Description (EN):

The proposed project reflects the jointly identified need to strengthen the collaboration between the competent authorities and institutions of the participating countries, capitalizing on experiences and results achieved in past projects, with the aim to improve their existing institutional capacity in terms of natural resources management and related legal framework implementation. This common need was identified by the iBEC (LP) which addressed the Ministry of Rural Development & Food of Greece (Observer partner) and the Ministry of Tourism and Environment of Albania (PP5) and jointly initiated a consultation procedure among stakeholders of the Balkan-Med area. The process resulted into the development of the present partnership that includes the involvement of Ministries from four (4) participating countries. Partners jointly shaped the specific project idea and contributed to the project's detailed design through meetings and efforts that took place since the beginning of January 2016. These efforts resulted in creating communication channels and in developing this Project Proposal through joint coordinated efforts. The Re-Source project tackles the need for improved transnational governance capacity in relation to the following three fields: 1) Irrigational water management. 2) Codes of good agricultural practices (CGAP) and, 3) soil erosion risk assessment. In agreement with the directions of the BMP framework, the proposed project aims to capitalize on results from previous, namely digital tools produced within the “Digital Convergence” framework and the ”AGRO-LESS” project (ETCP Greece-Bulgaria 2007-2013) and expand its use within the Balkan territory into five (5) Balkan-Med countries (GR, BG, AL, Rep. of North Macedonia and CY) in order to promote governance capacity and legal framework implementation in all three aforementioned fields. The project will be based on the system of digital services already established within iBEC (through the two projects mentioned above) and will further develop, with an emphasis on the following three services: 1) Application of precise irrigation: a digital model for the application of precise irrigation in space and time will be further upgraded, customized and applied within the Greek and Albanian territories. 2) Application of codes of good agricultural practices: a digital tool for the evaluation of the implementation of the CGAP ( a set of more efficient, environmentally friendly practices in agriculture on a national and European basis) will be customized and applied within the CY & Rep. of North Macedonia territories. 3) Application of soil erosion risk assessment: a digital model for the large-scale risk assessment of soil erosion will be customized for use within the Bulgarian territory. Apart from the application of digital services (pilot operation actions) evaluation reports, guidelines & training seminars (towards the public administration) will also take place focusing on the use of digital tools, water & soil resource management, good agricultural practices & related legal framework implementation. The project’s main target groups & beneficiaries are the public bodies participating in the project as well as any other body whose personnel will take part in the training seminars or make use of the digital tools and guidelines provided by the project. Through the provision of the aforementioned services & accompanied scientific & technical support, public authorities will gain tools & skills aligned with the latest scientific knowledge so as to deal better with sustainable resources management & monitoring of national and EU environmental targets. Other direct beneficiaries of the project may be considered to be the inhabitants of the territories of the participant bodies (especially within the study areas) that will benefit from the improved management & monitoring of the local soil & water resources. Lastly, the project may also prove beneficial for bodies, groups & individuals from other geographical areas which may find aid & guidance for the implementation of similar future projects. All services, activities & results of the project will be accessed by all, through open data protocols. Also, the results will not be used to make profit,thus there is no comperative advantage of the partners.

Expected Results (EN):

The tangible, direct and immediate results of the project that are linked to the corresponding result indicators under the chosen specific objective are related to the improvement of the capacity of the public administration’s staff in environmental legislation content and delivery. Within this context, the most direct, measurable foreseen results are linked to the following (see also Section F – Indicators): - The number of training seminars (open to all) - four (4), in corresponding countries. - The maximum number of participants (public servants) - 100. - The number of customized advanced digital open source tools and services for use by public bodies – three (3): i) Irrigational water management. ii) Evaluation of codes of good agricultural practices and iii) Large-scale soil erosion risk assessment Other results of the project whose effect cannot be quantified easily at this stage can be considered the following: - The improved protection of the natural resources (soil and water) within the project’s territories (especially the pilot operation areas). - The enhanced equipment and technical capacity of the participating bodies. - The acquisition of comparable, continuous and reliable environmental quality datasets. - The increased public awareness, diffusion of knowledge on environmental issues and regulatory commitments. - The Increased bondage among participating bodies/countries.

Expected Outputs (EN):

The expected outputs of the project are: 1. Legal and institutional framework analysis of five countries on the fields of a) irrigational water management (GR and AL), b) application of codes of good agricultural practices (CY and Rep. of North Macedonia), and c) soil erosion risk assessment and management (BG). 2. Present state analysis (existing practices) on the above fields and corresponding countries and public administration requirements analysis for monitoring related environmental targets. 3. Customized digital tools and services for the application of: a) precise irrigation (GR & AL), b) evaluation of codes of good agricultural practices (CY and Rep. of North Macedonia), and c) large-scale soil erosion risk assessment (BG). 4. Central system within LP (iBEC) for delivery of services/tools and scientific/technical support to public administration personnel of all 5 countries. 5. Training seminars and workshops accesible to all (for 100 participants in total) targeting the personnel of public authorities in five countries focusing on the use of the digital tools/services, water and soil resource management, good agricultural practices and related legal framework implementation. 6. Guidelines and best practice methodologies on the use of provided open source tools and services for end users/stakeholders, and protocols for data collection, debugging, processing and harmonization. 7. Scientific equipment supply, data collection of environmental data and pilot application of aforementioned tools and services. 8. Evaluation of project’s outcomes in relation to the institutional capacity of public administration in all five countries. 9. Large-scale feasibility studies for the application of precise irrigation (Greece – Albania) and strategic guidelines on agricultural resources management (Cyprus) 10. Publicity and mass media actions (website, printed and electronic material with the project’s outcomes, Mass media promotional actions, conferences).
