The “ELAN” project aims to promote clusters of expertise and compensate for the declines in second degree and higher education staff through a policy of attractiveness among students and researchers in the Caribbean. The ELAN project represents a structuring project for the Caribbean, which addresses several interdependent issues at the heart of development issues. Thus, it mainly addresses the problem of strengthening human capital, while addressing the three dimensions of the strategic intervention tightened on the limited objectives of the 2014-2020 Operational Programme: 1. Creation of wealth and jobs. 2. Sustainable development. 3. Rapprochement among the peoples of the Caribbean. Overall objective: Design of a bank of internships on a regional scale. Setting up scholarships to support mobility (entry and outgoing) student, teacher and university, as well as that of vocational training trainees and the programming of joint promotion actions, in order to increase the visibility of the offer of higher education in the West Indies. The identification of university courses of excellence in the West Indies, in the OECS states, on the main campuses of the University of the West Indies and in the two partner universities in HAITI. Better use of European student mobility programmes extended to non-EU countries. Dissemination of the positive results of the project to people through active communication on mobility opportunities in the Caribbean.

Le projet « ELAN » vise à promouvoir des pôles d’expertise et pallier les baisses d’effectifs en second degré et en enseignement supérieur par une politique d’attractivité auprès des étudiants et chercheurs de la Caraïbe. Le projet ELAN représente un projet structurant pour la Caraïbe, qui répond à plusieurs enjeux interdépendants au coeur des questions de développement. Ainsi, il répond principalement à la problématique du renforcement du capital humain, tout en abordant les trois dimensions de l’intervention stratégique resserrée sur les objectifs limités du programme opérationnel 2014-2020: 1. Création de richesses et d’emplois. 2. Développement durable. 3. Rapprochement entre les peuples de la Caraïbe. Objectif global: Conception d’une banque de stages à l’échelle régionale. Mise en place de bourses pour soutenir la mobilité (entrante et sortante) étudiante, enseignante et universitaire, ainsi que celle des stagiaires de la formation professionnelle et la programmation d’actions conjointes de promotion, afin d’accroître la visibilité de l’offre de formations supérieures aux Antilles. L’identification des formations universitaires d’excellence dans les Antilles, dans les Etats de l’OECS, sur les principaux campus de l’Université des West Indies et dans les deux universités partenaires en HAITI. Une meilleure valorisation des programmes Européens de mobilité étudiante étendus aux pays non communautaires. La diffusion aux populations des résultats positifs du projet par une communication active sur les opportunités de mobilité dans la Caraïbe.
