Extension of the plant protection cluster, the construction of a biotechnological hall for plant health and optimisation and development of existing laboratories. Study and work phase

The 3P pole of CIRAD, currently with an area of 810 m², is located in the municipality of Saint-Pierre and its construction was completed in 2002. Thus, this construction follows the acquisition in 2000 of a real estate complex built and not built at the place called ‘Ligne Paradis’, with a total surface area of 48 642 m², consisting of two plots: — parcel No 385 of section EH with an area of 29 592 m², — parcel No 1048 of section EH with an area of 19 050 m². Finally, it should be noted that this building complex consisted of 15 buildings including 7 experimental greenhouses and 8 buildings for research laboratories and offices made of concrete under sheet metal. The initial project had been supported by the REGIS 1995-1999 Community Initiative Programme (EAGGF Funds) for Community structural assistance in the Réunion Region and received the following assistance: In addition, a contribution of private funds from CIRAD was added to the total eligible expenditure, corresponding to an amount of F 1 300 000.00 including F 800 000.00 for the purchase of the land (originally owned by the State) by CIRAD. The infrastructure operation consists of the rehabilitation and extension of the 3P pole. The overall objective is, on the one hand, to optimise, by renovating, the existing 3P infrastructure and, on the other hand, to create an extension to the pre-existing building in order to increase the research capacity of the structure.

Le pôle 3P du CIRAD, actuellement d'une surface de 810 m2, est situé sur la commune de Saint-Pierre et sa construction s'est achevée en 2002. Ainsi, cette construction fait suite à l'acquisition en 2000 d'un ensemble immobilier bâti et non bâti au lieu-dit 'Ligne Paradis', d'une surface totale de 48 642 m2, composé de deux parcelles : - parcelle n°385 de la section EH d'une superficie de 29 592 m2, - parcelle n°1048 de la section EH d'une superficie de 19 050 m2. Il convient enfin de noter que cet ensemble immobilier comprenait 15 bâtiments dont 7 serres d'expérimentation et 8 bâtiments à usage de laboratoires de recherche et de bureaux en béton sous tôle. Le projet initial avait été soutenu par le programme d'initiative communautaire REGIS 1995-1999 (fonds FEOGA) pour les interventions structurelles communautaires dans la Région Réunion et a bénéficié des concours suivants : Par ailleurs, un apport de fonds privés du CIRAD s'ajoutait au montant des dépenses totales éligibles, correspondant à un montant de 1 300 000,00 F dont 800 000,00 F pour l'achat du terrain (appartenant initialement à l'Etat) par le CIRAD. L’opération d’infrastructure consiste à la réhabilitation et à l'extension du pôle 3P. L’objectif général est d’une part, d’optimiser, en la rénovant, l’infrastructure 3P existante et d’autre part, de créer une extension au bâti pré-existant dans le but d’augmenter la capacité de recherche de la structure.
