Pour soutenir croissance et innovation dans l’ENO, nous avons besoin d'entreprises en général, y compris les entreprises des réfugiés reconnus (RR). Le projet contribue à augmenter leur nombre en augmentant la capacité d'entrepreneuriat des réfugiés reconnus et celle des institutions qui s'occupent des réfugiés reconnus. Le groupe cible est constitué des 67 % des 271 630 RR aux NL, DE, IR et Fr (Eurostat, 2017) avec une formation en business et l'expérience nécessaire pour lancer leur activité. Ce projet d’innovation sociale s'adresse aux RR qui redémarrent une entreprise pour les préparer à la création d'entreprises. Les RR qui ont une expérience des affaires dans leur pays d'origine ont un fort potentiel entrepreneurial mais ont besoin d’un encadrement spécifique pour s'adapter à l'économie de l’ENO. Le projet développe un soutien des hubs, fonctionnant par le biais du mentorat comme "ouvreur de porte". Ce faisant, le projet permet aux RR de savoir comment obtenir les outils dont ils ont besoin pour entreprendre. Les RR seront soutenus tout au long des phases de création, de démarrage et d'expansion de l'entreprise, en se concentrant sur 4 secteurs : la santé (surtout les soins), l'artisanat, les services TIC, le commerce (représentants commerciaux). Ces secteurs ont fait état de difficultés en matière de recrutement (Cedefop,2018). Le projet soutient l’entreprenariat des RR par une approche co-créative, dont une voie d'intégration à double sens, et un accent mis sur l'entreprenariat. Chaque région partenaire encouragera l'IS par le déploiement d'un hub basé sur un hub pilote conçu au niveau transnational. Résultats : Capacité entrepreneuriale accrue de 400 RR , 250 RR créent un business plan, 150 effectivement démarrés dont 25 ont créé un emploi indépendant 4 nouvelles plaques tournantes dans ENO, un réseau d'entrepreneuriat inclusif et durable, 4 podcasts multilingues développés.

Um Wachstum und Innovation in NWE zu sichern, braucht es Unternehmen inkl. anerkannte Flüchtlingsgründer (RR). Das Projekt steigert die Anzahl von RR-Gründungen in NWE, indem es RRs unternehmerische Kapazität sowie die Fähigkeit der Institutionen mit RR-Neugründern umzugehen, adressiert. Zielgruppe sind 27% der 521.635 RR in NL, DE, IR, CH, FR (Eurostat, 2017), die einen unternehmerischen Background haben und einen Neustart wagen. Das Projekt bietet eine soziale Innovation für RR-Neustarter an. RR mit Unternehmenserfahrung aus der Heimat verfügen über hohes Potenzial für einen Neustart, benötigen aber spezifisches Mentoring ausgerichtet auf die NWE-Wirtschaft. Das Projekt entwickelt Hubs, die durch Mentoring Türen für RR-Neustarter in die vorhandene unternehmerische Unterstützung-Infrastruktur öffnen. Durch diese Türöffnungsfunktion werden Parallelstrukturen vermieden. RRs sollen eher lernen an bereits gegebene Tools zu gelangen, die sie zum Neustart benötigen. Das Mentoring wird entlang der Initiierungs-, Gründungs- und Wachstumsphase angeboten. Im Unterschied zu bestehenden Initiativen wird der Fokus auf vier Sektoren gelegt: Gesundheit (insb. Pflege), Handwerk (insb. Fertigung), IKT-Dienstleistungen, Handel. Diese Sektoren melden seit Jahren Fachkräfteengpässe (Cedefop, 2018). Das Projekt verfolgt einen ko-kreativen Ansatz eines wechselseitigen Integrationspfades für die RR-Neustarter. Es setzt zudem den Fokus auf chancenorientiertes Unternehmertum anstatt auf Notgründungen. Basierend auf transnationale Zusammenarbeit etabliert jede Partnerregion einen Hub, der auf einem transnational konzipierten Pilot-Hub basiert. Ergebnisse: Erhöhte unternehmerische Kapazität von 500 RR (durch Portfolio), 300 RR-Neustarter mit Businessplan, 200 tatsächliche Neugründungen (Start-up Registrierung), davon 30 in Selbstständigkeit, 5 neue Hubs in NWE, ein integratives Netzwerk für unternehmerische Fähigkeiten, 4 mehrsprachige Podcasts.

To sustain growth & innovation in NWE, we need enterprises in general incl. recognised refugees' (RR) starting enterprises. The project helps raising the numbers of RR starting in NWE by increasing entrepreneurship capacity of RR and the capacity of institutions dealing with RR. Target group are the 67% of 271.630 RR in NL, DE, IR, FR (Eurostat, 2017) who have a business background and the experience to restart. The project offers a social innovation addressing RR re-starters to become ready for business creation. RR with business experiences in their home country have a huge potential to restart but need specific mentoring to adopt to the NWE economy. The project develops a supportive environment of hubs, which function through mentoring as “door opener” for RR re-starters to enter existing entrepreneurial infrastructure. By door opening the project avoids parallel structures, but introduces RRs to how, by whom and where to get the tools they need to restart. The RR re-starters in NWE will be supported along the business phases stand-up, start-up and scaling and distinct from existing initiatives, with a focus on 4 sectors: health (especially care), crafts (especially manufacturing), ICT services, trade (sales representatives). These sectors reported recruitment bottlenecks (Cedefop, 2018). Different to other approaches, the project supports the RR restarters through a co-creative approach incl. a two-way integration path, and an opportunity-driven focus on entrepreneurship rather than necessity-based start-ups. Based on a transnational framework, each partner region will foster SI by a hub roll-out based on a transnational designed pilot hub. Outputs: Increased entrepreneurial capacity of 400 RR (proven by portfolio), 250 RR restarters with a business plan, 150 actually started (registered as business) of which 25 created self-employment, 4 new hubs in NWE, an inclusive, lasting entrepreneurship network, 4 multilingual transnationally developed podcasts.

Expected Outputs (EN): 67% of 271.630 RR in 4 NWE have an entrepreneurial background (IAB, 2017) and potential to restart in trading, crafts, service & care securing NWE infrastructure (ifm, 2018). Actual numbers of RR (re)starting a business in NWE is low (f.i 6% in NL, CBS).
