Description (EN):

Damaged and neglected historical buildings, not renovated for years, or abandoned, are a common feature of the whole of central Europe regions. In the view of this challenge, amplified by the lack of public funding and strategic planning, the ForHeritage project promotes excellence in heritage management by capitalising on existing knowledge from previous projects related to integrated approaches for the effective management of cultural heritage sites and buildings. These integrated approaches imply the application of innovative tools worked out in 4 previously funded EU-projects (FORGET HERITAGE, RESTAURA, IFISE, CLIC): management plans, citizen involvement guidelines, state of the art of financial instruments, PPP models, circular financing and business models, among others. The complexity and novelty of these tools didn’t allow for their practical implementation in the past. The ForHeritage project exploits existing tools and experiences following a down-streaming approach which will push results into the practice of regions. By focusing on socio-economic aspects in management, the ForHeritage project is willing to fill the gap with regard to the capacities of regional and local actors responsible for heritage management. As much as the technical aspects of conservation are important, there is a need to enhance managerial and socio-economic approach to heritage. Otherwise the risk of decay of heritage becomes inevitable. The ForHeritage project brings together 8 partners from 4 central Europe countries: Croatia, Italy, Poland and Slovenia. In each of these countries, a local or regional authority and a supporting organisation participate to jointly capitalise on outputs from previous EU projects, whose implementation at the local level remains below expectations, thus transnational cooperation is needed.

Achievements (EN):

The ForHeritage project promotes integrated heritage management engaging communities, mobilising funding and developing capacities for enhanced protection and management of cultural heritage assets in central Europe. A significant number of projects have been implemented in the cultural heritage sector with the support of the European Union in the 2014-2020 period. However, too often their results are known only to a narrow network of institutions directly taking part in the project. The ForHeritage project is committed to increase the impact of results from previously funded projects in the field of cultural heritage management. With this aim, knowledge and experience collected in selected EU-funded projects are analysed, further developed, tested and validated. As a result, a guide with step-by-step instructions will be prepared to help you with better management of cultural heritage. In addition, the ForHeritage project includes on-site testing, regional implementation and a series of workshops in countries participating in the project (Poland, Slovenia, Croatia, Italy).

Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The change that the project is looking for are better protected and managed cultural heritage sites in central Europe. To achieve this change, skilled public and private stakeholders that will implement tools from previous EU projects dealing with heritage management & financing are needed. The project accepts this challenge and commits itself to increase the status of capacities of the public and private sector in integrated management. In this way, the the project contributes to the programme result indicator (R.3.2). The direct impact on the territory includes: Westpomerania region (10 cultural institutions directly managed by the region + heritage sites across 113 municipalities), Piedmont region (numerous heritage sites across 8 provinces in a territory of 4 million inhabitants, including Cuneo city), Ljubljana urban region (leader in cultural and creative industries covering a territory of 0,5 million inh.) and Rijeka city (EU Capital of Culture 2020, right momentum for heritage innovation and ideal platform for EU-wide transfer). In these territories, the project will implement management plans (based on FORGET HERITAGE) and business/financing plans (based on IFISE and CLIC), including PPP/PPC projects (RESTAURA). First, in pilots through experimentation. Then, in cultural heritage institutions covered by the whole territories. Expected impact: 120 trained persons, leverage of funds of 3,5 million EUR as a direct result of implementing new financial instruments in the short term. Sustainability is ensured by involving competent institutions with the right mandate to implement changes & sustain results. Expert partner institutions will ensure that results are transferred to additional target groups (workshops, targeted meetings & diss. events). Strong links to national level (FOK for PL national institutions) and EU level (IRMO for cultural issues, FINPIEMONTE for financial) will share project results on and stimulate attention of national/EU bodies.
