People in voluntary work not only create quality of life for third parties, but also for themselves and their environment. When they join forces with local administrations and get to know and network with each other, they act as catalysts for sustainability right down to their own regions. The aim of the Volunteer 2.0 project is to strengthen volunteer work in the long term against the background of demographic change and urbanisation (see the demography report of the Kleve district). In previous projects (e.g. KRAKE "Krachtige Kernen/Stark Dörfer") with citizens' projects on both sides of the border, the (exchange of experience) about culturally determined differences in approaches led to new ideas for solutions. On the other hand, it became clear that a systematic and low-threshold participation of citizens can increase the social and economic added value of the engagement – these insights are taken into account and will be further developed accordingly. Ten cities (administrations) are working in the Volunteers 2.0 project, each with one neighbourhood, on tailor-made solutions to improve the quality of life on site and to adapt the existing initiatives and structures of the communities and citizens to the common goals of strengthening (social) cooperation. In addition, all partners and neighbourhoods involved meet for a total of eight German-Dutch conferences and regulars' tables in order to expand the cross-border networks and to exchange detailed information on specific topics as well as to learn from each other. The exchange of experience between neighbourhoods and administrations in the German-Dutch context, as well as flanking press and public relations work, lead to a sustainable reduction of the barrier effect of the border. Bilingual handbooks enable a transfer of the project results to other interested cities, villages and municipalities in the Euregio and beyond.

Vrijwilligers creëren niet alleen kwaliteit van leven voor derden, maar ook voor zichzelf en hun omgeving. Als ze krachten bundelen met de lokale overheden en elkaar leren kennen en met elkaar netwerken, fungeren ze als katalysator voor de toekomstbestendigheid van hun eigen regio. Het doel van het project Volunteers 2.0 is om het vrijwilligerswerk te versterken voor de langere termijn. Dit met op de achtergrond demografische veranderingen en verstedelijking (zie bijv. het demografisch verslag van Kleef). In eerdere grensoverschrijdende projecten waar burgers bij betrokken waren (bijv. KRAKE "Krachtige Kernen/Stark Dörfer"), leidde uitwisseling van ervaringen over verschillende benaderingen van vraagstukken tot nieuwe ideeën voor oplossingen. Daarnaast werd duidelijk dat een systematische en laagdrempelige participatie van burgers de sociale en economische meerwaarde van het engagement (betrokkenheid) kan verhogen - deze kennis moet worden opgepakt en verder ontwikkeld. Specifiek in het Volunteers 2.0 project werken tien gemeenten, elk met één wijk, aan een oplossing op maat om de leefbaarheid ter plaatse te verbeteren. Hierbij wordt ook gewerkt aan de gemeenschappelijke doelstelling: de samenwerking tussen (bestaande) burgerinitiatieven en gemeenten versterken. Daarnaast komen alle betrokken partners en wijken bijeen voor in totaal acht Duits-Nederlandse conferenties en ‘stamgastentafels’ om de grensoverschrijdende netwerken uit te breiden en om kennis en ervaringen over specifieke thema’s uit te wisselen en van elkaar te leren. De uitwisseling van ervaringen tussen wijken en gemeenten in de Duits-Nederlandse context, evenals pers- en pr-activiteiten, leiden tot een duurzame vermindering van het barrière-effect van de grens. Tweetalige handboeken maken een overdracht van de projectresultaten naar andere geïnteresseerde steden, dorpen en gemeenten in de Euregio en daarbuiten mogelijk.

Menschen im Ehrenamt schaffen nicht nur Lebensqualität für Dritte, sondern auch für sich und ihre Umgebung. Wenn diese mit kommunalen Verwaltungen an einem Strang ziehen und sich kennenlernen und vernetzen, wirken sie wie Katalysatoren der Zukunftsfähigkeit bis in ihre Regionen. Ziel des Volunteers 2.0 Projektes ist die nachhaltige Stärkung ehrenamtlichen Engagements vor dem Hintergrund des demografischen Wandels und der Urbanisierung (siehe z.B. Demographiebericht des Kreises Kleve). In vorherigen Projekten (z.B. KRAKE „Krachtige Kernen/Starke Dörfer“) mit Bürgerprojekten beiderseits der Grenze, führte der (Erfahrungs-) Austausch über kulturell bedingte Unterschiede in den Herangehensweisen zu neuen Lösungsideen. Andererseits wurde deutlich, dass eine systematische und niederschwellige Beteiligung von BürgerInnen den gesellschaftlichen und volkswirtschaftlichen Mehrwert des Engagements steigern kann – auf diesen Erkenntnissen soll angeknüpft und entsprechend weiter entwickelt werden. Konkret arbeiten im Volunteers 2.0 Projekt zehn Städte (Verwaltungen) mit jeweils einem Quartier an einer passgenauen Lösung zur Steigerung der Lebensqualität vor Ort und die Anpassung der bereits bestehenden Initiativen und Strukturen der Kommunen und BürgerInnen auf die gemeinsamen Ziele für die Stärkung des (sozialen) Miteinanders. Darüber hinaus treffen sich alle beteiligten Partner und Quartiere zu insgesamt acht deutsch-niederländischen Konferenzen und Stammtischen, um die grenzüberschreitenden Netzwerke auszubauen und sich themenspezifisch detailliert auszutauschen und voneinander zu lernen. Der Erfahrungsaustausch zwischen Quartieren und Verwaltungen im deutsch-niederländischen Kontext, sowie flankierende Presse- und Öffentlichkeitsarbeit, bewirken eine nachhaltige Reduzierung der Barrierewirkung der Grenze. Zweisprachige Handbücher ermöglichen eine Übertragung der Projektergebnisse auf andere interessierte Städte, Dörfer und Gemeinden in der Euregio und darüber hinaus.

Achievements (EN):

The project pursued three general objectives: Promoting cooperation between municipalities and citizens’ initiatives for the benefit of the quality of life in the border region (1); Strengthening long-term volunteer work in the border region (2); Removal of the border barrier between Germany and the Netherlands (3). The aim of this project was to encourage people to participate in the community. Belonging is incredibly important for the well-being and quality of life of people in a community. Volunteers 2.0 contributed to this. The fact that many municipalities and even universities have participated in this project has made it possible to achieve all of these goals. The goals have been achieved. A good example came from HAN. On behalf of the university, two students reported on their research on the participation of young people in municipal plans. Communities often struggle to reach young people and keep their communities attractive to this age group. Through its research, HAN has been able to contribute to solutions that enable young people to participate in community policy. Another example came from the municipality of Apeldoorn, from which an administrative employee explained that the municipality is now using a “citizen’s budget.” Thanks to this budget, citizens can develop and implement initiatives they have come up with. This brings politics and citizens closer together.
