Initial situation: The project “Environmentally friendly mobile on the high Rhine” addresses the gap between the stops in public transport (ÖV) and the destinations in the project region Bad Säckingen and Stein im Fricktal (Stein). The project aims to close gaps in the two-wheel infrastructure. This enables mobility solutions that cover the mobility chains of different target groups, from the starting point to the target point. Due to existing gaps in infrastructure and mobility services, today’s mobility in the region is heavily influenced by motorised individual transport (MIV), which is heavily polluting the climate. The lack of gaps between the neighbouring communes Stein (CH) and Bad Säckingen (D) is particularly evident in the target groups of professional commuters and in tourism in the spa town of Bad Säckingen. With this task, Bad Säckingen and Stein are representative of many municipalities on the High Rhine, in particular the municipalities in which bridges span the Rhine. The MIV causes above-average emissions in the region, which is why the spa town of Bad Säckingen is already taking many local measures to improve air quality. The high traffic density and traffic jams, especially during peak times, lead to uncontrolled parking on both sides of the Swiss border and thus to severe restrictions in the municipal areas. On the Swiss side, the Sisslerfeld industrial area is expected to grow several thousand jobs in the coming years. Many of these workers will come from Germany as commuters and will further exacerbate the already tense traffic situation. Objectives and Effects: In order to address the challenge and to shift mobility away from MIV to other modes of transport, in particular public transport with the two-wheeler, it is necessary to fill gaps in infrastructure and improve the linking of mobility offers. This requires intensive administrative cooperation. This will be done with the project “Environmentally friendly mobile on the high Rhine”. The project is a crucial step to ensure that commuters and tourists in the region can be mobile without a car and instead use public transport. The expansion of two-wheel mobility and the infrastructure required for the safe use of two-wheel mobility aim to close the existing gaps in the mobility chains. The project is embedded in various studies and planning in Stein (e.g. mobility plan Sisslerfeld) and in Bad Säckingen (e.g. mobility concept 2030, municipal electromobility concept, project “Bad Säckingen drives emission-free”). It has the objectives: — Increase of cycling and foot traffic and the utilisation of public transport. — Reduction of traffic-related climate-damaging air pollution. — Reduction of noise emissions. — Defuse the traffic and parking situation. Measures: In addition to the construction of a two-wheeled infrastructure embedded in the urban situation of the municipalities, the project aims to transfer the concept of bicycle roads introduced in Germany to Stein. With the development of a continuous cycle route between the stations of Bad Säckingen and Stein as well as the Sisslerfeld industrial park, the project lays the foundations for the intended development, installation and operation of a cross-border bicycle or bicycle rental system. Such a mobility offer does not exist between Germany and Switzerland so far, and a feasibility study is to be developed within the framework of the project. Institutional cooperation: To achieve the project objectives, the administrations in Bad Säckingen and Stein will work closely together.

