in njegova prilagoditev vsakemu pristanišču. Pposkusno izvajanje slednjega s konkretnimi pilotnimi aktivnostmi so osnova za standardizacijo ukrepov varstva okolja in za zagotavljanje okoljske trajnosti in konkurenčnosti pristanišč programskega okolja. 3) Institucionalizacija čezmejnega upravljanja okoljske trajnosti in energetske učinkovitosti. S podpisom skupnega protokola za ustanovitev čezmejne medinstitucionalne platforme se vsa pristanišča programskega območja zavežejo. Pristanišča bodo dolgoročno izvajala skupno strategijo za zagotavljanje okoljske trajnosti in energetske učinkovitosti tudi po zaključku projekta.
