Le projet REQUEST a pour but la mise en place d'un dispositif et d'une équipe interdisciplinaire et transfrontalière autour de l’évaluation, le suivi, la valorisation et l’accompagnement de projets de quartiers en voie de réhabilitation en France et en Suisse. Ce projet permettra d’enrichir les compétences développées jusqu’à ce jour en matière de suivi et d’évaluation des quartiers durables (neufs), en intégrant la question des quartiers existants à rénover et à redynamiser, en valorisant les retours d’expériences suisses et français et en favorisant la compréhension et les pratiques communes de part et d’autre de la frontière. En effet, on se trouve face à un vide réglementaire en matière d’aménagement du territoire pour les quartiers existants et leur mise à niveau par rapport aux différents critères de la durabilité (si ce n’est des domaines techniques sectoriels comme le bruit). Bien que des politiques de réhabilitation existent notamment en France, elles portent seulement sur un nombre restreint de quartiers dont la situation économique et sociale des habitants est plutôt difficile, alors qu’un défi commun à toutes les collectivités porte sur l’ensemble des quartiers : centres-villes, quartiers périphériques... Ainsi, l’objectif de REQUEST est d’élargir le champ d’analyse pour viser également des quartiers moins emblématiques et, notamment, des projets de réhabilitation urbaine et de transition vers la durabilité, ce qui soulève un certain nombre d’enjeux.

Description (EN):

The aim of the REQUEST project is to set up an interdisciplinary and cross-border facility and team around the evaluation, monitoring, valorisation and support of projects in rehabilitated neighbourhoods in France and Switzerland. This project will enrich the skills developed so far in monitoring and evaluating sustainable (new) neighbourhoods, integrating the issue of existing neighbourhoods to renovate and revitalise, enhancing the feedback of Swiss and French experiences and promoting common understanding and practices across the border. Indeed, there is a regulatory gap in spatial planning for existing neighbourhoods and their upgrading in relation to the different sustainability criteria (except for sectoral technical areas such as noise). Although rehabilitation policies exist particularly in France, they relate only to a limited number of neighbourhoods whose economic and social situation is rather difficult for the inhabitants, whereas a common challenge for all communities concerns all neighbourhoods: city centres, outlying districts... Thus, REQUEST’s objective is to broaden the scope of analysis to also target less emblematic neighbourhoods and, in particular, urban rehabilitation projects and the transition to sustainability, which raises a number of challenges.