Ausgangssituation: Das Projekt „Umweltfreundlich mobil am Hochrhein“ adressiert den Lückenschluss zwischen den Haltepunkten im öffentlichen Verkehr (ÖV) und den Zielorten in der Projektregion Bad Säckingen und Stein im Fricktal (Stein). Das Projekt will Lücken in der Zweiradinfrastruktur schließen. So werden Mobilitätslösungen ermöglicht, die die Mobilitätsketten unterschiedlicher Zielgruppen, vom Ausgangspunkt bis zum Zielpunkt abdecken. Aufgrund bestehender Lücken in der Infrastruktur und den Mobilitätsangeboten ist die heutige Mobilität in der Region stark vom motorisierten Individualverkehr (MIV) geprägt, der das Klima stark belastet. Der fehlende Lückenschluss wird zwischen den Nachbarkommunen Stein (CH) und Bad Säckingen (D) insbesondere bei den Zielgruppen Berufspendler und im Tourismus in der Kurstadt Bad Säckingen deutlich. Mit der Aufgabenstellung stehen Bad Säckingen und Stein stellvertretend für viele Kommunen am Hochrhein, insbesondere die Kommunen, in denen Brücken den Rhein überspannen. Der MIV verursacht überdurchschnittlich Emissionsbelastungen in der Region, weshalb die Kurstadt Bad Säckingen bereits viele lokale Maßnahmen zur Verbesserung der Luftqualität unternimmt. Die insbesondere in den Stoßzeiten hohe Verkehrsdichte und Staus, führen auf beiden Seiten der schweizer Grenze zu unkontrolliertem Parken und damit zu starken Einschränkungen in den Gemeindegebieten. Auf schweizer Seite wird für die kommenden Jahre mit einem Wachstum des Gewerbegebietes Sisslerfeld von mehreren tausend Arbeitsplätzen gerechnet. Viele dieser Arbeitnehmer werden als Pendler aus Deutschland kommen und die ohnehin angespannte Verkehrssituation weiter verschärfen. Ziele und Wirkungen: Um die Herausforderung anzugehen und die Mobilität weg vom MIV auf andere Verkehrsträger, insbesondere den ÖV mit Anschlussmobilität mit dem Zweirad zu verlagern, müssen Lücken in der Infrastruktur geschlossen und die Verknüpfung der Mobilitätsangebote verbessert werden. Dazu ist eine intensive Zusammenarbeit der Verwaltungen erforderlich. Dies soll mit dem Projekt „Umweltfreundlich mobil am Hochrhein“ erfolgen. Das Projekt ist ein entscheidender Schritt, damit vor allem Pendler und Touristen in der Region ohne Auto mobil sein können und statt dessen den ÖV nutzen. Durch den Ausbau der Zweiradmobilität und der für eine sichere Nutzung der Zweiradmobilität erforderlichen Infrastruktur sollen die bestehenden Lücken in den Mobilitätsketten geschlossen werden. Das Projekt ist eingebettet in diverse Studien und Planungen in Stein (z.B. Mobilitätsplan Sisslerfeld) und in Bad Säckingen (z.B. Mobilitätskonzept 2030, kommunales Elektromobilitätskonzept, Projekt „Bad Säckingen fährt emissionsfrei“). Es hat die Ziele: - Steigerung des Rad- und Fußverkehrs und der Auslastung des ÖV. - Senkung verkehrsbedingter klimaschädlicher Luftverschmutzung. - Verringerung der Lärmemission. - Entschärfung der Verkehrs- und Parkplatzsituation. Maßnahmen: Neben der Herstellung einer in die stadträumliche Situation der Kommunen eingebettete Zweiradinfrastruktur soll durch das Projekt das in Deutschland eingeführte Konzept der Fahrradstraßen nach Stein übertragen werden. Mit der Erschließung einer durchgängigen Fahrradroute zwischen den Bahnhöfen Bad Säckingen und Stein sowie dem Gewerbegebiet Sisslerfeld legt das Projekt die Grundlagen für die angestrebte Entwicklung, Installation und den Betrieb eines grenzüberschreitend nutzbaren Fahrrad- bzw. Veloverleihsystems. Ein solches Mobilitätsangebot existiert bisher zwischen Deutschland und der Schweiz nicht, im Rahmen des Projektes soll dafür eine Machbarkeitsstudie erarbeitet werden. Institutionelle Zusammenarbeit: Zur Erreichung der Projektziele, werden die Verwaltungen in Bad Säckingen und Stein eng zusammen arbeiten.

Achievements (EN):

The aim of the project is to minimise passenger car border traffic by showing an attractive alternative for the bicycle. Thus, an attractive bike connection was created between the stations Bad Säckingen and Stein for commuters as well as for tourists. With the help of funding via Interreg, this was made possible. The town of Bad Säckingen and the municipality of Stein have jointly established a cross-border two-wheeler connection. The two-wheel link was initiated within the framework of the IBA 2020 Active Stations project group in order to address the challenge of the ever-increasing transport and emissions problems of the cross-border mobility of commuters and visitors. The two-wheeler line connects the two stations on the German and Swiss side as well as the Sisslerfeld industrial park, thus creating a gap for commuters and visitors. The IBA Basel 2020 promoted the process of growing together by supporting the implementation of projects that add value to the region and its residents, both in Bad Säckingen and in Stein, a variety of local measures have been carried out to improve the traffic situation. The two-wheel connection funded by the Interreg V programme Alpenrhein-Bodensee-Hochrhein is such a solution. Implementation started in autumn 2021 and was completed in 2022. With the targeted measures on the German side, such as the construction of new bicycle storage algae and bicycle boxes at the station, the installation of an information system as well as a new cross-border signage and the additional cycle path measures of the municipality of Stein, an attractive route connection for cyclists is an attractive route connection for cyclists. A cross-border bicycle rental was also initiated, which had to be abandoned again due to the withdrawal of the rental company. Following the provision of the necessary funds by the municipal council, the project “Bicycle Connection Bad Säckingen-Stein” was further developed and the execution planning was prepared, as well as the building application was submitted to the competent authorities. Following the processing of the tender, the contract for the works and the supply contracts for the storage facilities could be awarded at the municipal council meeting on 19 April 2021. The groundbreaking ceremony for the installation of the new storage facilities was held on 9.7.2021 together with representatives of the municipality of Stein and the bicycle experts of the town of Bad Säckingen. For the signage package, which appears on the German side as well as on the Swiss side, a special scheme “common costs” has been adopted. With the installation of the cross-border signage, the last measure of the cross-border cycle path Bad Säckingen-Stein was taken.

Das Herstellen einer attraktiven, sicheren und schnellen Pendlerroute von Bahnhof Bad Säckingen zum Bahnhof Stein und ins Arbeitsgebiet Sisslerfeld und die Erhöhung der Abstellmöglichkeiten für eigene Fahrräder an den Bahnhöfen in Bad Säckingen und Stein als auch im Gewerbegebiet Sisslerfeld führen zu einer Reduzierung der Belastung aus dem ruhenden Verkehr und der Verkehrsbelastung aus dem MIV.
