In the Adriatic-Ionian regions Blue Growth Innovation policies are characterized by a fragmented situation, with pioneering and lagging regions searching for a joint knowledge-based approach to their innovation strategies to enhance the blue growth sectors in their territories. Moreover,regions and countries overlooking the same seas and rivers need harmonized Blue growth policies to plan future innovation initiatives on topics such as sea transport,water pollution,energy connectivity,marine environment protection, promotion of sustainable tourism etc. Through the development of a Macro-Regional S3 on Blue Growth and the setting up of a dedicated Innovation Community,BLUEAIR aims at enhancing institutional capacities of ADRION territories in the definition of a common S3 policy on Blue Growth and guaranteeing the alignment of local initiatives with the EUSAIR strategy.Adopting a coordinated approach will improve administrative capacities, innovativeness, and economic development for participating territories as well as for the whole ADRION area. Improving competences of innovation players on Blue Growth,identifying sectors of macro-regional interest, exploiting potentials for transnational cooperation,supporting the development of a single Macro-Regional S3 on BG in the Adriatic- Ionian:these objectives are reached by the involvement of the quadruple helix actors in the definition of a common strategic vision by means of enabling tools, capacity building initiatives and effective EDP practices and instruments.Supported by scientific experts and technical documentation, BLUEAIR offers to quadruple helix actors a view on the future scenarios of the Blue Growth sectors enabling them to take advantage of the sector transnational opportunities.2 seas, many untapped market opportunities in Blue Growth, different coastal and inland territories involved moving toward one single approach: the BLUEAIR Macro-Regional S3 on Blue Growth!

Achievements (EN):

The main outcomes of the BLUEAIR project: Firstly, the creation of an Innovation Community, an operational platform open to all players, public and private, aiming at improving and simplifying the collaboration for innovation in order to promote a sustainable blue economy in the Adriatic-Ionian region, operating at the micro, meso and macro-regional level and promoting collective innovation actions to drive and increase the visibility of Blue Growth and build strong partnerships across sectors and disciplines, supporting the development of a macro-regional innovation system, promoting supportive policies and practices, strengthening and supporting the awareness of new generations to sustainability and development issues and engaging with innovation ecosystems in other sea basins. A special insight was also devoted to the Technology Foresight conducted between 2022 and 2023. Its results were highly appreciated by the participating experts for its scientific accuracy and concrete approach. As in the case of the Innovation Community, the results of the Technology Foresight of the BLUEAIR project represent a heritage to be maintained and expanded in the perspective of the development of the Blue Economy in the Adriatic-Ionian area.

Expected Results (EN): Level of capacity of key innovation actors to be effectively involved in transnational actions for the development of a regional Innovation system

Expected Outputs (EN):

BLUEAIR project contributes to achieve the programme result indicators and increase the capacity of key innovation actors to be concretely involved in transnational actions for the development of an integrated Innovation system for the Blue Growth. Specifically, the BLUEAIR project activities will produce the following main results:1) establishment of the BlueAIR innovation community, 2) Increase the knowledge of ADRION innovation actors in development of S3 in the field of BG, 3) development of a comprehensive set of S3 enabling tools 4) development of an Innovation strategy on Blue Growth and 5) Action plan for Innovation investments and improvement on BG. Through the identification of best practices on BG innovation policies and performance assessment, key areas of intervention will be selected, and a set of benchmarking and mutual learning tools will be implemented by means of cross-fertilization, learning and matchmaking events. The development of technical tools for the improvement of future regional/national S3, the macro-regional S3 analysis on BG, the technology foresight on BG in AIR programme area, the pilot EDP and the identification of best practices on BG will also contribute to the programme results. The project activities will positively impact on enhancing the institutional capacities of the quadruple helix innovation actors in defining a common joint approach towards the implementation of S3 policies on Blue Growth at macro-regional level. Moreover, IPA countries which are still defining their first S3, will strongly benefit from mutual learning processes and project tools aimed at the construction of a joint S3 on BG common for the A-I area. The establishment of the transnational BlueAir innovation community embracing BG actors from the whole ADRION area and beyond will further support the mutual collaboration and the commitment towards the adoption of a permanent transnational approach in the shaping of innovation policies on Blue Growth.
